南昌市八项规定实施效果及群众满意度调查八仙过海调查小组1摘要为切实改进各级党员干部的工作作风，密切联系人民群众，2012年12月4日，中央政治局审议通过《关于改进工作作风、密切联系群众的八项规定》（以下简称《八项规定》），对人民群众反映突出的党政机关作风问题做了明确的规范和限制，在党内外、社会各界，乃至国际社会引起巨大反响。但在《八项规定》的实施过程中，一些机构和部门开始担心这一规定对经济活动尤其是消费带来的不利影响。有人认为《八项规定》的推行不利于拉动内需，对保持我国经济平稳较快发展构成较大威胁。但另一些人则认为《八项规定》从中长期来看有利于规范市场价格，引导理性消费，改进政府支出效益，提高全社会运行效率，并能够持续促进我国经济增长质量的稳步提高。那么，《八项规定》究竟在用什么样的方式影响着政府效率和中国经济运行？这些举措的出台对普通百姓的生活究竟造成了哪些具体影响？实施的效果又如何？面对中央如此“大刀阔斧”的改革，老百姓们是否买账？他们对于《八项规定》下一步的推行又有何新期待？基于以上问题，“八仙过海”小组以南昌市为范围展开了本次调查。本小组首先将调查分为三个大块：政府机关、服务业机构调查和群众满意度调查。经过再三考虑。调查小组决定使用访谈调查方式完成政府、服务业调查，而在群众满意度方面使用问卷调查形式。在政府机关调查部分，调查小组采用分层随机抽样的方式选取了样本单位，并获取了被调查单位对《八项规定》的实施情况，三公经费的前后变化和作风、效率改善等方面的信息。在服务业调查部分，小组成员选用典型调查，不仅覆盖了餐饮、住宿、文印、花卉等受《八项规定》影响最大的行业，还对高档低档服务业机构的变化差异做了分析。最后，小组成员还收集了被调查单位对《八项规定》进一步实施的意见和建议。而满意度调查方面，本小组在制作一份清晰、明了的问卷同时，还通过认真细致预调查和缜密的计算确定了所需样本容量，并严格按照南昌市各区县人口统计数据分配了这些容量，用分层抽样方式进行了问卷调查。问卷回收后，本小组成员结合在课堂上积累的数理统计知识，运用EXCEL、SPSS、SAS三款统计软件对所得到的数据进行了整理、描述与分析，并通过因子分析等方法探索出一些有用的结果，最后根据这些结果提出了意见和建议。通过本次调查，我们得出以下结论与建议：（1）《八项规定》的实施有力地改善了政府机关的工作作风和行政效率，削减了三公经费，但在今后的实施过程中有必要制定更为详细的标准。（2）《八项规定》对部分高档服务业的营业额打击很大，促使它们调整结构，积极转型，但在此之中部分合理的私人消费也遭到误伤，今后“奢侈浪费”的临界值应变得更加明确。（3）民众对《八项规定》本身了解不多，但对《八项规定》所针对的现象和其实施的举措不仅熟悉，还极为关心。《八项规定》实施前后，民众的确看到了相关领域出现了一些变化，并表示认可。但譬如党政机关工作效率的提高和办事态度的改进方面，还需要执政者多下功夫，尽快落实。南昌市八项规定实施效果及群众满意度调查八仙过海调查小组2【关键词】：八项规定、三公经费、满意度AbstractTotrulyimprovetheworkstyleofpartymembersandcadresatalllevels,aswellaskeepingclosecontactwiththemasses,thePoliticalBureauoftheCentralCommitteeexaminedandpassedadocument,namely,EightRulesAboutImprovingWorkStyleandMaintainingaCloseTiewithMasses（HereinafterreferredtoasEightRules）whichstipulatedclearnormsandconstraintsonthewaythePartyandgovernmentofficesbehave.Theparty,thesociety,andeventheinternationalcommunityhavecausedabigstir.However,duringtheimplementationofthispolicy,someinstitutionsanddepartmentsbegantoworryaboutthenegativeinfluencesitcausedtotheeconomicactivities,especiallytheconsumption.SomepeoplethinkthattheimplementationoftheEightRulesisnotconducivetostimulatingdomesticdemand,andbeagreatthreattomaintainsteadyandrapideconomicdevelopmentinourcountry.Butothersthinkthatitishelpfultostandardizethemarketprice,guiderationalconsumption,andimprovegovernmentspendingefficiency.What’smore,itpromotethemovementofthewholesocietyandfacilitatethesteadyimprovementofChina'seconomicgrowthqualityinthelongrun.Then，howdoestheeightrulesinfluencethemovementoftheeconomyandthegovernmentonearth?Whatimpactshasitcausedonthelivesofthemasses?Howabouttheeffectoftheimplementation?Whetherpeopleappreciateitornotinfaceofsucharadicalreform?What’speople’sexpectationlikelytobewhencometothefartherimplementationofit?Tosolvetheproblemsmentionedabove,BaxianguohaiTeammadethisinvestigationandtakeNanchangasthescopeofthesurvey.Thesurveywasdividedintothreeparts:governmentagencies,serviceorganizationsandthesatisfactionofthemasses.Afterdoubleconsideration,wechosethewayofinterviewtoinvestigategovernmentagenciesandserviceorganizations,astothepublicsatisfactioninvestigation,thehabitualquestionnairewasadopted.Duringtheinvestigationofthegovernment,sampleunitswasselectedwiththemethodofstratifiedrandomsampling,andfinallygottheinformationabouttheimplementationcondition,thethreefunds’changes,theimprovementoftheworkstyleandefficiencyaftertheEightRulescameout.Inservicessection,typicalinvestigationwasadoptednotonlythedining,thelodgings,printing,flowersindustrywhichimpactedmostduetotheEightRules,butalsovarioushigh-grade南昌市八项规定实施效果及群众满意度调查八仙过海调查小组3orlow-gradeservicesinstitutionwerecoved.Atlast,wealsocollectedtheopinionsandsuggestionsaboutthefurtherimplementationoftheunitsinvestigated.Astosatisfactioninvestigation,wetriedourbesttodesignaqualifiedquestionnaire,atthesametime,determinedtherequiredsamplesizethroughameticulouspre-surveyandcarefulcalculation,andinstrictaccordancewiththeNanchangdemographicdatadistributionineachdistrictandcounty,wedividedallthequestionnairesintosixpartsandthencarriedoursurveywithstratifiedsamplingmethod.Afterrecyclingallthequestionnaires,incombinationwiththeaccumulatedknowledgeofmathematicalstatisticslearnedintheclasses,wegotdatasorted,describedandanalyzedbyusingEXCEL,SPSS,SASthreestatisticalsoftware.Throughthefactoranalysis,wegainedsomeusefulinformation,accordingtowhichopinionsandsuggestionswereputforward.Throughthissurvey,wedrawthefollowingconclusionsandsuggestions:(1)TheimplementationoftheEightRuleseffectivelyimprovedtheworkingstyleofgovernmentagenciesandadministrativeefficiency,atthesametime,cutthethreefunds,butconsideringimplementationinthefuture,moredetailedstandardsareneeded.(2)EightRules”wasabigblowtosomehigh-endservicesturnoverandpromptedtheirstructureadjustmentandpositivetransformation.However,atthesametime,partsofthereasonableprivateconsumptionwerealsoimpacted.Tosolvethisproblem,thecriticalvalueof“extravagantwaste“shallbeclearer.(3)Peopledon'tknowmuchabouttheEightRulesitself,butquiteconcernedaboutthephenomenonitaimedatandimplementationmeasuresittook.Aftertheimplementationofthe“EightRules”,peopledidseesomechangesinsomerelatedareasandappreciateit.Buttheimprovem
