MinistryofForeignAffairsPeople'sRepublicofChinaUnitedNationsSysteminChinaReportonChina'sImplementationoftheMillenniumDevelopmentGoals(2000-2015)JULY,2015ContentsForeword.....................................................................................................................1Overview.....................................................................................................................5Goal1:Eradicateextremepovertyandhunger........................................................16Goal2:Achieveuniversalprimaryeducation...........................................................30Goal3:Promotegenderequalityandempowerwomen..........................................35Goal4:Reducechildmortality..................................................................................42Goal5:Improvematernalhealth..............................................................................48Goal6:CombatHIV/AIDS,malariaandotherdiseases...........................................56Goal7:Ensureenvironmentalsustainability.............................................................67Goal8:Establishaglobalpartnershipfordevelopment............................................8312000-2015ReportonChina'sImplementationoftheMillenniumDevelopmentGoalsForewordTheyear2015isofspecialsignificanceforinternationaldevelopment.ItistheyeartowrapuptheimplementationoftheMillenniumDevelopmentGoals(MDGs),andmoreimportantly,tolaunchthePost-2015DevelopmentAgenda.InSeptember,worldleaderswillgatherinNewYorkfortheUnitedNationsSummitfortheadoptionofthePost-2015DevelopmentAgenda.Theywilldrawanewblueprintforinternationaldevelopmentinthenext15years,startinganewstageofthedreamofhumandevelopment.ThisSummitwillbeyetanothermilestoneinthehistoryofinternationaldevelopment.Overthepast15years,effortstorealizetheMDGshavesubstantiallyimprovedthelivelihoodofpeoplearoundtheworld.Inparticular,developingcountries,byintegratingtheMDGsintotheirnationaldevelopmentstrategies,haveendeavoredtoexploreapathofdevelopmentthatsuitstheirownnationalconditions,andjoinedinternationaldevelopmentcooperation.Throughjointefforts,positiveprogresshasbeenmadeintheglobaleffortstoeliminatepoverty,achieveuniversalprimaryeducation,preventandcombatsuchcommunicablediseasesasmalariaandtuberculosis,providecleandrinkingwater,andimprovethelivesofslumdwellers.AlthoughtheoutcomesofMDGsimplementationvaryfromcountrytocountry,regiontoregionandgoaltogoal,factsshowthataslongascountriesdemonstratepoliticalcommitmentandtakeearnestactions,thecauseofglobaldevelopmentwillbetakenforwardwithmeaningfuloutcomes.Overthepast15years,China,fullycommittedtotheMDGs,hasmaderemarkableachievementsandachievedorbasicallyachieved13MDGtargets.Between1990and2011,Chinalifted439millionpeopleoutofpoverty,andChinahasmadegreatcontributionstotheglobalpovertyreductionefforts.Withitsgrainproductiongrowingfor11yearssince2004,Chinahassupportednearly20percentoftheworld’spopulationwithlessthan10percentofworld’sfarmland.Chinahasmadesignificanteffortsinadvancinghealth,educationandotherprojectstoimprovepeople’slivelihood.Since2000,Chinahasprovidedsafedrinkingwatertoadditional467millionruralresidentsandkeptthenetenrollmentrateofbothboysandgirlsatprimary-school-ageabove99percent.Whileachievingself-development,ChinahasbeenactivelyengagedinSouth-Southcooperationandprovidedhelpwithitscapabilitytoover120developingcountriesintheireffortstoattaintheMDGs.2ReportonChina'sImplementationoftheMillenniumDevelopmentGoals2000-2015ThisisChina’ssixthandlastreportonitsimplementationoftheMDGs.Withrichanddetailedinformationaboutnumbersandcases,thereportpresentsafullpictureofChina’simplementationoftheMDGsandsomeofChina’simportantexperienceandpracticesinthepast15years,andshedslightonChina’sstrategiesandvisionsonitsfuturedevelopment.ThisreportembodiesthetremendouseffortsmadebyvariousdepartmentsoftheChinesegovernment.ItisalsoanotherimportantoutcomeofcooperationbetweentheChineseForeignMinistryandtheUNsysteminChina,testifyingtothesoundrelationshipbetweenthetwosides.Assuch,IwishtoexpressmyappreciationstoallChinesegovernmentdepartmentsandtheUNsysteminChinawhoparticipatedindraftingthereport.Standingatanewstartingpoint,theinternationalcommunityisworkingonaforward-lookingandambitiousPost-2015DevelopmentAgenda.Facingthenewnormalofeconomicdevelopment,Chinaisstrivingtoadapttoandshapethenewnormalwithanabidingfocusonimprovingthequalityandperformanceoftheeconomy,inordertomaintainsustainedandsoundeconomicdevelopment.Inthisprocess,ChinawillintegrateitsambitiousgoalsofcomprehensivelydeepeningreformandcompletingthebuildingofamoderatelyproperoussocietyinallrespectswithimplementingthePost-2015DevelopmentAgenda.Itwillmakegreatereffortstosafeguardandimprovepeople’swell-being,andletallitspeoplebenefitfromdevelopmentoutcomes.Inthemeantime,Chinawillstayactivelyengagedininternationaldevelopmentcooperation,andmakegreatereffortundertheframeworkofSouth-Southcooperation,tohelpotherdevelopingcountriestoimplementthepost-2015developmentagenda.TheChinesepeoplearestrivingtoachievet
