GE.15-21932(E)*1521932*ConferenceofthePartiesTwenty-firstsessionParis,30Novemberto11December2015Agendaitem4(b)DurbanPlatformforEnhancedAction(decision1/CP.17)Adoptionofaprotocol,anotherlegalinstrument,oranagreedoutcomewithlegalforceundertheConventionapplicabletoallPartiesADOPTIONOFTHEPARISAGREEMENTProposalbythePresidentDraftdecision-/CP.21TheConferenceoftheParties,Recallingdecision1/CP.17ontheestablishmentoftheAdHocWorkingGroupontheDurbanPlatformforEnhancedAction,AlsorecallingArticles2,3and4oftheConvention,FurtherrecallingrelevantdecisionsoftheConferenceoftheParties,includingdecisions1/CP.16,2/CP.18,1/CP.19and1/CP.20,WelcomingtheadoptionofUnitedNationsGeneralAssemblyresolutionA/RES/70/1,“Transformingourworld:the2030AgendaforSustainableDevelopment”,inparticularitsgoal13,andtheadoptionoftheAddisAbabaActionAgendaofthethirdInternationalConferenceonFinancingforDevelopmentandtheadoptionoftheSendaiFrameworkforDisasterRiskReduction,Recognizingthatclimatechangerepresentsanurgentandpotentiallyirreversiblethreattohumansocietiesandtheplanetandthusrequiresthewidestpossiblecooperationbyallcountries,andtheirparticipationinaneffectiveandappropriateinternationalresponse,withaviewtoacceleratingthereductionofglobalgreenhousegasemissions,AlsorecognizingthatdeepreductionsinglobalemissionswillberequiredinordertoachievetheultimateobjectiveoftheConventionandemphasizingtheneedforurgencyinaddressingclimatechange,Acknowledgingthatclimatechangeisacommonconcernofhumankind,Partiesshould,whentakingactiontoaddressclimatechange,respect,promoteandconsidertheirrespectiveobligationsonhumanrights,therighttohealth,therightsofindigenouspeoples,+UnitedNationsFCCC/CP/2015/L.9/Rev.1Distr.:Limited12December2015Original:EnglishFCCC/CP/2015/L.9/Rev.12localcommunities,migrants,children,personswithdisabilitiesandpeopleinvulnerablesituationsandtherighttodevelopment,aswellasgenderequality,empowermentofwomenandintergenerationalequity,AlsoacknowledgingthespecificneedsandconcernsofdevelopingcountryPartiesarisingfromtheimpactoftheimplementationofresponsemeasuresand,inthisregard,decisions5/CP.7,1/CP.10,1/CP.16and8/CP.17,EmphasizingwithseriousconcerntheurgentneedtoaddressthesignificantgapbetweentheaggregateeffectofParties’mitigationpledgesintermsofglobalannualemissionsofgreenhousegasesby2020andaggregateemissionpathwaysconsistentwithholdingtheincreaseintheglobalaveragetemperaturetowellbelow2°Cabovepre-industriallevelsandpursuingeffortstolimitthetemperatureincreaseto1.5°Cabovepre-industriallevels,Alsoemphasizingthatenhancedpre‐2020ambitioncanlayasolidfoundationforenhancedpost‐2020ambition,StressingtheurgencyofacceleratingtheimplementationoftheConventionanditsKyotoProtocolinordertoenhancepre-2020ambition,Recognizingtheurgentneedtoenhancetheprovisionoffinance,technologyandcapacity-buildingsupportbydevelopedcountryParties,inapredictablemanner,toenableenhancedpre-2020actionbydevelopingcountryParties,Emphasizingtheenduringbenefitsofambitiousandearlyaction,includingmajorreductionsinthecostoffuturemitigationandadaptationefforts,Acknowledgingtheneedtopromoteuniversalaccesstosustainableenergyindevelopingcountries,inparticularinAfrica,throughtheenhanceddeploymentofrenewableenergy,AgreeingtoupholdandpromoteregionalandinternationalcooperationinordertomobilizestrongerandmoreambitiousclimateactionbyallPartiesandnon-Partystakeholders,includingcivilsociety,theprivatesector,financialinstitutions,citiesandothersubnationalauthorities,localcommunitiesandindigenouspeoples,I.ADOPTION1.DecidestoadopttheParisAgreementundertheUnitedNationsFrameworkConventiononClimateChange(hereinafterreferredtoas“theAgreement”)ascontainedintheannex;2.RequeststheSecretary-GeneraloftheUnitedNationstobetheDepositaryoftheAgreementandtohaveitopenforsignatureinNewYork,UnitedStatesofAmerica,from22April2016to21April2017;3.InvitestheSecretary-Generaltoconveneahigh-levelsignatureceremonyfortheAgreementon22April2016;4.AlsoinvitesallPartiestotheConventiontosigntheAgreementattheceremonytobeconvenedbytheSecretary-General,orattheirearliestopportunity,andtodeposittheirrespectiveinstrumentsofratification,acceptance,approvaloraccession,whereappropriate,assoonaspossible;5.RecognizesthatPartiestotheConventionmayprovisionallyapplyalloftheprovisionsoftheAgreementpendingitsentryintoforce,andrequestsPartiestoprovidenotificationofanysuchprovisionalapplicationtotheDepositary;FCCC/CP/2015/L.9/Rev.136.NotesthattheworkoftheAdHocWorkingGroupontheDurbanPlatformforEnhancedAction,inaccordancewithdecision1/CP.17,paragraph4,hasbeencompleted;7.DecidestoestablishtheAdHocWorkingGroupontheParisAgreementunderthesamearrangement,mutatismutandis,asthoseconcerningtheelectionofofficerstotheBureauoftheAdHocWorkingGroupontheDurbanPlatformforEnhancedAction;18.AlsodecidesthattheAdHocWorkingGroupontheParisAgreementshallpreparefortheentryintoforceoftheAgreementandfortheconveningofthefirstsessionoftheConferenceofthePartiesservingasthemeetingofthePartiestotheParisAgreement;9.Furtherdecidestooverseetheimplementationoftheworkprogrammeresultingfromtherelevant
