ProcediaEnvironmentalSciences10(2011)2587–25931878-0296©2011PublishedbyElsevierLtd.Selectionand/orpeer-reviewunderresponsibilityofConferenceESIAT2011OrganizationCommittee.doi:10.1016/j.proenv.2011.09.402Availableonlineat(2011)000–000:ACasestudyonQilihaiWetlandinTianjinGuoTao1,a,ZhangXiaojian2andChengTiexin31CollegeofManagementandEconomics,TianjinUniversity,Tianjin300072,China;2TianjinMunicipalCommissionofDevelopmentandReform,Tianjin300040,China;3CollegeofManagement,TianjinPolytechnicUniversity,Tianjin300160,Chinaachao_guo460@yeah.netAbstractTheevaluationoftheeffectofecologicalrestorationprojectisstudiedinthispaper.TakingQilihaiwetlandasacase,acomprehensiveevaluationmodelbasedonSystemDynamics(SD)isproposed.Firstly,theevaluationindexsystemisestablishedaccordingtotheactualsituationofthewetlandecologicalrestorationproject,andtheweightofeachindexcanbecalculatedbyAnalyticHierarchyProcess(AHP).ThenthesimulationmodelbasedonSDisconstructed,sothevalueofeachevaluationindexbeforeandaftertheimplementationoftheprojectcanbeobtained.Finally,thecomprehensiveevaluationindexbeforeandaftertheprojectcanbeobtainedwiththeweightedaveragemethod.Theresultsshowthemodeliseffectiveandapplicable.©2011PublishedbyElsevierLtd.Selectionand/orpeer-reviewunderresponsibilityof[nameorganizer]Keywords:EcologicalRestoration,ProjectEvaluation,SystemDynamics,QilihaiwetlandIntroductionThewetlandiscalled“thekidneyoftheearth”,anditsecologicalsystemhasuniquehydrologicstatus,whichfunctionsalotinpreservingwaterfordryweather,adjustingtheclimate,degradingthepollutantsandconservingthediversityofbiology[1].Therestorationofthewetlandmeanstorehabilitateandrebuildofthewetlandthathasdegradedordisappearedwithecologicaltechniquesorecologicalengineer,inordertomakeitregainitspreviousstructureandfunction,anditsrelatedcharacteristicsinphysics,chemistryandbiology,andmakeitfunctionasitshoulddo[2].TheUnitedStatesrehabilitateandrebuildthewetlandearlierthanmostofothercountries.AndsomeEuropeancountries,suchasSweden,Switzerland,DenmarkandHolland,havemadeagreatprogressinthefieldoftherestorationofwetlands[3].Sincethe1990s,Chinahasratifiedandimplementedalargenumberofprojectsofwetlandsprotectionandecologicalrestoration,andithasplanedtoimplementmoreinthefuture[4].Ascientificandpreciseevaluationoftheimplementeffectofecologicalrestorationprojectisnotonlyanimportantcomponentintheecologicalrestorationproject,butalsoasignificantmethodofadjustingandimproving©2011PublishedbyElsevierLtd.Selectionand/orpeer-reviewunderresponsibilityofConferenceESIAT2011OrganizationCommittee.2588GuoTaoetal./ProcediaEnvironmentalSciences10(2011)2587–2593Authorname/ProcediaEnvironmentalSciences00(2011)000–000theecologicalrestorationscheme[5].Thesettingupoftheoreticalmodelandempiricalmodelwhichareabletojudgewhetherthewetlandhasbeenrestoredsuccessfullyandareabletoprovidethecomparisonandevaluationofthewetlandbeforeandaftertheimplementationofthewetlandrestorationprojectwillprovideatheoreticalbasistothewetlandrestorationandrebuildingproject[6].Recently,somescholarsdidaresearchontheevaluationoftheeffectofwetlandsecologicalrestoration.Forexample,severalscholarsrepresentedbyLiXiaowen[7],havesimulatedtheecologicalsituationresultedfromthelandscapeplanningpreparednessofLiaoheRiverDeltawiththeLEDESSmodel,andhavemadeacomparisonandanalysisofregionalecologicalandeconomicbenefitsofeachpreparednessbyconstructingtheecologicalandeconomicindexwhichreflectscomprehensivelyregionalecologicalandeconomicbenefitsintheanalysisandevaluationofLiaodongBaycoastalwetlandlandscapeplanningpreparedness.Brooks[8]haveconductedanevaluationoftheecologicalandeconomicsustainabilityoffisheryintheTurkeyfreshwaterlakewetlandwithSystemDynamicsandScenarioAnalysis.Mmopelwa[9]havedeterminedthevalueofreedsintheOkavangoDeltaandthatofresourcesaroundit,andhaveevaluatedtheeconomicvalueofreedsindustrywiththeCost-benefitMethod.SeveralscholarsrepresentedbyHuaGuochun[10]haveconstructedawetlandevaluationindexsystem,including3comprehensiveindexesand16evaluativefactors,andhaveevaluatedcomprehensivelyecologicalrestorationofLaluWetlandwithAnalyticalHierarchyProcess(AHP).SeveralscholarsrepresentedbyZhaoPing[11]havemadeaprimaryevaluationoftherestorationandrebuildingeffectofNo.B01plotinDongwangsha,ChongmingIslandinShanghai.Generallyspeaking,allmethodsaretryingtomeasureorconstructtheevaluationindexofthewetlandfunctionwiththehelpofbioticandabioticfactors.Theyevaluatequantitativelytherestorationeffectofvariousfunctionsofthewetlandbyestablishingreferencesystems,evaluationindexandresponsesurface[12].Theresearchesmentionedaboveareevaluatingcomprehensivelythewetlandecologicalrestorationeffectbyestablishingevaluationindexsystemandevaluationstandard.Buttheirevaluationtheoreticalframeworkisnotperfectyet,andtheirevaluationindexsystemisnotcomprehensiveeither.Furthermore,theevaluat
