REPORTONTHEIMPLEMENTATIONOFTHE2010PLANFORNATIONALECONOMICANDSOCIALDEVELOPMENTANDONTHE2011DRAFTPLANFORNATIONALECONONUCANDSOCIALDEVELOPMENTFourthSessionoftheEleventhNationalPeoplesCongressMarch5,2011NationalDevelopmentandReformCommissionThefinalversionofthisreportinChinesewillbeapprovedatthissessionandreleasedbyXinhuaNewsAgency.FellowDeputies,TheNationalDevelopmentandReformCommissionhasbeenentrustedbytheStateCounciltoreportontheimplementationofthe2010planandonthe2011draftplanfornationaleconomicandsocialdevelopmentforyourdeliberationandapprovalattheFourthSessionoftheEleventhNationalPeople'sCongress(NPC),andalsoforcommentsandsuggestionsfromthemembersoftheNationalCommitteeoftheChinesePeople'sPoliticalConsultativeConference(CPPCC).I.Implementationofthe2010PlanforNationalEconomicandSocialDevelopmentLastyear,theenvironmentforChina'seconomicandsocialdevelopmentwasextremelycomplex,andtherewerevariousextremelyseverenaturaldisastersandmajorchallenges.UnderthefirmleadershipoftheCommunistPartyofChina(CPC),thepeopleofallourethnicgroupsthoroughlyappliedtheScientificOutlookonDevelopment.BasedontheplanfornationaleconomicandsocialdevelopmentadoptedattheThirdSessionoftheEleventhNPC,westeadfastlyimplementedthepackageplanforrespondingtotheglobalfinancialcrisis,acceleratedthetransformationofthepatternofeconomicdevelopment,andconsolidatedthegoodmomentumineconomicandsocialdevelopment.Overall,theplanfor20I0wasimplementedwell,andthemainobjectivesandtaskssetforthintheEleventhFive-YearPlanweresuccessfullyaccomplished.1.SteadyandrapideconomicgrowthwasmaintainedEconomicperformancewasgenerallystable,withsignificantimprovementinqualityandefficiency.GDPfortheyearwas39.8trillionyuan,anincreaseof10.3%,and2.3percentagepointshigherthanthetarget.Primary,secondaryandtertiaryindustriesgrewby4.3%,12.2%and9.5%respectively,and0.3,4and0.8percentagepointshigherthantargetedfigures.Value-addedofindustryamountedto16trillionyuan,up12.1%and4.1percentagepointshigherthanthetarget.Bystrengtheningregulationandoverallcoordinationofsuppliesofcoal,electricity,oil,gasandtransport,wewereabletomeetallthedemandsofeconomicandsocialdevelopmentandpeople'slives,demandsfromdisaster-strickenareasandmajorevents,anddemandsplacedonusatcrucialtimes.Nationalrevenuefor2010was8.3trillionyuan,anincreaseof21.3%.Thedeficitwas50billionyuanlessthanthebudgetedamount.Thebroadmoneysupply(M2)increasedby19.7%andRMBloanstotaling7.95trillionyuanweregrantedin2010.Theperformanceofenterprisescontinuedtoimprove,andtheprofitsoflargeindustrialenterprisesreached3.88trillionyuaninJanuarythroughNovember,ayear-on-yearincreaseof49.4%.Figure1GDPGrowthintheEleventhFive-YearPlanPeriodPercent16r14.21412108649.69.211.99.69.82oLI--~--~---~-~-~--~-2006200720082009Q12010Q22010Q32010Q42010Domesticdemandcontinuedtoexpand,andthedrivingforcesofeconomicgrowthbecameincreasinglycoordinated.Policiestostimulateconsumerspendingachievedpositiveresultsandthecountry'sconsumptionpotentialwasfurtherunleashed.Retailsalesofconsumergoodstotaled15.6998trillionyuan,ayear-on-yearincreaseof18.3%,and3.3percentagepointshigherthanthetarget.Atotalof77.18millionhomeappliances,anincreaseof130%,weresoldthroughthenationalprogramforsubsidizingruralresidents'purchaseofhomeappliances.Atotalof18.06millionmotorvehiclesweresold,anincreaseof32.4%.Appropriategrowthwasmaintainedininvestmentandtheinvestmentstructurewasfurtherimproved.Fixed-assetinvestmentacrossthecountryamountedto27.814trillionyuan,up23.8%fromthepreviousyearandexceedingthetargetfigureby3.8percentagepoints.Theplantoincreaseinvestmentbyfourtrillionyuanovertwoyearswassuccessfullycompleted.Guidelinesonencouragingandguidingthesounddevelopmentofnongovernmentalinvestmentwereissuedandimplemented,whichinjectednewvitalityintoinvestmentfromnongovernmentalsources.In2010,nongovernmentalinvestmentaccountedfor51.1%oftotalfixed-assetinvestmentinurbanareas,3percentagepointshigherthanthepreviousyear.Consumptioncontributed3.9percentagepointstoeconomicgrowth,investment2contributed5.6percentagepoints,andnetexportscontributed0.8percentagepoints.Figure2PublicInvestmentfromtheCentralGovernmentfromtheFourthQuarterof2008to2010Post-Wenchuanearthquakerecoveryandreconstruction(14.8%)Majorinfrastructureprojects(23.6%)Low-incomehousing,projectstoimprovethewellbeingofruralresidents,andsocialprograms(43.7%)Independentirmovation,economicrestructuring,energyconservationandemissionsreduction,andecologicalimprovement(15.3%)Overallpricelevelsremainedbasicallystableandmarketswerefurtherstandardized.Weimplementedanumberofmeasurestokeeppricesstableandimprovepeople'slives.Wedidagoodjobofstockpilingandreleasinggrain,cotton,meat,sugarandotherimportantcommodities;increasedthevarietiesoffreshandliveagriculturalproductsthatqualifyforthetoll-freepolicyandextendedthepolicytoalltollroads;improvedthemechanismtoadjustlivingallowancesforthepoorinstepwithpricechanges,andthereforereducedtheimpactofpricerisesontheirlives;suspendedoreliminatedsomechargesandfees,reducedthelevelsofothersandlowereddrugprices,therebyeasingtheburdenonenterprise
