PRIFYSGOLCYMRUUNIVERSITYOFWALESBWRDDDILYSUVALIDATIONBOARDFRANCHISINGHANDBOOKSeptember2001UniversityofWalesAcademicBoardReceivespolicyissues\reportsre.problemareasetc.UniversityofWalesValidationBoard-formulatespolicy-receivesAnnualFranchiseReportsandExternalExaminers’Reports-receivesreportsoffranchiseeventsandperiodicreviewsforapproval-approvesrepresentativesforfranchisevisitsUniversitySubjectPanels-receiveexternalexaminers’reports-receivereportsoffranchiseeventsforinformationConstitutent\AssociatedInstitution’sAcademicBoard(orequivalent)-receivesfranchisereports-makesInstitutionalpolicyonfranchisingConstituent\AssociatedInstitution’s/UniversityCollege’sFranchisingCommittee(orequivalent)-conductsinitialvisits,preparesreportsanddocumentation,liaiseswithValidationUnit\Board,Moderators,ExternalExaminersetc.121.INTRODUCTION-THEUNIVERSITYOFWALESANDFRANCHISINGThishandbookisdesignedtodescribetheUniversityofWales'involvementwithfranchisingofaschemeofstudyleadingtooneofitsawards.TheUniversityofWalesAcademicFrameworkdocumentincludesthefollowingstatementonfranchising:iTheConstituentInstitutions,UniversityCollegesandAssociatedInstitutionsareentitledtofranchisetheirschemesofstudyleadingtoanawardbytheUniversity.iiInundertakingsuchfranchisingtheInstitutions(thefranchisors)haveresponsibilityformaintainingtheacademicintegrityofsuchawardsandwillatalltimesabidebytherequirementssetoutbytheUniversity’sAcademicBoardandValidationBoard(and,inparticular,bythetermsoftheFranchisingHandbookaspublishedbythelatterbody).iiiIncludedinsuchrequirementswillbetheneedforrepresentationonfranchisingreviewexercisesbymembersoftheValidationBoardandthesubmissionofannualreports,anddetailsofgenericAgreementdocumentstotheValidationBoard.InformationonschemesofstudyofferedonanoutreachbasiswillalsobelodgedwiththeUniversity.iv(a)WherereviewbytheUniversityorbyanyexternalagencyofafranchisor’squalityassuranceproceduresorofanyotherrelateddocumentationindicatestheexistenceofanyactualorpotentialissuewhichimpingesonacademicqualityandstandards,orwhichmightotherwisebeseentoaffectadverselythereputationandintegrityoftheawardsoftheUniversityofWales,theSeniorVice-ChancellorwillactthroughtheValidationBoardand/ortheAcademicBoardtorequirethefranchisortoimplementremedialaction.iv(b)Shouldasufficientlyseriousproblemoccur,awarningwillbeissuedtothefranchisorconcerned,thiswarningtoincludeadeadlinebywhichtheproblemshouldbeaddressedtotheUniversity’scollectivesatisfaction.iv(c)Whereanadequateresponseisnotreceivedbythespecifieddeadline,theUniversitycollectivelywillbeempoweredtowithdrawapprovalforaspecifiedfranchiseortowithdrawtheauthorityforafranchisortoofferfranchisedschemesofstudyleadingtoanawardbytheUniversity.TheproceduresdetailedinthisdocumentaresupplementedbyfranchisingguidelinesproducedbytheUniversity’sCollegesandConstituentandAssociatedInstitutions.AstheCharteredDegreeAwardingBodytheUniversityofWaleshasaroleastheultimateguarantorofstandardswhereveraschemeofstudyisofferedinitsname.TheUniversityofWalesalsoundertakesanactiveroleincollaborativeactivitybymeansofitsvalidationwork;aseparatehandbookofpolicyandproceduresisavailablewhichspecificallydescribesthisactivity.TheUniversityhasanobligationtoensurethatthefranchisingactivitiesconductedbyitsCollegesandConstituentandAssociatedInstitutionsareconductedaccordingtoagreedproceduresreflectingacceptedgoodpracticewhichwill,atalltimes,safeguardthestandardsexpectedofaBritishUniversityaward.InthisrespecttheUniversitywillpaydueregardto3recentstatementsofadviceongoodpracticeincollaborativeactivitycontainedintheCodeofPracticeforCollaborativeProvisionissuedbytheQAAandtheCodeofPracticeoftheCouncilofValidatingUniversitiesandespousesthefollowingprinciplesunderlyingcollaborativeactivity:1.1Collaborativeprovision,whereverandhoweveroffered,shouldenlargeteachingandlearningopportunitieswithoutprejudicetothestandardofahighereducationawardandthequalityofthelearningexperienceavailabletostudents.1.2Qualityassurancearrangementsforcollaborativeprovisionshouldbenolessrigorousandopentoscrutinythanthosefornon-collaborativeprovision,andshouldenableanawardinginstitutiontosatisfyitselfthatitsrequirementsandexpectationsinrespectofitsstandardsandqualityarebeingmetbyitspartner(s).1.3Thescopeandnatureoftherespectiveresponsibilitiesofthepartnerstoacollaborativearrangement,forboththestandardandqualityofprovision,andforthestudents’learningexperience,shouldbeclearlydefined,recorded,andsubjecttoperiodicreview.1.4Collaborativearrangementsshouldseektoencourageandenhanceinstitutionalandeducationaldevelopmentwheredesiredbythepartners,whilstrecognisingandrespectingdifferencesininstitutionalcontexts,ethosandpurposes.1.5Studentsoncollaborativeprogrammesshouldbefullyandaccuratelyinformedoftherelevantresponsibilitiesofthepartiesinvolved,andhowthecollaborativerelationshipaffectstheirentitlementsandresponsibilitiesasstudents.TheUniversity'smainfunctioninfranchisingisthereforedefinedintermsofmaintainingandenhancingstandardsandensuringthatpublishedproceduresrelatingtofranchisingandmon
