1使馆工程项目规划设计至工程开工的工作程序WorkingProceduresfortheEmbassyProjects（FromPlanningDesigntotheCommencement）1、外国驻华大使馆（以下简称使馆）须将拟建工程（以下简称该工程）的情况正式照会中华人民共和国外交部（以下简称外交部）。ForeignEmbassyinBeijing(hereinafterreferredtoasTheEmbassy)shallpresentanotetotheMinistryofForeignAffairsofthePeople’sRepublicofChina(hereinafterreferredtoasMFA),forwardingitsconstructionplanoftheproposedProject(hereinafterreferredtoastheProject).2、使馆就该工程的管理和监理事宜与外服局签订管理协议和监理协议[外服局提供协议草稿，使馆缴纳管理费和监理费]。TheEmbassyshallsigntheAgreementsofManagementandSupervisionwithBeijingServiceBureauforDiplomaticMissions(hereinafterreferredtoasDSB)onthemanagementandsupervisionoftheProject(DSBshallprovidethedraftoftheAgreementandtheEmbassyshallpaytoDSBthefeesofmanagementandsupervisionaccordingly).3、使馆委托一家有资质的中国设计单位（以下简称设计单位）进行该工程方案的初步设计[使馆支付设计费]。TheEmbassyshallentrustaqualifiedChineseDesignInstitute(hereinafterreferredtoasDesigner)todothepreliminaryplanningdesignfortheProject(TheEmbassyshallpaythedesignfee).24、由北京外交人员服务局（以下简称外服局）代使馆向北京市规划委员会（以下简称市规委）申报该工程的建设工程规划意见：DSBshall,onbehalfoftheEmbassy,applyforplanningsuggestionsfortheProjectfromthePlanningCommitteeofBeijingMunicipality(hereinafterreferredtoasBMPC)工作周期：自市规委受理之日起20个工作日(特殊情况下可延长10个工作日)后出审批结果——建设工程规划意见书（以下简称规划意见书）。Duration:Uponreceivingtheapplication,BMPCshallissuetheirapproval–thePlanningSuggestionsfortheProjectin20workingdays(10moredaysmaybeprolongedinspecialcases)报批所需资料：SubmissionDocuments:⑴、建设单位出具的申报委托书和填写完整并加盖单位印章的“建设项目规划许可及其它事项申报表”；[服务局提供]Trustdeedfromtheconstructionunit,andcompletelyfilled“ApplicationFormofPlanningPermitandotherMattersforConstructionProject”,withofficialsealsonit(ProvidedbyDSB).⑵、《建设用地规划许可证》或国有土地使用证、房产证等材料的复印件1份；[服务局提供]Acopyof“PlanningPermitofConstructionSite”,orUsingPermitofStateOwnedLand,PropertyCertificate.(ProvidedbyDSB).⑶、建设单位对拟建项目情况的说明1份；建设项目拟加层的，需附设计3部门出具的建筑结构基础证明文件；[服务局及设计单位提供]Descriptiontotheproposeprojectfromtheconstructionunit,iftheprojectisanadditiononthetopoftheexistingbuilding,certificateoffoundationstructurefromthedesignershouldbesubmitted(ProvidedbyDSBandtheDesigner).⑷、具有资质设计单位绘制的拟建项目设计方案图纸（含主要经济技术指标）1份；[设计单位提供]Planningdrawing(includingtechnicaldata)oftheproposedproject,madebythequalifieddesigner.(ProvidedbytheDesigner)⑸、在基础测绘基本比例尺（1:500,1:2000）图纸上，用铅笔划出用地范围或位置的地形图1份(远郊地区2份)；[服务局提供]Onetopographicmap(2forfar-suburbproject)withtheextentorlocationoftheprojectsitemarkedonthefoundationsurveydrawingwithscaleof1:500,1:2000.(ProvidedbyDSB)⑹、依法需要进行环境影响评价的建设项目，需持经相应环保部门批准的环境影响评价文件。Constructionprojectneeds,accordingtolaw,tobeassessedforenvironmentinfluencesshouldhaveevaluationdocumentsapprovedbyrelevantEnvironmentProtectionDepartment.⑺、产生无线电波辐射和可能对无线电台（站）造成有害干扰的建设项目，需要有无线电主管部门的审查同意意见；ConstructionprojectmayhaveelectromagneticradiationorinterferencetoradiostationshouldhaveapprovedbyRadio4ControlDepartment.⑻、拟搬迁广播电视设施的建设项目及在已有广播电视信号空中专用传输通路内建设的项目，需要有广播电视主管部门的审查同意意见；ConstructionprojectneedstoremoveinstallationsofRadioandTVbroadcastingortobebuiltinthespecialzoneforRadioandTVtransmissionlines,shouldbeapprovedbyRadioandTVAuthorities.⑼、其他法律、法规、规章规定的相关要求。OtherrelatedrequirementsbyLaw,CodeandRegulations.5、在获得建设工程规划意见书之后，按照北京市规划委员会的规定，到北京市勘察设计管理处办理勘察设计招标手续[使馆支付招标费用]勘察设计招标工作分为：招标登记阶段、资格预审阶段、招标文件审核阶段、招投标备案阶段。招标工作共需三个月时间完成，其中不包括使馆确定方案的时间。InaccordancewiththeregulationofBeijingPlanningCommittee,uponreceivingtheplanningsuggestionsfortheconstructionproject,tenderingproceduresforsurveydesignshallbeundertakenatBeijingSurveyandDesignAdministrativeDepartment.(TheEmbassyshallpaythetenderingfee)Thesurveyanddesigntenderingincluding:Tenderingregistration;Qualificationexamination;Reviewingoftenderingdocuments;Filingoftenderingandbiddingresult.Thetenderingworkshalllast3months,whichdoesnotincludingthetimeusedbytheEmbassytomaketheirdecision.56、外服局代使馆委托地质勘察单位进行该工程场地的地质勘察，并向设计单位提供该工程的岩土工程勘察报告[使馆支付地质勘察费]。DSBshall,onbehalfoftheEmbassy,entrustaGeologicalSurveyUnittodothesurveyoftheprojectsiteandprovidedthesurveyreporttotheDesigner.(TheEmbassyshallpaythesurveyfee).7、设计单位根据审定方案通知书进行建筑工程施工设计图纸（以下简称施工图）的设计工作，并经使馆向外服局提供该工程的消防系统、交通布置和绿化设计等图纸和资料。TheDesignershall,basedontheplanningapproval,undertakethedesignofconstructiondrawingsoftheproject(hereinafterreferredtoasConstructionDrawings)andprovide(throughtheEmbassy)toDSBthedrawingsanddataoffirepreventionsystem,trafficarrangementandafforestingdesign.8、由外服局代使馆向北京市消防局、北京市公安交通管理局、北京市环保局和北京市园林局等部门征求对该工程的审查意见[但需使馆协助出具办理相关手续的照会，如：消防自负照会等]。DSBshall,onbehalfoftheEmbassy,applyfortheapprovalsfromBeijingFirePreventionBureau,BeijingTrafficAdministrationBureau,BeijingEnvironmentProtectionBureauandBeijingGardenBureaurespectively.(TheEmbassyshallassistDSBintheapplicationbyissuingNotetotherelevantDepartment.)9、使馆缴纳城市基础设施建设费。TheEmbassyshallpayforthecityinfrastructurefee.10、由外服局向外交部和市建委申请将该工程项目列入本年度的施工项目计6划之中。DSBshallapplytoMFAandBURCCforincludingtheProjectintheAnnualConstructionPlan.11、由外服局至北京市城市建设档案馆（以下简称档案馆）办理该工程的竣工档案备案登记手续（该工程竣工后将由使馆向外服局提供该工程的竣工图纸及相关资料，以送交档案馆验收存档）。DSBshallgotoBeijingUrbanConstructionArchives(hereinafterreferredtoasBUCA)forfilearchivesregistrationofthecompletedproject.(Afterthecompleti
