—-...-DEPARTMENTOFTHENAVYOFFICEOFTHESECRETARYWASHINGTON,D.C.20350SECNAVINST5312.1OCOp-12429October1974SECNAVINSTINSTRUCTION5312.1OCFrom:SecretaryoftheNavySubj:Manpowerplanningsystems1,Purpose.Thepurposeofthisinstructionistoconsolidateina(RsingleinstructionDepartmentoftheNavypoliciesinregardtothedetermination,documentation,andutilizationofmanpowerresources.ItassignsresponsibilitiesforthedevelopmentofmanpowerplanningsystemsfortheNavyandMarineCorps,andchangesthenameoftheNavyManpowerSurveyProgramtotheNavyManpowerRequirementsSystem.2.Cancellation.Thefollowinginstructionsaresupersededandcanceledbythisinstruction:SECNAVINST531O.2Aof26Feb1964SECNAVINST5310.9of20Apr1964SECNAVINST5312.11of30Apr1964SECNAVINST5312.1OBof16Aug19683.Background.OnemeasureofthesuccessoftheNavyandMarineCorps(Rmanpowerplanningsystemswillbetheabilityofforcesafloatandashoretoaccomplishessentialmissionsandfunctionswithintheimposedfiscal,end-strength,andotherconstraints.Inadditiontoconstrainedmanpowerthemobilizationmanpowerisdeterminedbasedonrequiredcapabilitiesinwartime.Whilesubstantialprogresshasbeenmadeinrecentyearsindevelopingmethodstodetermineanddocumentminimummanpowerneeds,continuedimprovementinthedevelopmentofintegratedmanpowerplanningsystemsisrequired.4.Discussiona.Manpowerrequirementssystemsshouldprovidethebasefromwhich(Awedevelopplanstoprocure,train,assign,andultimatelyseparateorretiremilitary(activeandReserve)andcivilianpersonnel.SinceNavyandMarineCorpsforcesoperateinadynamicenvironmentandmustadapttochangingthreats,andtootherexternallyimposedconstraints,theirmanpowerrequirementssystemsshouldbecapableofquickresponsetosuchchanges.b.Inpastyears,ithasbeenNavypolicytodrawdistinctions(Abetweenthetwofieldsofmanpowermanagementandpersonneladministra-tion.Thesearedefinedasfollows:..1jSECNAVINST5312.1OCIA)A)R)A)A)A)A)A)29OCT?974(1)ManpowerManagement--planning,statisticalforecasting,balancing,andapprovingtheN-avyorMarineCorpsmanpowerrequirements;[thatis,thespecificqualityandquantityofmilitarybilletsand/orcivilianpositions./(2)PersonnelAdministration--theadministrationofpeople,asopposedtorequirements.Thisinvolvestheirrecruiting,classifying,training,careerdevelopment,transporting,placement(distributionorassigning),counseling,disciplining,moraleservicing,grievances,promoting,recording,accounting,separating,andretiring.c*Short-termdeterminationofmanpowerrequirementsinquantitativeandqualitativetermshasoftenbeendivorcedfromanexaminationoftheNavy’sabilitytosatisfytheserequirementsintermsofpeoplewiththerequisiteskills.Inan“allvolunteerforce”environmentandwithintheTotalForcePlanningPolicy,itisincreasinglyimportanttoexaminethelong-termfeasibilityofmeetingthequantitativeandqualitativemanpowerrequirementsassociatedwiththeacquisitionofnewsystemsorsubsystems.Theintegratedmanpowerplanningsystemsmustprovidefortheinteractionbetweenrequirementsplanningandpersonneladministra-tion.Suitablerecognitionwillbemadetomilitaryandcivilianmanagerswhodevisewaystoimproveproductivityandaccomplishessentialtaskswithfewerpersonnel.5.GoalsandObjectives.InordertoensureeffectivemanagementofNavyandMarineCorpsmanpowerresources,aneedexiststodevelopandimplementintegratedmanpowerplanningsystemswhichwill:a.Preciselydetermineminimummilitaryandcivilianmanpowerre-quirementstoachieveapprovedoperationalandmissionsdemands.b.Providestaffingstandardsforfunctionsperformedashoreandafloat,basedonrecognizedmanagementandindustrialengineeringtechniquesandobjectivedeterminationsofworkload.c.Provideasystemfortheaggregationofmanpowerrequirementsinformationatthevariouslevelsabovetheactivitylevel,tosupportandjustifyNavymanpowerrequirementsduringallstagesofthePlanning,Programming,andBudgetingSystem.d.Relatesupportmanpowerrequirementswithintheshoreestablish-menttothechangingdemandsoftheoperatingforces.e.Minimizeresponsetimeformanpowerinformationbyprovidingacapabilitytorespondrapidlytoessentialmanagementqueries,f.Ensurethatmanpowerrequirementsandmaintenanceresponsibil-itiesfornewweapons,equipments,systems,andinitiativesarespecifiedsufficientlyinadvanceoffleetIntroductiontoallowtheirconsidera-tionintheprogrammingcycle.2SECNAVINST5312.1OC29OCTQ?4...-g“Providereliableplanninginformationtopersonnelinventory(Amanagers(bothmilitaryandcivilian)sotheymayassessthefeasi-bilityandimpactsofmanpowermanagementactions.6.AssignmentofResponsibilitiesa.TheChiefofNavalOperationsisassignedresponsibilityforplanning,directing,andcoordinatingthedevelopmentandimplementa-tionofamanpowerplanningsystemwhichwillincorporatethegoalsandobjectivesoutlinedinparagraph5abovefortheDepartmentoftheNavy(lesstheMarineCorps).b.TheCommandantoftheMarineCorpsisassignedresponsibilityforplanning,directing,andcoordinatingthedevelopmentofamanpowerplanningsystemfortheMarineCorps.c.TheChiefofNavalOperationsandtheCommandantoftheMarine(ACorpsareresponsibleformaintaininganappropriatemeansofrecog-nizingachievementsinmanpowerutilizationbymembersoftheirrespec-tiveservices,andfortakingactiontoassurethatsuchrecognitionismadeapartoftheindividual’spersonnelrecord.7.Actio
