摘要我市各公园(景区)现有管理模式为“企业化运作的事业单位”,自身要承担起生存和发展的双重负担,这就决定了公园(景区)必须在解决自身的生存发展问题的基础上,才能为社会提供更优质的服务,而要实现这一点,就必须使公园(景区)的经济实力得到加强,在此基础上,不断提升园林园艺的品质,为社会公众创造高水准的园艺风貌。十年来,无锡高新区主要经济指标呈现“裂变式”增长的强劲势头,成为无锡市最具活力的经济增长区。无锡高新区积极主动融入国际经济大循环,全方位、宽领域、多层次地实施对外开放,招商引资不断取得突破。截止2001年底,累计批准外商投资企业469家,总投资近50亿美元,合同外资41亿美元,实际利用外资22.6亿美元,投资额超过1000万美元的大项目达141个,超亿美元项目近10个。截止到2006年上半年,全市科技创业资本投资总额为7.8亿元,实际到位资金5.5亿元,而苏州市仅工业园区的风险创投基金总额也已超过30亿元,有10多家风险创投机构进驻。在《中国创业投资发展报告2005》中,无锡市名列31个创业投资优先选择的投资城市中的第23位,远远落后于苏州(第6位)。超越530计划从计划进度来看,“5年30个”的目标早已实现,如今的无锡已不再关注那“30个”具体目标,而是提出了无限目标:凡是符合条件、专家和市场认可的项目,一律开放式兑现。目前,锡山区、滨湖区的“530”人才大厦先后建成并投入使用,新区高标准的530大厦正在筹建。无锡“530”计划实施过程中创造的经验,在周边乃至全国起到了示范作用。目录摘要············································································································1目录····································································································2一、构建和谐社会对创建绿色无锡提出的要求························································31、是要坚定不移地推进城乡绿化工作。··························································32、是要进一步加大城市绿化建设管理力度。····················································3二、创建绿色无锡、构建和谐社会的具体做法························································31、是围绕绿色无锡,创建国家生态园林城市。·················································32、是大力加强园林旅游建设,促进园林经济又好又快发展。·······························43、是加强管理体制改革,实现政府职能转变。·················································44、是大力推进市重点项目,促进园林事业的快速发展。·····································5三,吸引外资基本情况······················································································51、外商投资稳定增长··················································································52、对外开放持续扩大··················································································53、科技创新进程加快··················································································64、投资环境日臻完善··················································································6四,科技型中小企业投融资体系存在的问题···························································61、创业投资机构少投资总量偏低···································································62、投资结构呈“纺锤型”种子期企业无人问津····················································73、从我省部分市的担保资金统计数字来看,我市创业投资担保资金不但没有增加反而在逐年下降。·····························································································74、投融资环境有待改善总体排名靠后·····························································7五,政策建议··································································································71、面对种子期、起步期企业,强化政府投入,引导社会参与,建立科技型中小企业融资担保体系。·························································································72、面对成长期企业,释放民间融资效能,拓展融资渠道,探索民间资金进入科技领域的创新体系·····························································································73、面向扩张期、成熟期企业,探索多种风险资金的退出机制,建立市场服务体系。······································································································84、政策导向、拓展服务,政府要为多元化的科技型中小企业投融资体系营造良好环境······································································································8城以人兴,市以才强。随着“530”计划的实施带动,无锡正走向全新意义上的开放和强盛。·····················································································································8参考文献·········································································································9一、构建和谐社会对创建绿色无锡提出的要求1、是要坚定不移地推进城乡绿化工作。城乡环境的根本之道在于绿化,同时实现在绿化基础上的“美化”,而要实现这一点,就必须加强城乡绿化工作,其中由于农村环境存在脏乱差、水污染、绿化总量不足等问题,更成为城乡绿化工作的软肋。要实现人与自然的和谐,为实现和谐社会构建打下基础,就必须以农村绿化工作为突破口,坚定不移地推进城乡绿化工作。2、是要进一步加大城市绿化建设管理力度。城市绿化重建更重管,只有健全、规范和得到有效落实的管理制度,才能使绿化建设工作的成果得到切实保障,从而实现绿化管理工作的基本目标。当前各地存在的“年年种树不见树”的现象,就客观地反映了绿化建设管理存在的不足,正是由于管理的缺位,才导致了绿化成果无法得到有效的保障。构建和谐社会,必然要对城乡绿化建设管理的力度提出更高的要求,要在建设的基础上,切实加大管理的力度,使绿量得到保障,降低绿化成本,提高绿化速度。3、是继续推进园林旅游经济强劲发展。我市各公园(景区)现有管理模式为“企业化运作的事业单位”,自身要承担起生存和发展的双重负担,这就决定了公园(景区)必须在解决自身的生存发展问题的基础上,才能为社会提供更优质的服务,而要实现这一点,就必须使公园(景区)的经济实力得到加强,在此基础上,不断提升园林园艺的品质,为社会公众创造高水准的园艺风貌。二、创建绿色无锡、构建和谐社会的具体做法1、是围绕绿色无锡,创建国家生态园林城市。精心编制创建计划,精心组织实施,到2007年底,主要指标基本达到“国家生态园林城市”的标准。调整、充实、完善城市绿地系统规划,做好《无锡市绿地系统规划》的报批工作;制订《无锡市绿线管理办法》,以地方立法形式确定各类绿地四界范围,确保各类绿地的保护和建设。抓好城市绿化重点工程建设,建设一批景观绿地和生态湿地,进一步完善提高高速公路出入口生态景观绿地建设,沪宁高速公路、新312国道二路三带生态景观绿地,完成长广溪国家城市湿地公园建设,全面启动45平方公里惠山、青龙山保护和建设。突出抓好沿路、沿河、沿湖、沿山绿色屏障建设。加强中心城区街头绿地和500米服务半径小游园建设。推广“屋顶绿化”、“垂直绿化”、“退草植树”、“退砖补荫”等绿化举措。抓好小城镇绿化建设,重视村镇游园建设,充分发挥园林绿化在建设社会主义新农村中的作用。进一步加强绿地管理,对全市重点道路逐步推广精细化管理,加强对区级绿地和居住区绿地监督管理力度;要进一步加强对全市风景资源的保护建设管理力度,进一步加强行政执法工作,通过加大执法力度,强化对城市绿化的保护和管理:加强日常检查和抽查制度,健全社会监督制度,完善行政许可、行政处罚程序,确保依法行政,实现有效管理的根本目的。2、是大力加强园林旅游建设,促进园林经济又好又快发展。园林风景名胜旅游是我市旅游业的基础,必须抓住机遇,加快园林旅游建设,不断适应无锡大旅游的需要。发展老景区、建设新景区,形成品牌效应。通过资源整合和公园风景区管理新格局的建立,逐步实现无锡风景资源的规模化、专业化管理,逐步在我市形成六大景区板块:以鼋头渚为核心的太湖第一名胜区;以蠡园、蠡湖景区为主体的蠡湖风景区;以锡惠公园、惠山古街区为主体的锡惠名胜区;以惠山、青龙山为主体的惠山国家森林公园景区;以灵山大佛为主体的马山风景区;以荣氏梅园为主体包括动、植物园在内的梅园横山风景区。着力打造太湖第一名胜,重点培育以太湖鼋头渚为龙头的“太湖第一名胜”品牌,全面提升完善太湖鼋头渚观光旅游和休闲度假旅游功能水平;推进新园林旅游建设项目的实施,进一步完善和实施已被省、市列为“十一五”社会经济发展重点项目—太湖水景公园项目。强化开放式景区的建设与管理。开放式景区的建设是和谐社会发展的必然要求,开放式景区的建成将为社会公民提供低成本、高质量的休闲生活方式,一方面要完善开放式景区的配套设施建设,不断完善服务功能,另一方面要加强对开放式景区的管理,严格按照4A级景区的要求,实施精细化管理,更好地为社会群众提供服务。3、是加强管理体制改革,实现政府职能转变。通过建立和完善市场化运作的绿化养护和绿化养护管理质
