DL/T—ICS29.240.20F20备案号:21267-2007中华人民共和国电力行业标准DL/T1060—2007750kVTechnicalguideforliveworkingin750kVACtransmissionline中华人民共和国国家发展和改革委员会发布IDL/T—目次前言·························································································································································II1范围······················································································································································12规范性引用文件··································································································································13术语和定义··········································································································································14一般要求··············································································································································15技术要求··············································································································································26进出等电位··········································································································································47作业要求··············································································································································48工具······················································································································································59工具试验··············································································································································510工具的运输与保养····························································································································5附录A(资料性附录)带电作业间隙的海拔校正···············································································7IIDL/T—III前言本标准是根据《国家发展改革委办公厅关于印发2005年行业标准项目计划的通知》(发改办工业[2005]739号)的安排制定的。本标准的附录A是资料性附录。本标准由中国电力企业联合会提出。本标准由全国带电作业标准化技术委员会归口并负责解释。本标准主要起草单位:国网武汉高压研究院,西北电网公司。本标准主要起草人:胡毅、王力农、邵瑰玮、刘凯、曾林平、顿连彪、张丽华、张俊兰、徐莹、郑传广。本标准在执行过程中的意见或建议反馈至中国电力企业联合会标准化中心(北京市白广路二条一号,100761)。DL/T—750kV交流输电线路带电作业技术导则第一章、范围本标准规定了750kV交流输电线路带电作业方式、最小安全距离和组合间隙、绝缘工具最小有效绝缘长度,安全措施及工具的试验、保管等。本标准适用于海拔3000m及以下地区750kV交流输电线路的带电作业。第二章、规范性引用文件下列文件中的条款通过本标准的引用而成为本标准的条款。凡是注日期的引用文件,其随后所有的修改单(不包括勘误的内容)或修订版均不适用于本标准,然而,鼓励根据本标准达成协议的各方研究是否可使用这些文件的最新版本。凡是不注日期的引用文件,其最新版本适用于本标准。GB/T2900.55电工术语带电作业(eqvIEC60050-651)GB6568.1带电作业用屏蔽服装(eqvIEC60895)GB/T13035带电作业用绝缘绳索GB13398带电作业用空心绝缘管、泡沫填充绝缘管和实心绝缘棒(modIEC60885)GB/T18037带电作业工具基本技术要求与设计导则DL409电业安全工作规程(电力线路部分)DL/T974带电作业用工具库房IEC60895交流800kV及以下电压带电作业用导电服第三章、术语和定义GB/T2900.55确立的以及下列术语和定义适用于本标准。第1节、电位转移棒potentialrod等电位作业人员进出等电位时使用的金属工具,用来减小放电电弧对人体的影响及避免脉冲电流对屏蔽服可能造成的损伤(烧蚀)。屏蔽面罩electricfieldshieldmask由导电材料制成的面罩,用于作业人员面部的电场防护,与其他屏蔽用具连成一体使用。4DL/T—第四章、一般要求第1节、人员要求带电作业人员应身体健康,无妨碍作业的生理和心理障碍,应具有电工原理和750kV交流输电线路的基本知识,掌握带电作业的基本原理和操作方法,熟悉作业工具的适用范围和使用方法,熟悉DL409和本标准,通过专门培训,考试合格并具有上岗证。工作负责人(或安全监护人)应具有3年以上的220kV及以上电压等级交流输电线路的带电作业实际工作经验,熟悉设备状况,具有一定组织能力和事故处理能力,通过专门培训,考试合格并具有上岗证。第2节、制度要求按DL409的相关规定和制度执行。第3节、气象条件要求作业应在良好的天气下进行。如遇雷、雨、雪、大雾天气不应进行带电作业。风力大于10m/s以上时,不宜进行作业。在特殊或紧急条件下,若必须在恶劣气候下进行带电抢修时,工作负责人应针对现场气候和工作条件,组织全体作业人员充分讨论,制定可靠的安全措施,经本单位总工程师批准后方可进行。带电作业过程中若遇天气突然变化,有可能危及人身或设备安全时,应立即停止工作,尽快恢复设备正常状况,或采取临时安全措施。第4节、其他要求带电作业的新项目、新工具必须经过技术鉴定合格,并制定相应的操作程序和安全技术措施,通过模拟操作试验,确认切实可行,经本单位总工程师批准后,方可在设备上进行作业。根据作业项目及DL409的规定确定是否停用自动重合闸装置。带电作业工作负责人在工作开始之前,应与调度联系,工作结束后应向调度汇报,严禁约时停用或恢复重合闸。第五章、技术要求第1节、最小安全距离塔上地电位作业人员距带电体的最小安全距离和等电位作业人员距接地构件的最小安全5DL/T—距离应满足表1的规定。表最小安全距离(相—地)m海拔高度作业位置说明0~10001000~15001500~20002000~25002500~3000直线塔边相地电位作业人员距带电体、等电位作业人员距塔身4.04.34.64.95.2直线塔中相地电位作业人员距带电体、等电位作业人员距塔身4.34.64.85.25.5直线塔边相或中相等电位作业人员距上横担或顶部构架5.25.45.65.86.0注:表中数值不包括人体活动范围,作业中需考虑人体活动范围不得小于0.5m。等电位作业人员与相邻导线的最小安全距离如表2所示。表等电位作业人员与相邻导线的最小安全距离(相间)m海拔高度作业位置说明0~10001000~15001500~20002000~25002500~3000直线塔边相边相等电位作业人员与相邻导线6.06.56.97.47.8直线塔中相中相等电位作业人员与相邻导线6.56.97.27.88.3注:表中数值不包括人体活动范围,作业中需考虑人体活动范围不得小于0.5m。第2节、最小组合间隙作业人员在进入或脱离高电位的中间电位位置时,与带电体及接地构件形成的最小组合间隙应满足表3的规定。表最小组合间隙m海拔高度作业位置0~10001000~15001500~20002000~25002500~3000直线塔边相4.34.64.85.15.46DL/T—直线塔中相4.44.74.95.35.6注:表中数值不包括人体占位间隙,作业中需考虑人体占位间隙不得小于0.5m。第3节、耐张串良好绝缘子片数和最小组合间隙等电位作业人员沿耐张绝缘子串进入高电场时,短接XWP-210型或XWP-300型绝缘子片数不得多于4片,短接XWP-400/420型绝缘子片数不得多于3片。耐张绝缘子串中扣除人体占体和不良绝缘子片数后,最小组合间隙和最少良好绝缘子片数应满足表4规定。表最小组合间隙和最少良好绝缘子片数最少良好绝缘子片数海拔高度m最小组合间隙mXWP-210XWP-300XWP-400/4200~10004.426片23片22片1000~20004.929片25片24片2000~30005.633片29片28片注:表中最小组合间隙指杆塔与均压环之间扣除人体占体和不良绝缘子后的间隙长度。第4节、最小有效绝缘长度绝缘操作杆、绝缘承力工具(拉杆)和绝缘绳索的最小有效绝缘长度应满足表5规定。表最小有效绝缘长度m海拔高度最小有效绝缘长度0~10005.01000~20005.32000~30005.6第5节、安全防护等电位作业和中间电位作业人员均须穿戴750kV带电作业用屏蔽服(包括帽、面罩、上衣、裤子、手套、导电袜或导电鞋,下同)。屏蔽服内还应穿阻燃内衣,屏蔽服性能指标应符合GB6568.1和GB6568.2的规定。屏蔽面罩的屏蔽效率不得小于20dB。屏蔽服各部位应连接良好、可靠。塔上地电位作业人员应穿全套屏蔽服装或静电防护服和导电鞋后才能登塔作业。7DL/T—分段绝缘、一点接地的架空地线应视为带电体,作业人员与架空地线之间的距离不应小于0.6m。如需在架空地线上进行作业,应先通过绝缘工具使架空地线在杆塔构件上良好接地,其接地方式、步骤严格按规程执行。对经过良好接地后的架空地线,穿戴屏蔽服的作业人员可直接进入进行检修作业。对于逐基接地的光纤复合架空地线(OPGW),穿戴屏蔽服的作业人员可直接进入开展作业。停电检修时,如果作业线路与其他高压带电线路交叉或邻近,由于停电线路上可能产生较高的感应电压,作业人员应穿戴屏蔽服,并按带电作业方式进行检修作业。在强电场下用绝缘传递绳索传递大、长金属物件时,必须先行接地才能徒
