1中国常驻联合国代表王光亚大使在美国普林斯顿大学的演讲2006-7-717:35，formycolleaguesandmanyotherChinese，Princetonhaslongbeenafamiliarname.Withahistorylongerthanthecountry，ithasproducedmanyoutstandingpeople，WoodrowWilson，the28thUSPresident，AlbertEinstein，thegreatscientist，andT.S.Eliot，thefamouspoet，tonamebutafew.AstheformerPresidentBillClintonsaidin1996incelebrationofthe250anniversaryofPrinceton：“AteverypivotalmomentinAmericanhistory，Princeton，itsleadership，itsstudents2haveplayedacrucialrole.”IammorepleasedtolearnthatallofyouhaveakeeninterestinChina.Thoughourtwocountriesaregeographicallyfarapart，wehavelotsincommon.WhilemanyChineseenjoyHollywoodmoviesandMcDonald'sfastfood，manyAmericansfindthattheirclothesanddailynecessitiesaremadeinChina.Ihopethattoday'sseminarwillhelpyougainabetterunderstandingofChinaanditsforeignpolicy，thusfurtherdeepeningourfriendshipandcooperation.LadiesandGentlemen，LetmebeginbybrieflytalkingaboutChina'scurrentsituation.Asyouallknow，Chinaintroducedthepolicyofreformandopeningup25yearsago.Intheshortspanofaquartercentury，Chinahasachievedunprecedentedprogressinitsdevelopment.25yearsago，China'sGDPwasonly147.3billionUSdollars.Lastyear，itexceeded31，400billion，anincreaseofalmost10times.25yearsago，Chinaforeigntradewasmerely20.6billionUSD.Lastyear，thevolumeclimbedto851.2billion.25yearsago，morethan250millionpeoplewerelivingbelowthepovertyline.Lastyear，thefigurewasreducedtolessthan30million.Itiscertainlynotanoverstatementtosaythatthepast25yearsconstituteamostgloriouschapterintheannalsoftheChinesehistory.Themostfundamentalreasonforsuchremarkableachievementsisthatwehavefoundadevelopmentmodel，whichfitsourownconditions.ThatissocialismwithChinesecharacteristics.Needlesstosay，westillhavealongwaytogo，asChinastillfacesmanychallengesincluding，amongothers，ahugepopulation，problemsleftoverfromthepast，lowproductivityandlackofbalanceinitsdevelopment.4ChinaisslightlylargerthantheUnitedStatesinsize，butitspopulationis1.3billionanditisstillincreasing.Itwillreachitspeakof1.5billionaround2040andwillonlythenbegintodecrease.Withsuchahugepopulation，nomatterhowenormousthetotalvolumeoffinancialandmaterialresourcesis，oncebeingdividedby1.3billion，itbecomesasmallpercapitafigure.Lastyear，China'sGDPrankedsixthintheworld，butinpercapitaGDPterms，itwasonlyalittleover1，000USD，whichwasbehindmorethan100countries.ThehugedevelopmentgapbetweenthecoastalareasandtheinteriorofChinaisanotherproblemconfrontingthecountry.ThemoreimmediateobjectiveoftheChinesegovernmentistoenablealltheChinesepeopletoleadafairlywellofflife.Thisrequiresconsistentandtirelessefforts.TheChinesegovernmenthasmadedevelopmentitstoppriority.By5development，wedonotsimplymeaneconomicgrowth，butanallround，balancedandcoordinateddevelopment，withthefocusonlyonthepeople.Thedevelopmentstrategywillseektomaintainabalancebetweentheruralandurbanareas，andbetweentheeconomicdevelopmentandsocialprogress.Allinall，itisaimedatachievingmaterial，culturalandpoliticalprogress，andharmoniouscoexistencebetweenmanandnature.TorevitalizetheChinesenationisthecommonaspirationofalltheChinesepeople.Wenowembraceawonderfulopportunityfordevelopment.Bywhathasbeenachieved，theriseofChinasoundsnolongeradream.This，however，hascausedconcernsandworriesofsomepeople.Theyarguethatmodernhistoryshowsthattheriseofabigpowerwouldoftenleadtodisturbancesofinternationalrelationsandworldorderandevenwar.WhileI6understandsuchconcerns，Imustsayhoweverthattheyarereallyunnecessary.Itisbecause：First，Chinaasanationhasalwaysbelievedinthephilosophyof“peaceispriceless”。Topursueaworldof“GreatHarmony”isnotjustateachingfromourancestors.Itisa“gene”deeplyrootedintheChinesenation.Neverseekinghegemonyisoursolemncommitment.Second，whileproudofitslongandsplendidancientcivilization，Chinaalsoremembersthebitterandhumiliatingexperiencesinitsmodernhistory.Wekeenlyfeelthepaininflictedbyoutsideaggressors.“Donotdountoothersasyouwouldnothavethemdountoyou”。ThisisthewilloftheChinesepeopleandnoonecangoagainstthewillofthepeople.Third，asmankindhasenteredthe21stcentury，nocountrycanretreatto“zerosum”games.Chinawillnotbean7exception.Ouronlychoiceistodevelopinapeacefulenvironment，whichinturnwillenhancepeace.Fourth，foracountrywithoverabillionpeople，Chinacanrelyonnobodybutitselffordevelopment.Wewillmainlytakeadvantageofourvastmarketpotentials，abundantlaborresourcesandcapitalaccumulation，whileworkinghardtoimproveeducationanddevelopscienceandtechnology.Finally，thepeacefulriseofChinawithits1.3billionpeoplewillbeneitherahindrancenorathreattoanycountry.Quitethecontrary，itcanonlygreatlycontributetomaintainingworldpeaceandstability.Toachievepeaceanddevelopmentistheardentaspirationoftheentiremankind.Chinawillcontinuetopursueanindependentforeignpolicyofpeace.Wewishtoseeamulti-polarworldwhere8internationalrelationsareconductedonthebasisofdemocracyandruleoflaw，disputesaresettledthroughdialogueandcooperation，andtheworldaffairsaremanagedbyallcountriesonanequalfooting.Weareinfavorofdiversified
