INTERNATIONALTELECOMMUNICATIONUNIONCCITTD.71(rev.1)THEINTERNATIONALTELEGRAPHANDTELEPHONECONSULTATIVECOMMITTEEGENERALTARIFFPRINCIPLESCHARGINGANDACCOUNTINGININTERNATIONALTELECOMMUNICATIONSSERVICESGENERALTARIFFPRINCIPLESFORTHEPUBLICFACSIMILESERVICEBETWEENSUBSCRIBERSTATIONS(TELEFAXSERVICE)RecommendationD.71(rev.1)Geneva,1992FOREWORDTheCCITT(theInternationalTelegraphandTelephoneConsultativeCommittee)isapermanentorganoftheInternationalTelecommunicationUnion(ITU).CCITTisresponsibleforstudyingtechnical,operatingandtariffquestionsandissuingRecommendationsonthemwithaviewtostandardizingtelecommunicationsonaworldwidebasis.ThePlenaryAssemblyofCCITTwhichmeetseveryfouryears,establishesthetopicsforstudyandapprovesRecommendationspreparedbyitsStudyGroups.TheapprovalofRecommendationsbythemembersofCCITTbetweenPlenaryAssembliesiscoveredbytheprocedurelaiddowninCCITTResolutionNo.2(Melbourne,1988).RecommendationD.71waspreparedbyStudyGroupIIIandwasapprovedundertheResolutionNo.2procedureonthe16thofJune1992.___________________CCITTNOTEInthisRecommendation,theexpression“Administration”isusedforconcisenesstoindicatebothatelecommunicationAdministrationandarecognizedprivateoperatingagency.ITU1992Allrightsreserved.Nopartofthispublicationmaybereproducedorutilizedinanyformorbyanymeans,electronicormechanical,includingphotocopyingandmicrofilm,withoutpermissioninwritingfromtheITU.RecommendationD.711RecommendationD.71RecommendationD.71GENERALTARIFFPRINCIPLESFORTHEPUBLICFACSIMILESERVICEBETWEENSUBSCRIBERSTATIONS(TELEFAXSERVICE)(Geneva,1980,revised1992)PreambleThisRecommendationsetsoutthegeneralprinciplesandconditionsfortarificationtobeappliedbyAdministrationsfortheprovisionofaninternationalpublicfacsimileservicebetweensubscriberstations,usingtheinternationalpublicswitchedtelephonenetwork1)orinternationalDatelnetwork2)(telefaxservice)3).1GeneralprinciplesIndeterminingthetariffprinciplestobeappliedinthisservice,considerationshouldbegiventothestructureandlevelofchargesapplicableinotherinternationaltelecommunicationservicessuppliedbytheAdministrationsconcernedandtotheprovisionsofRecommendationD.5.2Chargingprinciples2.1Inprinciple,thechargesforcallsintheinternationaltelefaxserviceshallbebasedonthoseappliedforthenormaluseofthenetworkconcerned.2.2Administrationsmayapplyadditionalchargesfortheprovisionofuserfacsimilestationequipmentand/orspecialfacilities.3Internationalaccounting3.1Normally,accountingforcallsintheinternationaltelefaxserviceshallbeatthesameaccountingratesandbeeffectedinthesamemannerasaccountingforcallsovertheinternationalpublicnetworkutilized.SuchcallswillformanintegralpartoftheinternationalaccountsforthatpublicnetworkandnoadditionalaccountingbetweenAdministrationsshouldbenecessaryforsuchcalls.Inthecasewheredifferentaccountingratesareappliedfortelefaxcalls,accountingforthosecallsshouldbelistedseparately.Thesameproceduresareapplicabletorefunds.3.2AnyadditionalchargesappliedbyanAdministrationfortheprovisionofuserfacsimilestationequipmentand/orspecialfacilitiesshallberetainedbythatAdministrationandshallnotbeincludedintheinternationalaccounts._______________1)SomeAdministrationsdonotpermittheinternationalpublicswitchedtelephonenetworktobeusedforfacsimiletransmission.2)TheDatelnetworkisapublicnetworkcomposedofspecialqualityvoicegradecircuits(normallyconformingtothespecificationsofRecommendationM.1020[1])ortelephonecircuitsassignedtotheDatelservice.ThesecircuitsenabletheAdministrationstopermitcustomertransmissionofdataand/orfacsimiledocumentsonanassuredbasis.3)SeealsoRecommendationF.160[2]aswellastheRecommendationcitedin[3].2RecommendationD.713.3CollectandtransferredaccountservicesmaybeofferedinaccordancewithappropriateCCITTRecommendations.CollectservicesmaybeofferedsubjecttobilateralagreementbetweenAdministrations.4Servicecorrespondence4.1Servicetelecommunications(asdefinedintheInternationalTelecommunicationRegulations)shouldbetreatedinaccordancewithRecommendationD.192.Privilegetelecommunications(asdefinedintheInternationalTelecommunicationRegulations)shouldbetreatedinaccordancewithRecommendationD.193.4.2Paragraph4.1abovedoesnotapplytoserviceandfrankingprivilegetelefaxcallsexchangedoverinternationalpublictelecommunicationnetworksbypostalAdministrations4)exceptbyagreementwithtelecommunicationAdministrations4)concerned.5Refunds5.1ChargesforcallsintheinternationaltelefaxservicemayberefundedatthediscretionofAdministrations,whencircuitfailureorfailureofequipmentprovidedbytheAdministrationspreventssatisfactorytransmission.However,refundofchargesmaynotbeapplicablewheretransmissionoverapublicnetworkispermittedonan“unassured”basis,thatis,withoutguaranteeastotransmissionspeedand/orqualityoftransmission.5.2Toobtainarefund,thesubscribershallapplytotheAdministrationresponsibleforhisfacsimileservice,submittinginsupportofhisclaimforarefundtheoriginaldocumentandthefaultycopyreceivedatthedestinationpoint,whensuchisrequired.References[1]CCITTRecommendationCharacteristicsofspecialqualityinternationalleasedcircuitswithspecialbandwidthconditioning,Vol.IV,Rec.M.10
