GUIDELINESONNUTRITIONLABELLINGCAC/GL2-1985Adoptedin1985.Revisedin1993and2011.Amendedin2003,2006,2009,2010,2012,2013,2015and2016.ANNEXadoptedin2011.Revisedin2013,2015,2016and2017.CAC/GL2-19852PURPOSEOFTHEGUIDELINESToensurethatnutritionlabellingiseffective:•Inprovidingtheconsumerwithinformationaboutafoodsothatawisechoiceoffoodcanbemade;•inprovidingameansforconveyinginformationofthenutrientcontentofafoodonthelabel;•inencouragingtheuseofsoundnutritionprinciplesintheformulationoffoodswhichwouldbenefitpublichealth;•inprovidingtheopportunitytoincludesupplementarynutritioninformationonthelabel.Toensurethatnutritionlabellingdoesnotdescribeaproductorpresentinformationaboutitwhichisinanywayfalse,misleading,deceptiveorinsignificantinanymanner.Toensurethatnonutritionclaimismadewithoutnutritionlabelling.PRINCIPLESFORNUTRITIONLABELLINGA.Nutrientdeclaration–Informationsuppliedshouldbeforthepurposeofprovidingconsumerswithasuitableprofileofnutrientscontainedinthefoodandconsideredtobeofnutritionalimportance.Theinformationshouldnotleadconsumerstobelievethatthereisexactquantitativeknowledgeofwhatindividualsshouldeatinordertomaintainhealth,butrathertoconveyanunderstandingofthequantityofnutrientscontainedintheproduct.Amoreexactquantitativedelineationforindividualsisnotvalidbecausethereisnomeaningfulwayinwhichknowledgeaboutindividualrequirementscanbeusedinlabelling.B.Supplementarynutritioninformation–Thecontentofsupplementarynutritioninformationwillvaryfromonecountrytoanotherandwithinanycountryfromonetargetpopulationgrouptoanotheraccordingtotheeducationalpolicyofthecountryandtheneedsofthetargetgroups.C.Nutritionlabelling–Nutritionlabellingshouldnotdeliberatelyimplythatafoodwhichcarriessuchlabellinghasnecessarilyanynutritionaladvantageoverafoodwhichisnotsolabelled.1.SCOPETheseguidelinesrecommendproceduresforthenutritionlabellingoffoods.Theseguidelinesapplytothenutritionlabellingofallfoods.Forfoodsforspecialdietaryuses,moredetailedprovisionsmaybedeveloped.2.DEFINITIONSForthepurposeoftheseguidelines:Nutritionlabellingisadescriptionintendedtoinformtheconsumerofnutritionalpropertiesofafood.Nutritionlabellingconsistsoftwocomponents:(a)nutrientdeclaration;(b)supplementarynutritioninformation.CAC/GL2-19853Nutrientdeclarationmeansastandardizedstatementorlistingofthenutrientcontentofafood.Nutritionclaimmeansanyrepresentationwhichstates,suggestsorimpliesthatafoodhasparticularnutritionalpropertiesincludingbutnotlimitedtotheenergyvalueandtothecontentofprotein,fatandcarbohydrates,aswellasthecontentofvitaminsandminerals.Thefollowingdonotconstitutenutritionclaims:(a)thementionofsubstancesinthelistofingredients;(b)thementionofnutrientsasamandatorypartofnutritionlabelling;(c)quantitativeorqualitativedeclarationofcertainnutrientsoringredientsonthelabelifrequiredbynationallegislation.Nutrientmeansanysubstancenormallyconsumedasaconstituentoffood:(a)whichprovidesenergy;or(b)whichisneededforgrowth,developmentandmaintenanceoflife;or(c)adeficitofwhichwillcausecharacteristicbio-chemicalorphysiologicalchangestooccur.NutrientReferenceValues(NRVs)1areasetofnumericalvaluesthatarebasedonscientificdataforpurposesofnutritionlabellingandrelevantclaims.TheycomprisethefollowingtwotypesofNRVs:NutrientReferenceValues-Requirements(NRVs-R)refertoNRVsthatarebasedonlevelsofnutrientsassociatedwithnutrientrequirements.NutrientReferenceValues–Non-communicableDisease(NRVs-NCD)refertoNRVsthatarebasedonlevelsofnutrientsassociatedwiththereductionintheriskofdiet-relatednoncommunicablediseasesnotincludingnutrientdeficiencydiseasesordisorders.Sugarsmeansallmono-saccharidesanddi-saccharidespresentinfood.Dietaryfibremeanscarbohydratepolymers2withtenormoremonomericunits3,whicharenothydrolysedbytheendogenousenzymesinthesmallintestineofhumansandbelongtothefollowingcategories:Ediblecarbohydratepolymersnaturallyoccurringinthefoodasconsumed,carbohydratepolymers,whichhavebeenobtainedfromfoodrawmaterialbyphysical,enzymaticorchemicalmeansandwhichhavebeenshowntohaveaphysiologicaleffectofbenefittohealthasdemonstratedbygenerallyacceptedscientificevidencetocompetentauthorities,syntheticcarbohydratepolymerswhichhavebeenshowntohaveaphysiologicaleffectofbenefittohealthasdemonstratedbygenerallyacceptedscientificevidencetocompetentauthorities.Polyunsaturatedfattyacidsmeansfattyacidswithcis-cismethyleneinterrupteddoublebonds.TransFattyAcids4:ForthepurposeoftheGuidelinesonNutritionLabellingandotherrelatedCodexStandardsandGuidelines,transfattyacidsaredefinedasallthegeometricalisomersofmonounsaturatedandpolyunsaturatedfattyacidshavingnon-conjugated,interruptedbyatleastonemethylenegroup,carbon-carbondoublebondsinthetransconfiguration.1SeealsotheAnnexfortheGeneralPrinciplesfortheEstablishmentofNutrientReferenceValues.2Whenderivedfromaplantorigin,dietaryfibremayincludefractionsofligninand/orothercompoundsassociatedwithpolysaccharidesintheplantcellwalls.Thesecompoundsalsomaybemeasuredbycertainanalyticalmethod(s)fordietaryfibre.However,suchcompoundsarenotincludedinthedefinitionofdietaryfibreifextractedandre
