1昆明理工大学成人高等教育毕业论文姓名:学号:专业:年级:学习形式:函授□夜大□脱产□学习层次:高起本□专升本□高起专□函授站:2目录摘要···············································································································3第一章总体概述······························································································3第二章工程质量控制························································································52.1严把进场材料质量·················································································52.2加强管道施工阶段的质量控制··································································62.3管道施工质量通病防治···········································································9第三章工程造价控制与审核···············································································93.1施工阶段的投资控制·············································································103.2结算审核····························································································11第四章组织管理与进度控制··············································································124.1组织保障····························································································124.2进度控制····························································································13第五章资金筹措·····························································································155.1资金筹措依据······················································································155.2BT融资模式························································································155.3管网工程项目资金运作模式····································································165.4BT模式的未来·····················································································17第六章项目存在的问题及解决措施·····································································186.1投资超概算的情况···············································································186.2项目资金到位使用情况··········································································196.3工期延后的情况···················································································20第七章结论···································································································22第八章总结与体会··························································································22致谢············································································································23参考文献········································································································243浅谈盈江县污水管网建设工程项目实施摘要:21世纪科学技术和社会发展迅速,科技和社会竞争趋于白热化,各行各业的竞争演变得越来越激烈。随着我国城市化水平的不断提高,市政工程建设向着更广和更宽的领域发展。人们日益关注和重视的问题是如何在规定的时间期限内,按照预定的计划,保证按质保量的完成某项任务,来获得最大的环境和社会效益。建设污水管网工程是城市基础设施建设的需要,是防治城市水环境污染,促进城市经济社会可持续发展和保障人民健康安全的需要。本文结合盈江县污水管网建设项目系统地介绍了项目及项目管理的基本概念和管理方法,并分析管理中的所涉及的项目质量控制、投资控制、进度控制、资金筹措及项目建设中存在的困难和问题。最后通过项目的实施阐述了自己获得了一些工程管理的实践经验与心得体会。关键词:项目管理污水管网建设项目目标控制第一章总体概述盈江县地处云南省西部,德宏州西北部,其东北面与腾冲县接壤,东南面与梁河县接壤,南面与陇川县接壤,西面、西北面、西南面与缅甸为界。县城平原海拔826米,是盈江县域政治、经济、文化中心。建成区现有人口5.22万人,4随着县城的发展,污水排放量逐年增加,严重污染县城的主要水体—盏达河及大盈江,严重影响工农业生产及县城形象。为认真贯彻落实科学发展观,根据《云南省人民政府关于进一步做好全省城镇污水生活垃圾处理设施规划建设和加强运营管理的决定》有关指示精神,决定实施盈江县城污水收集系统即县污水管网工程建设项目。城市污水管网是市政工程的主要基础设施之一,承担着县城建成区11.6km2污水收集任务。实施城市污水管网建设,加强污水设施管理,确保城市污水收集设施安全正常运行,对于保护环境,防治城市水环境污染,促进城市经济社会可持续发展和保障人民健康安全,加快环境友好型社会建设,促进社会和谐都具有巨大的现实意义和深远的影响。本项目初步设计批复概算投资为3462万元,管网长约19.6km,管材为钢带增强聚乙烯(PE)螺旋波纹管,管径为DN400~DN1200,沿线经过农田、河滩等,地质情况较复杂。本工程于2010年12月24日开工建设,目前已经完成沿盏达河W112~W69约1.6千米管道敷设,沿允燕大道敷设约8千米。5第二章工程质量控制建设工程质量控制的目标,就是通过有效的质量控制工作和具体的质量控制措施,在满足投资和进度要求的前提下,实现工程预定目标。2.1严把进场材料质量工程材料是构成工程实体的最基本单元,其质量是否符合设计及材料标准的要求是保证工程质量的首要条件,将直接影响到整个工程的质量和结构安全。在材料质量控制的实践中,我深刻体会到,工程材料的质量监控要采取检验和抽检相结合、目测和检测相结合办法,督促施工方按照质量验收规范必检项目及检测频率进行送检,从源头抓起,明确材料质量管理的程序,制定材料质量管理措施。第一、按施工计划结合施工方法要求,组织各种材料进场,要求按总体平面布置堆放,不同品种、不同规格的材料分别堆放,并要求准备好防雨、防日照等覆盖设施,特别要防止水泥受潮变质、钢筋锈蚀、管材爆晒。第二、工程主要材料(水泥、管材、碎石、砂)进行室内试验,及时出具试验报告,坚持做到用数据说话。6第三、对于土首先应进行土场调查、土壤分类、土壤塑性指数和土壤颗料分析,进行土壤天然含水率、分段或分层用土的最大干容重和最佳含水量的试验,并确定各种用土的重型击实,做好试验段,拟定好施工技术控制指标。第四、对各类砼构件中所用的钢筋种类和直径,应坚持做到符合设计文件的规定,其技术标准符合部颁标准,焊条、预埋件的品种、规格和质量必须符合设计要求和规范规定。第五、根据市政工程质量监理要求,严格要求监理人员,坚持做到对工程材料监督检验,坚持做到不合格的原材料不准使用,不合格的预制构件不准安装。第六、材料或半成品构件必须有供货厂家的产品合格证书及试验报告,进行采样试验,验证其质量可靠性。第七、材料仓库、现场材料堆放处均应设立标示标牌,写明品种、产地、规格、检验状态,严格按“三检检制”执行。2.2加强管道施工阶段的质量控制管网工程的施工主要包括:熟悉图纸、测量放线、沟槽开挖、管道安装、管沟回填。为了确保市政污水管网的施工7质量,就要从以上各个施工过程着手,采取相应的质量管理措施,确保高质量完成管网工程建设。第一、图纸会审,施工图纸是管网施工的主要依据,应保证图纸的正确性,坚持业主、设计、监理、施工单位图纸会审制度。具体结合图纸,掌握管线长度、管线走向、管材直径、井位数量以及与工作面开挖有关的地形、地貌、地物等情况,便于了解工程的基本情况。第二、测量放线,施工前严格按图纸进行放样,根据控制点及现场加密闭合的控制点用全站仪测定出管道中心线,直线段10m一点,曲线段5m一点,并测定出检查井的平面位置及原地面高程。开挖时根据图纸设计高程,计算出开挖深度,按规定坡度放坡,并用石灰粉撒出开挖坡顶上口两边的边线,开挖时,进行跟踪测量,沟底每隔5m测定出一个平面位置及垫层面高程控制桩(垫层面高程等于图纸设计管内底高程减去管壁厚度),严格控制好沟槽底的平面位置及高程,垫层浇筑完毕及时在垫层面上用全站仪测出管道定中心的平面位置并弹出墨线及检查井的平面位置和大小。第三、沟槽开挖,在确定开挖断面时,要考虑安全生产和工程质量,做到开槽断面合理,开槽断面由槽底宽、挖深、8各层边坡坡度以及层间留台宽度等因素确定;一方面既要注意边坡放坡的科学合理性又要安全和经济,保证施工安全和线路畅通。另一方面雨季施工应在沟槽四周叠筑土埂,必要时在埂外开挖排水沟以防止雨水流槽内,必要时加设集水井用泵抽水来防止槽底泡水;开挖过程中随时对槽底进行高程检验,采用机械开挖时在槽底高程以上20cm应改换人工进行清挖以防止超挖,若遇超挖应采用碎石或砂砾石回填、夯实达到设计高程,并保证其密实度不低于天然地基密实度。其后就可以铺设砂砾石垫层和浇筑混凝土基础。第四、污水管采用自下游向上游安装,下管时应专人指挥,绑管子应找好重心,平吊轻放以免扰动基底管道相互碰撞。管道安装必须严格按照施工工艺进行施工,安装前必须垫
