TENNESSEEVALLEYAUTHORITYDRAFTPROPOSALTONORTHCHINAPOWERGROUPFORFOSSILPOWERPLANTOPERATIONANDMAINTENANCEOPTIMIZATIONSubmittedby:TennesseeValleyAuthority1101MarketStreetChattanooga,Tennessee37402l:\northchinaproposal.doc1/8/9851.0BACKGROUNDNorthChinaPowerGroup(NCPG)isoneofthelargeststate-ownedpowerproducersinChina.NCPGalsooperatesNorthChinaPowerGrid.ItspowersupplyareaincludesBeijingandTianjinmunicipalities,HebeiandShanxiprovinces,andInnerMongoliaAutonomousRegion.NCPGisaholdingcompanywhichconsistsofseveralprovincialpowercompaniesintheNorthChinaregion.ThereareseveralpowerplantsunderthedirectcontrolofNCPG.NCPGexperiencedlargeloadgrowthinthepastandexpectscontinuousgrowthinthefuture.Thecurrentinstalledcapacityisapproximately30,000MW.NCPGintendstoimplementanewmaintenancestrategywithadvanceddiagnosticandmonitoringtechnologiestoimprovetheperformanceofthefossilpowerunits.TheTennesseeValleyAuthority(TVA)isthelargestpowerproducerintheUnitedStates.Thetotalinstalledcapacityisnear31,000MW.TheTVAgenerationunitsincludenuclear,coal-firedfossil,gasturbine,hydro,andpumpedstorage.TVAhas59coal-firedfossilunitswithatotalinstalledcapacityofapproximately17,500MW.TheaverageservicelifeofTVA’sfossilunitsis42years.TVAhassuccessfullyrenovateditsagedunitsinthelastsixyearsandintendstooperatethematleasttwentymoreyears.SeveralTVAunitshavesetnewrecordsforcontinuousoperationandalsohavebeenlistedonthetop25mostefficientunitsintheU.S.TVAcontinuouslybenchmarksitsperformanceforimprovement.Inthelastseveralyears,TVAhasrankedinthetopgroupforperformanceinU.S.utilities.ItsTotalQualityManagementsystempromotescustomerfocus,continuousprocessimprovement,andemployeeinvolvement.PartofTVA’spracticesaredescribedintheAppendixes.TVAhasapplieditsknowledgeandexperienceinIndia,Kazakhstan,Mongolia,andChinainthelastfiveyearsintheareaofoperating,maintenance,andtechnicalsupport.TVAsignedamemorandumofunderstandingwiththeMinistryofElectricPowerin1996topromoteinformationandtechnologyexchange.2.0OBJECTIVESTheobjectiveofthisproposalistoassesstheexistingmaintenanceandoperationpracticesforselectedfossilpowerplantsandidentifyopportunitiesthatwillachievethefollowing:a.Extendtheintervalbetweensmallandmajoroutagesb.Reduceoutagetimec.Reduceequivalentforcedoutagerateandincreaseavailabilityd.Reducemaintenanceandoperatingcoste.Improveefficiencyf.ProlongtheequipmentservicelifeThedemonstrationprogramasdiscussedinthisproposalwillbeusedasthetechnologytransferandpotentialjoint-ventureeffortinthefuturetobeappliedtootherfossilunitsintheNorthChinaPowerGroup.63.0METHODOLOGYTheproposedmethodstoachievetheobjectivesaslistedinSection2.0includethefollowing:a.Identifythecriticalequipmentandcomponentswhichmayrequireperiodicinspectionand/ormaintenance.Itisessentialtoremovethoseconstraintsortoimproveonthesecriticalandweaklocationstoachievethegoalofprolongingtheintervalbetweenmajoroutages.ThedetailedstepsareindiscussedinAppendixA-A3.0.b.AssesscurrentoperationandmaintenancepracticesandprocessesandbenchmarkagainstthecurrentpracticesandprocessesinTVA.Benchmarkingisapracticetocomparethecompany’sprocesseswiththoseofothercompaniesthatexcelinthoseprocesses,andthenmakingimprovements.TVA’smaintenanceprogramhasbeenrecognizedasoneofthemostaggressiveandcosteffectivemaintenanceprogramsinthefossil-fueledindustry.Thismaintenanceprogramutilizestheskills,knowledge,experiences,andcreativityofemployees,applyingappropriatetoolsandtechniquesinaproactivemannerencouragingprogressiveandinnovativeideas,workingforcontinuousimprovement.Theoverallobjectiveforthemaintainprocessistoensurethatequipmentisavailableandcapableofsafe,reliable,andefficientoperation.Theoperator’sresponsibilityistoensurethesystemissafelyoperatedwithinthedesignlimitstopreservethesystemefficiency,protecttheequipmentreliability,andminimizetheemission.ThedetailsofTVA’smaintenanceandoperationprocessesaredescribedinAppendixesAandB,respectively.c.Demonstratethelifeassessmenttechniques,lifemanagementsystems,andperformanceoptimizationprogram(AppendixesCandF,respectively).d.PerformtheReliabilityCenteredMaintenanceProgramtoestablishandoptimizethemaintenanceactivitieswhichincludeproperbalanceofcorrective,scheduled,predictive,productive,andimprovedmaintenance(AppendixD).4.0TECHNICALSUPPORTSYSTEMSManymonitoringanddiagnosticsystemshavebeendevelopedorareunderdevelopment.Thesesystemsprovidevaluableinformationanddataanalysisfortheimprovementopportunitiesinoperationsandmaintenance.Somesystemsareequippedwithanadvisory/expertsystemtoassistintherootcauseanalysisandsuggestactionplans.Eachsystemmayalsohasseveralproductsavailableonthemarket.SomeofthesystemsaredescribedinAppendixG.Eachsystemevaluation,justification,selection,andimplementationstandonitsown.Noattemptismadeinthisproposaltoproposecertainproducts.ManysystemswereimplementedintheTVAfossilpowerplants.Ifinterested,TVAwillassistNCPGtoanalyzeandobtaininformationforselectedsystems.TVAhasoneofthenation’slargestWANs,interconnectingalmosteveryTVAfacility,usingfiber-optics,leasedlines,privatelines,andmicrowaveradios.TVAhasmorethan100
