ConstructingandExpandingTaiwan’sPublicTelevision,1990to2006:RolesofAcademicIntellectuals,SocialCampaignandPoliticalAuthorityFENGChien-sanAbstractAsthemainstreammediahasdowngradedintoastateofrefeudalizedpublicsphere,morepublicmediawillhavetobecreatedinordertoalleviatesuchundesirabletendencies.ThispapergivesanoverviewofmediareformingactivitiesexperiencedbyAnglo-Saxoncampaigners,includingmanypolitical-economiccommunicationacademics.However,thefocusofthearticleistocriticallyexaminehowTaiwanesepeople,communicationscholarsforthemostpart,havebeenre-actinginitiallytothegovernment’scallforsettingupapublictelevisionchannel(PTV)since1990,andhowsuchalong-termefforthasrenovateditselfintoamorepro-activeroleovertheyears.Theyhaveexploitedanewsituationarisingsince2000,whentheNationalistPartythathadruledTaiwansince1949wasdefeatedinthePresidentialElectionbytheDemocraticProgressiveParty(DPP).AlthoughexpandingPTVwaswhattheDPPincludedinitsElectionManifesto,itisonlypartiallyfulfilledunderDPP’sadministrationinearly2006,withtheremainingtaskstilldaunting.Thisarticleendswithacriticalreflectionontherespectiverolesofthestateandtheacademics.Keywords:publictelevision,academicintellectual,politicalauthority,socialcampaignTheChineseJournalofCommunicationandSociety,1(2006)
