§571.209StandardNo.209;Seatbeltassemblies.S1.Purposeandscope.Thisstandardspecifiesrequirementsforseatbeltassemblies.S2.Application.Thisstandardappliestoseatbeltassembliesforuseinpassengercars,multipurposepassengervehicles,trucks,andbuses.S3.Definitions.Adjustmenthardwaremeansanyorallhardwaredesignedforadjustingthesizeofaseatbeltassemblytofittheuser,includingsuchhardwarethatmaybeintegralwithabuckle,attachmenthardware,orretractor.Attachmenthardwaremeansanyorallhardwaredesignedforsecuringthewebbingofaseatbeltassemblytoamotorvehicle.Automatic-lockingretractormeansaretractorincorporatingadjustmenthardwarebymeansofapositiveself-lockingmechanismwhichiscapablewhenlockedofwithstandingrestraintforces.Bucklemeansaquickreleaseconnectorwhichfastensapersoninaseatbeltassembly.Emergency-lockingretractormeansaretractorincorporatingadjustmenthardwarebymeansofalockingmechanismthatisactivatedbyvehicleacceleration,webbingmovementrelativetothevehicle,orotherautomaticactionduringanemergencyandiscapablewhenlockedofwithstandingrestraintforces.Hardwaremeansanymetalorrigidplasticpartofaseatbeltassembly.Load-limitermeansaseatbeltassemblycomponentorfeaturethatcontrolstensionontheseatbelttomodulatetheforcesthatareimpartedtooccupantsrestrainedbythebeltassemblyduringacrash.Nonlockingretractormeansaretractorfromwhichthewebbingisextendedtoessentiallyitsfulllengthbyasmallexternalforce,whichprovidesnoadjustmentforassemblylength,andwhichmayormaynotbecapableofsustainingrestraintforcesatmaximumwebbingextension.Pelvicrestraintmeansaseatbeltassemblyorportionthereofintendedtorestrainmovementofthepelvis.Retractormeansadeviceforstoringpartorallofthewebbinginaseatbeltassembly.Seatbackretainermeanstheportionofsomeseatbeltassembliesdesignedtorestrictforwardmovementofaseatback.Seatbeltassemblymeansanystrap,webbing,orsimilardevicedesignedtosecureapersoninamotorvehicleinordertomitigatetheresultsofanyaccident,includingallnecessarybucklesandotherfasteners,andallhardwaredesignedforinstallingsuchseatbeltassemblyinamotorvehicle.Strapmeansanarrownonwovenmaterialusedinaseatbeltassemblyinplaceofwebbing.Type1seatbeltassemblyisalapbeltforpelvicrestraint.Type2seatbeltassemblyisacombinationofpelvicanduppertorsorestraints.Type2ashoulderbeltisanuppertorsorestraintforuseonlyinconjunctionwithalapbeltasaType2seatbeltassembly.Uppertorsorestraintmeansaportionofaseatbeltassemblyintendedtorestrainmovementofthechestandshoulderregions.(a)Incorporationbyreference.SAERecommendedPracticeJ211–1rev.December2003,“InstrumentationforImpactTest—Part1—ElectronicInstrumentation,”isincorporatedbyreferenceinS5.2(j)andisherebymadepartofthisStandard.ThisincorporationbyreferencewasapprovedbytheDirectoroftheFederalRegisterinaccordancewith5U.S.C.552(a)and1CFRPart51.CopiesofSAERecommendedPracticeJ211–1rev.December2003,“InstrumentationforImpactTest—Part1—ElectronicInstrumentation”maybeobtainedfromtheSocietyofAutomotiveEngineers,Inc.,400CommonwealthDrive,Warrendale,PA15096–0001.CopiesmaybeinspectedattheNationalHighwayTrafficSafetyAdministration,TechnicalInformationServices,400SeventhStreet,SW.,PlazaLevel,Room403,Washington,DC20590,orattheNationalArchivesandRecordsAdministration(NARA).ForinformationontheavailabilityofthismaterialatNARA,call(202)741–6030,orgoto:(b)Singleoccupancy.Aseatbeltassemblyshallbedesignedforusebyone,andonlyone,personatanyonetime.(c)Uppertorsorestraint.AType2seatbeltassemblyshallprovideuppertorsorestraintwithoutshiftingthepelvicrestraintintotheabdominalregion.Anuppertorsorestraintshallbedesignedtominimizeverticalforcesontheshouldersandspine.Hardwareforuppertorsorestraintshallbesodesignedandlocatedintheseatbeltassemblythatthepossibilityofinjurytotheoccupantisminimized.AType2ashoulderbeltshallcomplywithapplicablerequirementsforaType2seatbeltassemblyinS4.1toS4.4,inclusive.(d)Hardware.Allhardwarepartswhichcontactundernormalusageaperson,clothing,orwebbingshallbefreefromburrsandsharpedges.(e)Release.AType1orType2seatbeltassemblyshallbeprovidedwithabuckleorbucklesreadilyaccessibletotheoccupanttopermithiseasyandrapidremovalfromtheassembly.Bucklereleasemechanismshallbedesignedtominimizethepossibilityofaccidentalrelease.Abucklewithreleasemechanisminthelatchedpositionshallhaveonlyoneopeninginwhichthetonguecanbeinsertedontheendofthebuckledesignedtoreceiveandlatchthetongue.(f)Attachmenthardware.AseatbeltassemblyshallincludeallhardwarenecessaryforinstallationinamotorvehicleinaccordancewithSocietyofAutomotiveEngineersRecommendedPracticeJ800c,“MotorVehicleSeatBeltInstallation,”November1973.However,seatbeltassembliesdesignedforinstallationinmotorvehiclesequippedwithseatbeltassemblyanchoragesthatdonotrequireanchoragenuts,plates,orwashers,neednothavesuchhardware,butshallhave7/16–20UNF–2Aor1/2–13UNC–2Aattachmentboltsorequivalentmetrichardware.Thehardwareshallbedesignedtopreventattachmentboltsandotherparts
