2009Q/GDW480—2010IICS29.240CS×××CCS×××备案号:×××国家电网公司企业标准Q/GDW480—2010分布式电源接入电网技术规定Technicalrulefordistributedresourcesconnectedtopowergrid(报批稿)2010-08-02发布2010-08-02实施国家电网公司发布Q/GDW2009Q/GDW480—2010I目次前言·······························································································································II1范围··························································································································12规范性引用文件···········································································································13术语和定义·················································································································14接入系统原则··············································································································25电能质量····················································································································36功率控制和电压调节·····································································································47电压电流与频率响应特性·······························································································58安全··························································································································69继电保护与安全自动装置·······························································································610通信与信号················································································································711电能计量···················································································································712并网检测···················································································································7编制说明·························································································································9Q/GDW480—2010II前言为促进分布式电源科学、有序发展,规范化分布式电源接入电网的技术指标,国家电网公司发展策划部组织中国电力科学研究院开展了《分布式电源接入电网技术规定》的编制工作。根据我国电网结构特点和安全运行要求,结合分布式电源的特性,在深入研究分布式电源对电网的影响,并充分吸收国外分布式电源并网的有关技术规定、标准成果的基础上制定本标准。本标准在电能质量、安全和保护、电能计量、通讯和运行响应特性方面参考或者引用了已有的国家标准、行业标准、IEC标准、IEEE标准。制定分布式电源接入电网的技术标准尚属首次。本标准中规定了通过35kV及以下电压等级接入电网的新建或扩建分布式电源接入电网应满足的技术要求。本标准由国家电网公司发展策划部提出并负责解释。本标准由国家电网公司科技部归口。本标准主要起草单位:中国电力科学研究院。本标准主要起草人:刘纯、黄越辉、何国庆、王伟胜、许晓艳、贺敬、侯义明、梁惠施。2009Q/GDW480—20101分布式电源接入电网技术规定1范围本规定适用于国家电网公司经营区域内以同步电机、感应电机、变流器等形式接入35kV及以下电压等级电网的分布式电源。风力发电和太阳能光伏发电并网接入35kV及以下电网还应参照《国家电网公司风电场接入电网技术规定》和《国家电网公司光伏电站接入电网技术规定》执行。本规定规定了新建和扩建分布式电源接入电网运行应遵循的一般原则和技术要求,改建分布式电源、分布式自备电源可参照本规定执行。2规范性引用文件下列文件中的条款通过本规定的引用而成为本规定的条款。凡是注日期的引用文件,其随后所有的修改单(不包括勘误的内容)或修订版均不适用于本规定,但鼓励根据本规定达成协议的各方研究是否可使用这些文件的最新版本。凡是不注日期的引用文件,其最新版本适用于本规定。GB/T12325—2008电能质量供电电压偏差GB/T12326—2008电能质量电压波动和闪变GB/T14549—1993电能质量公用电网谐波GB/T15543—2008电能质量三相电压不平衡GB/T15945—2008电能质量电力系统频率偏差GB2894安全标志及其使用导则GB/T14285—2006继电保护和安全自动装置技术规程DL/T584—20073kV~110kV电网继电保护装置运行整定规程DL/T1040电网运行准则DL/T448电能计量装置技术管理规定IEC61000-4-30电磁兼容第4-30部分试验和测量技术-电能质量测量方法DL/T634.5101远动设备及系统第5-101部分传输规约基本远动任务配套标准DL/T634.5104远动设备及系统第5-104部分传输规约采用标准传输协议集的IEC60870-5-101网络访问Q/GDW370-2009城市配电网技术导则Q/GDW3382-2009配电自动化技术导则IEEE1547StandardforInterconnectingDistributedResourceswithElectricPowerSystems3术语和定义本规定采用了下列名词和术语。3.1分布式电源distributedresources本规定所指分布式电源指接入35kV及以下电压等级的小型电源,包括同步电机、感应电机、变流器等类型。3.2公共连接点pointofcommoncoupling(PCC)电力系统中一个以上用户的连接处。Q/GDW480—201023.3并网点pointofinterconnection对于通过变压器接入公共电网的电源,并网点指与公用电网直接连接的变压器高压侧母线。对于不通过变压器直接接入公共电网的电源,并网点指电源的输出汇总点,并网点也称接入点。3.4变流器converter用于将电能变换成适合于电网使用的一种或多种形式电能的电气设备。注1:具备控制、保护和滤波功能,用于电源和电网之间接口的静态功率变流器。有时被称为功率调节子系统、功率变换系统、静态变换器,或者功率调节单元。注2:由于其整体化的属性,在维修或维护时才要求变流器与电网完全断开。在其它所有的时间里,无论变流器是否在向电网输送电力,控制电路应保持与电网的连接,以监测电网状态。“停止向电网线路送电”的说法在本规定中普遍使用。应该认识到在发生跳闸时,例如过电压跳闸,变流器不会与电网完全断开。变流器维护时可以通过一个电网交流断路开关来实现与电网完全断开。3.5变流器类型电源converter-typepowersupply采用变流器连接到电网的电源。3.6同步电机类型电源synchronous-machine-typepowersupply通过同步电机发电的电源。3.7异步电机类型电源asynchronous-machine-typepowersupply通过异步电机发电的电源。3.8孤岛现象islanding电网失压时,电源仍保持对失压电网中的某一部分线路继续供电的状态。孤岛现象可分为非计划性孤岛现象和计划性孤岛现象。非计划性孤岛现象unintentionalislanding非计划、不受控地发生孤岛现象。计划性孤岛现象intentionalislanding按预先设置的控制策略,有计划地发生孤岛现象。3.9防孤岛anti-islanding防止非计划性孤岛现象的发生。注:非计划性孤岛现象发生时,由于系统供电状态未知,将造成以下不利影响:①可能危及电网线路维护人员和用户的生命安全;②干扰电网的正常合闸;③电网不能控制孤岛中的电压和频率,从而损坏配电设备和用户设备。3.10功率因数powerfactor由电源输出总有功功率与总无功功率计算而得的功率因数。功率因数(PF)计算公式为:out22outoutPFPPQ式中:Pout——电源输出总有功功率;Qout——电源输出总无功功率。4接入系统原则(1)并网点的确定原则为电源并入电网后能有效输送电力并且能确保电网的安全稳定运行。(2)当公共连接点处并入一个以上的电源时,应总体考虑它们的影响。分布式电源总容量原则上不宜超过上一级变压器供电区域内最大负荷的25%。(3)分布式电源并网点的短路电流与分布式电源额定电流之比不宜低于10。(4)分布式电源接入电压等级宜按照:200kW及以下分布式电源接入380V电压等级电网;200kW2009Q/GDW480—20103以上分布式电源接入10kV(6kV)及以上电压等级电网。经过技术经济比较,分布式电源采用低一电压等级接入优于高一电压等级接入时,可采用低一电压等级接入。5电能质量5.1一般性要求分布式电源并网前应开展电能质量前期评估工作,分布式电源应提供电能质量评估工作所需的电源容量、并网方式、变流器型号等相关技术参数。分布式电源向当地交流负载提供电能和向电网发送电能的质量,在谐波、电压偏差、电压不平衡度、电压波动和闪变等方面应满足相关的国家标准。同时,当并网点的谐波、电压偏差、电压不平衡度、电压波动和闪变满足相关的国家标准时,分布式电源应能正常运行。变流器类型分布式电源应在并网点装设满足IEC61000-4-30《电磁兼容第4-30部分试验和测量技术-电能质量测量方法》标准要求的A类电能质量在线监测装置。10kV(6kV)~35kV电压等级并网的分布式电源,电能质量数据应能够远程传送到电网企业,保证电网企业对电能质量的监控。380V并网的分布式电源,电能质量数据应具备一年及以上的存储能力,必要时供电网企业调用。5.2谐波分布式电源所连公共连接点的谐波电流分量(方均根值)应满足GB/T14549-1993《电能质量
