1郑州市三环路快速化工程BT项目天然气管道意外破坏应急预案批准:审核:编制:中国水电建设集团路桥工程有限公司郑州市三环路快速化工程BT项目XXX工程处二○一二年十一月十七日2目录一、编制目的···································································································3二、编制原则···································································································3三、编制依据···································································································3四、工程概况及管线布设情况·············································································4(一)、工程概况························································································4(二)天然气管线布设情况··········································································4五、事故类型和危害程度分析············································································4六、组织机构与职责·························································································5(一)应急救援领导小组及职责····································································5(二)、应急办公室及应急救援小组职责··························································5七、预防管线破坏措施······················································································7八、应急响应···································································································8(一)、应急响应分级··················································································8(二)、响应程序························································································8(三)、应急结束·······················································································10(四)、信息发布·······················································································10(五)、后期处臵·······················································································10(六)、培训与演练····················································································10九、附件········································································································11附件一:应急救援领导小组联系方法···································································12附件二:相关人员联系方式···············································································13附件三:应急救援物资、机具储备一览表·····························································14附件四:突发事故应急响应流程·········································································153天然气管道意外破坏应急预案一、编制目的为提升应对城市天然气管道事故的能力,保证应急救援工作有序进行,及时控制和消除事故危害,最大限度地减少事故造成的人员伤亡、财产损失,维护人民生命安全和社会和谐稳定。二、编制原则天然气管道意外破坏应急救援工作应坚持“以人为本、安全第一”的原则,始终把保障人民群众的生命安全放在首位,切实加强员工和应急救援人员的安全防护,最大限度地减少事故灾造成的人员伤亡、财产损失和社会影响。坚持“居安思危、预防在先”的原则。把应对突发事件的各项工作落实在日常管理之中,认真做好预防事故工作。加强基础工作,完善网络建设,增强预警分析,力争实现早发现、早报告、早控制、早解决,将突发事件造成的损失减少到最低程度;做好预案演练,提高防范意识,做好应对突发事件的各项准备工作。三、编制依据(一)、《中华人民共和国安全生产法》(二)、《中华人民共和国突发事件应对法-2007》(三)、《特种设备安全监察条例-2009》、《特种设备事故报告和4调查处理规定-2009》(四)、河南省人民政府关于加强安全生产应急管理工作的意见(豫政„2012‟55号)》(五)、《生产经营单位安全生产事故应急预案编制导则》(AQ/T9002—2006)、《生产安全事故应急预案管理办法-2009》、《生产经营单位生产安全事故应急预案评审指南(试行)-2009》、《生产安全事故应急演练指南》(AQ/T9007-2011)(六)、《郑州市燃气管理条例-2007》、《郑州市燃气特大生产安全事故应急救援预案-2008》四、工程概况及管线布设情况(一)、工程概况(二)天然气管线布设情况如燃气管道埋深、管径、压力等基本参数,按照桩号依次列出。五、事故类型和危害程度分析在危险因素分析及事故隐患排查、治理的基础上,确定本单位的危险源、可能发生事故的类型和后果,进行事故风险分析,并指出事故可能产生的次生、衍生事故。5六、组织机构与职责(一)应急救援领导小组及职责组长:副组长:成员:应急领导小组组长由单位主要负责人担任。副组长一般由其他班子成员组成,成员一般由职能部门主要负责人组成。应急领导小组长的职责:1.组织实施本工程安全生产事故的应急处理;2.指挥、协调应急反应行动;3.与外部应急反应人员、部门、组织和机构进行联络;4.组织事故调查、分析和善后处理。应急领导小组副组长的职责1.协助应急领导小组组长指挥应急救援工作;2.协调、组织和获取应急所需的资源,设备以支援现场的应急行动;3.定期检查各应急救援小组的日常工作和应急反应准备情况。(二)、应急办公室及应急救援小组职责为确保及时、有效、顺利开展应急救援工作,应急领导小组下设应急办公室、专家技术组、物资保障组,抢险组、警戒组、报警组、6消防组、抢救疏散组、善后处理组。应急办公室一般设在综合办,便于在关键时刻代表领导协调资源。应急办公室职责:负责24h应急值班;突发事件时接受报告、信息传递;组织联络应急状态下各职能部门的沟通协调。专家技术组职责:提供应急处臵方案建议和技术支撑;根据应急指挥部安排,参与制定应急方案或参加现场处臵工作。物资保障组职责:组织车辆和人员将所需物资运抵现场,保证抢修所需物资发放到有关人员手中。抢险组职责:关闭相关设备或有关阀门,对泄漏进行控制,采取应急措施,对发生事故的管段、设备进行抢修维护作业。警戒组职责:在相关范围内设立警戒线,维持现场秩序,疏散车辆,引导救援车辆和人员到达指定位臵。报警组职责:负责事故现场的对外联系,通知联防单位,防止险情向周边地区扩展,根据现场火情及领导小组安排及时拨打119。消防组职责:准备灭火器,熄灭警戒区内一切火源,负责消防水补给。抢救组职责:负责组织抢救队员对伤员进行必要的现场自救。疏散组职责:及时和周围的交警队联系,协助交警进行局部交通管制,用路障、移动护栏等设施对车辆和行人进行疏导,避免交通堵塞。善后处臵组职责:清理登记报告中应包括事故造成的人员伤亡、财产损失、用户停7气损失、输配管线设施损坏的情况;事故处理完毕后,应组织调查小组对事故进行调查,内容包括事故发生的主要原因、类别、性质、责任、教训、防范措施以及抢险工作的成效等。为了确保抢修人员有效开展工作,各级指挥及抢修人员须佩戴相应的标志。用图表清晰描述本单位的应急组织体系。七、预防管线破坏措施(一)、施工前,由工程处技术部组织工程施工人员进行技术交底及安全技术交底,将各种管线的详细情况对施工班组作业人员作详细说明,并针对管线的保护措施进行交底。(二)、桩基钻孔前,首先采用挖掘机在桩孔设计位臵按桩径+40cm挖除路面结构层,然后对作业场区内图纸上标明的管线用洛阳铲进行详细的人工钎探,钎探深度为地面以下4m。探测孔位沿道路横向和纵向两方向布臵,孔间距15cm。钎探完后钎探记录,联系管线产权单位现场负责人,对地下管线再次进行确认。管线探明后,及时通知相关单位进行迁移。需由我方迁移的,需按照相关方要求,在监理方的见证下进行移除。(三)、对于不进行改移而需要保护的管线,现场实施时必须与管线产权单位技术负责人双方确认合格后,方可进行地基基础施工。(四)管网分布范围内的土石方开挖尽量采用人工开挖,防止直接使用机械破坏地下管线。若必须采用机械开挖时,必须保留安全距8离。在已探明各种管线结构的上、下、左、右分别为1m、1m、2m、2m范围严禁采用机械作业。(五)在地面上进行施工时,应注意附近是否存在高压线等地上设施,若有现场作业时应有专人进行指挥,保持安全距离,防止触电等次生、衍生事故发生。八、应急响应(一)、应急响应分级根据人员伤亡、财产损失和社会影响,本预案应急响应分为三级,具体要求如下:1、一级响应是指由于工作中因地下管线破坏事故,造成财产损失巨大,社会影响较大,并导致人员死亡或3人以上人重伤的事故。2、二级响应是指由于工作中因地下管线破坏事故,导致重伤1—2人的事故。3、三级响应是指由于工作中因地下管线破坏发生的财产损失不大,社会影响较小,无人员伤亡的事故。(二)、响应程序1、管线破坏事故发生以后,施工人员应及时撤离事故现场,并及时通知现场负责人。2、现场负责人接到报告后应立即报告给天然气公司现场巡视人员及应急领导小组组长。应急领导小组组长接到报告后,应通知(或9通过应急办公室通知)小组成员马上到位,全力以赴投入抢救、抢修,并及时向上级有关部门汇报。三级响应逐级汇报到路桥公司,二级以上响应逐级汇报到股份公司。当有人员伤亡发生时,应立即通知当地的社会医疗机构,并组织抢救组人员进行必要的自救。天然气公司现场巡视人员应及时向上级领导汇报,如巡视人员暂时联系不上,
