论积极老龄化对中国老龄化社会的现实意义

1摘要随着计划生育政策的不断推进，我国的人口得以控制，但是随着新生儿数量的不断减少，老龄化的趋势及弊端也在不断显现。我国目前正处于经济发展的黄金时期，需要大量的劳动力资源推进我国的发展，但是伴随着老龄化的加剧，我国的经济面临着极为严峻的形势，未富先老、老年抚养比例的增大等问题，不仅不利于经济的发展，还可能使我国偏离这一快速轨道,甚至使我国陷入举步不前的困境。我国目前正处于社会转型期，粗放型的经济增长依靠的丰富的劳动力资源和各种能源资源，但是老龄化的不断加重，会让我国发展造成严重的危害。再者，我国的养老保险制制度发展还不完善，养老问题会给家庭和社会财政带来很大的负担。由此可见,我国应在当前的人口红利时期尽快的实现经济转型,并重视老年人对社会经济发展的推动作用，实行积极老龄化政策。本篇论文的写作目的是期望对这一困难而极具挑战性的课题进行系统而深入的阐释，希望能对国家的富强尽绵薄之力，也愿所有的老年人能够乐得其所，老有所为。本文主要分为六个章节，其主要内容如下：引言主要是将研究方法及国内外的文献进行综述梳理。本文在对目前的研究背景、文献综述的前提下，运用文献资料法、数据分析法、案例分析法还有宏观与微观的分析研究法对积极老龄化进行了相关研究。第二章则主要探讨我国目前面临的现状及本身特殊性。紧随人口红利的人口老龄化和巨大人口基数下迅猛的人口老龄化是我国目前老龄化所面临的主要问题，同时，我国老龄化进程中面临的少子特征、未富先老、未备先老等特殊性是与其他发达国家有差异的，需要我们具体问题具体分析，有针对性的解决我国的老龄化问题。第三章则对我国现行的老龄化人口政策进行深度的分析和研究。庞大的基本养老保险金缺口及其原因、巨大的基本养老保险个人账户缺口及其原因、讨论目前试行政策的可行性等三个方面是本章论述的重点。第四章则是对积极老龄化这一问题的研究。积极老龄化是随着社会的不断发展而产生的一种新的养老构想，本章便主要积极老龄化概念演变由来、国外对积极老龄化的研究、国内对积极老龄化的认知等几个方面，对积极老龄化的相关理2论和发展进行详细概述。第五章则是探讨以积极老龄化思想优化目前养老体系。我国目前的养老体系或多或少的存在着各种问题，而积极养老政策的提出，恰巧可以帮助我们解决这一问题，其具备现行养老政策所不具备的优势和特点，诸如积极老龄化满足退休老人自我价值实现需求、积极老龄化对于缓解养老金缺口的意义、积极老龄化促进实现“老年人口红利”等。通过对比可以发现，积极老龄化的思想较之现行的养老体系更为先进和具有可实施性。第六章是对自己论文研究状况的一个客观评价。对自己的研究进行简要的总结和论述，进而总结文章在研究过程中存在的问题和缺陷，在以后的研究过程中，随着自身理论知识的不断完备和研究方法的不断完备，研究会更加的深入、全面。关键字：积极老龄化中国老龄化养老体系现实意义3AbstractWiththeadvancementofthefamilyplanningpolicy,China'spopulationisundercontrol,butthedeclineinthenumberofnewbornbabies,thetrendofaginganddefectshavebeenrevealed.Iscurrentlyinthegoldenageofeconomicdevelopmentinourcountry,needsalotoflaborresourcestopromotethedevelopmentofourcountry,butwiththeagingofthepopulation,ourcountry'seconomyisfacingveryserioussituation,oldbeforerich,theproblemsuchastheincreaseoftheelderlydependencyratio,notonlyconducivetothedevelopmentofeconomy,isalsolikelytodeviatefromthisfasttrackinourcountry,andevenfallintothepredicamentofthelifebackinChina.Isintheperiodofsocialtransitionofourcountry,theextensiveeconomicgrowthdependsontheabundantlaborresourcesandallkindsofenergyresources,buttheagingofthepopulationrising,cancauseseriousharmtomakedevelopmentinourcountry.Moreover,indevelopingthesystemofendowmentinsurancesystemisnotperfect,pensionproblemswillbringsocialandfamilyfinancialburden.Therefore,ourcountryshouldassoonaspossibleinthecurrentdemographicdividendperiodofeconomictransition,andattachimportancetothepromotingfunctionoftheelderlytothesocialandeconomicdevelopment,adoptedapolicyofactiveaging.Expectationonthewritingpurposeofthispaperisadifficultandchallengingsubjectsystemandin-depthexplanation,hopingtocontributeonthecountryrichandstrong,Ihopealloftheelderlytoitselement,teaching.Thisarticlemainlyisdividedintosixparts,themaincontentisasfollows:Theintroductionmainlytocombtheresearchmethodsandliteraturereviewathomeandabroad.Basedonthecurrentoftheresearchbackground,literaturereviewusingthemethodofliterature、dataanalysis、caseanalysisandmacroandmicroanalysismethodofactiveagingrelatedresearch.Thesecondchaptermainlydiscussesthecurrentsituationofourcountryisfacingandparticularityinitself.FollowingthedemographicdividendofanageingpopulationandtherapidpopulationagingunderthehugepopulationbaseisamajorproblemfacedbyChina'scurrentaging,atthesametime,ourcountryfacedinthe4processofageingShaoZicharacteristics,oldbeforerich,oldbeforehasnotpreparedisparticularityandotherdevelopedcountrieshavedifferences,weneedtospecificissuesspecificanalysis,targetedtosolvetheagingprobleminChina.Thethirdpartofourcurrentin-depthanalysisandstudyoftheagingpopulationpolicy.Basicold-agepensiongapandthereasonsoflarge,largeaccountofindividualofprimaryendowmentinsurancegapandthereasons,discussthefeasibilityofthecurrenttrialpolicysuchasthefocusofthethreeaspectsarediscussedinthischapter.Thefourthchapteristhestudyofactiveagingthisproblem.Activeagingisproducedwiththecontinuousdevelopmentofsocietyandanewconceptionofprovidefortheaged,thischapteristhemainactiveagingconceptevolvedorigin,domesticandoverseasforactiveagingresearchtoseveralaspects,suchastheagingofthepositivecognitiveontherelatedtheoriesanddevelopmentofactiveagingdetailedoverview.Thefifthchapteristoexploretotheideaofactiveagingoptimizationofcurrentpensionsystem.Moreorlessthepensionsystemofourcountrythereareavarietyofproblems,andactivelypensionpolicyisputforward,justcanhelpustosolvethisproblem,thecurrentendowmentpolicieshavenotpossessedtheadvantagesandfeatures,suchasactiveagingmeetthedemandofretiree,selfvaluerealization,thesignificanceofactiveagingtoeasethepensiongap,activelypromoteageingelderlypopulationbonus.Throughthecontrastcanbefound,theideaofactiveagingcomparedwiththeexistingpensionsystemmoreadvancedandpractical.Thesixthchapterisabouttheirthesisresearchstatusofanobjectiveevaluation.Toownstudybrieflysummarizedanddiscussed,andthensummarizethearticleintheproblemsanddefectsexistingintheresearchprocess,inthelaterstudy,withcompletetheirtheoreticalknowledgeandresearchmethodsofcontinuouslyperfect,morein-depthresearchandcomprehensive.Keywords:activeaging,Chineseaging,pensionsystem,practicalsignificance1目录中文摘要..................................................................1英文摘要....................................
