ChinafilesWTOcomplaintoverU.S.importdutiesonChinesepaperTheAssociatedPress(美国联合通讯社,美联社)Published:September14,2007GENEVA(日内瓦):FacingaU.S.legalassault(指控),Chinaasserteditsrights(主张权利)byfilingaWorldTradeOrganizationcomplaintagainstantidumpingdutiesthattheUnitedStatesappliesonChinesepaperimports,tradeofficialssaidFriday.TheWTOcaseisthefirstinitiatedbyBeijingagainstWashingtoninfiveyearsandcomesontheheelsofaseriesofU.S.tradecomplaintsagainstChina.BeijingopposestheunfairpracticeoftheU.S.incarryingouttheantidumpingduties,anofficialattheChinesemissioninGeneva(日内瓦)said,referringtoWashington'sMay30decisiontoimpose(施加,征收)penaltytariffs(惩罚性关税)rangingfrom23.19percentto99.65percentonimportsfromChinaoftheglossypaper(coatedpaper铜版纸)isusedinartbooks,textbooksandhigh-endmagazines(高端杂志).Theofficialspokeonconditionofanonymity(匿名),citingChinesegovernmentrules.TheCommerceMinistryinBeijingconfirmedtheaction.SeanSpicer,spokesmanfortheU.S.traderepresentative(美国贸易代表发言人)inWashington,saidhewassurprisedbyChina'sactionbecauseafinaldecisiononthecoated-paperdutiesisnotexpecteduntilNovember.ButhesaidtheU.S.wasnotangeredbytherequestbecausesuchdisputesarenormalamongmajortradingpowers.TodayinBusinesswithReuters(路透社)Ourlawsarefullyincompliancewith(依照,遵循)WTOobligations,andwearegoingtorigorouslydefendthem,SpicertoldTheAssociatedPress.Thisispartofdoingbusiness.Thisishowmaturetradepartnersact.TheadministrationofU.S.PresidentGeorgeW.Bush,criticizedintheUnitedStatesforsoaringtradedeficits(飞涨的贸易赤字),beganinvestigatingChinesepaperimportslastyearafteracomplaintbyNewPageCorp.(新页公司),whichproducescoatedpaper.NewPagecontendedthatitfacedunfaircompetitionfromChinesecompanieswhichitalleged(NewPage宣称)receivedillegalgovernmentsupport(政府补贴).ThedecisiontoimposedutiesonChinesepaperreversed23yearsofU.S.tradepolicybytreatingChina—classifiedasanonmarketeconomy(非市场经济即计划经济)—thesamewayasotherU.S.tradingpartnersindisputesinvolvinggovernmentsubsidies(政府补贴).Sincethe1960s,theU.S.hasdeclinedtoidentifysubsidiesbyforeigngovernmentsinnonmarketeconomies(非市场经济体).Thetheoryhasbeenthatfairpricesinsucheconomiesareimpossibletomeasure,especiallywhenthegovernmentsdon'ttellwhentheygivecompaniesfinancialaid(财政补贴).In1986,thecourtsupheld(支持)theCommerceDepartment'sright(theDepartmentofCommerce/DOC美国商务部的权利)nottoapplydutiesagainstimportsfromnonmarketeconomies.ExpertssaythemovehasworriedBeijingbecauseitmayopenthedoorformanyotherAmericancompaniesbattered(冲击injured)inrecentyearsbyChineseimportsfloodingtheUnitedStates—fromsteeltofurniture—tocounteract(抵消)sweetheartloans(私下贷款)frombanks,rent-freelandandotherhiddensupportChinaallegedlyprovidesfirms.WashingtonhasbroughtfourcomplaintsagainstChinatotheWTOsince2006.Lastmonth,theglobalcommercebody(全球商务机构)launchedaformalinvestigationintoU.S.andMexicanallegationsthatChinaisprovidingillegalsubsidiesforarangeofindustries(一些产业),includingpaper.AseparateWTOpanelisexpectedtobecreatedonSept.25toexamineU.S.claimsthatChinahasfailedtoprotectintellectualpropertyrights(IPRs知识产权),whileafirstdecisionbythetradebodycouldcomelaterthisyearinacasebroughtbytheU.S.andthe27-nationEUoverallegationsthatChinamaintainsanillegaltaxsystemtoblockimportsofforeign-madeautoparts(汽车零部件).TheU.S.alsohasaccusedChinaofhinderingsalesofAmericanmovies,musicandbooks,throughcensorshiprules(审批程序)thatdon'tapplytoChineseproducts.TheU.S.tradedeficit(贸易赤字)setarecordforthefifthconsecutiveyear(连续五年)in2006at$765.3billion.Theimbalance(不平衡,这里特指美国对中国的贸易逆差)withChinagrewto$232.5billion,thehighesteverwithasinglecountry.ChinahasconsistentlyaccusedtheU.S.ofprotectionism(保护主义).ChinawasoneofnineWTOmembersthatchallengedU.S.steelsafeguards(钢铁保障措施)in2002.ThenewcaseisthefirstBeijinghasinitiatedbyitselfagainstWashington.ChinaurgesU.S.tocorrectmeasuresoncoatedpaperGENEVA,Oct.12(Xinhua)--ChinaurgedtheUnitedStatesonFridaytocorrectitsanti-dumpingandanti-subsidymeasures(反倾销、反补贴措施)targeting(针对)Chinesecoatedpaper,reiterating(重申)thatthesemeasuresviolateWorldTradeOrganization(WTO)rules.InconsultationsheldinGeneva(在日内瓦举行的磋商会议),Chineseofficialsquestionedtheconsistency(一致性)oftheU.S.measureswithWTOregulations,andurgedtheUnitedStatestoconsiderChina'sconcernsseriouslyandcorrectitsmeasures,saidastatementfromtheChineseWTOmission.Thetwosidesalsoclarifiedsomemattersinthedispute(分歧、争端)andagreedtocontinuetheircontactontheissue,thestatementsaid.Friday'sconsultationswereheldundertheWTO'sdisputesettlementmechanism(DSM,WTO争端解决机制).ChinabroughtthecasetotheWTO'sDisputeSettlementBody(世贸组织争端解决机构)onSept.14.AccordingtoChinesetradeofficials,fromNovember2006toJuly2007,theUnitedStateslaunchedfiveanti-dumpingandanti-subsidyinvestigationsintoChinesecoatedpaperandsteeltubes,whichinvolved635Chineseenterpriseswith70,000employeesandgoodsworth860millionU.S.dollars.Fivedualinvestigations(双反调查,指反倾销、反补贴)againstChineseproductsinlessthanayearwasunprecedentedinthehistoryofworldtrade(在世界贸易史上史无前例的),theofficialssaid.AccordingtotheChineseMinistryofCommerce(中国商务部),theU.S.decision(裁定)notonlyviolatedWTOrules(违犯了WTO规则),butalsowentagainsta23-year-oldU.S.bipartisanpolicy(议会政策,两党政
