表A.3施工组织设计报审表工程名称:临安绿能环保垃圾焚烧发电项目编号:A.3-ZALA-04致:南京苏安建设监理咨询有限公司临安项目监理机构我方已根据承包合同的有关规定完成了临安绿能环保垃圾焚烧发电项目机电安装工程施工组织设计的编制,并经过我单位技术总工审查批准,请予以审查。附:《机电安装工程施工组织设计》承包单位(章):项目经理:日期:专业监理工程师审查意见:专业监理工程师:日期:总监理工程师审核意见:项目监理机构:(章)总监理工程师:日期:建设单位审批意见:建设单位:(章)专业工程师:项目代表:日期:本表一式三份,由承包单位填报,建设单位、项目监理机构、承包单位各一份临安绿能环保垃圾焚烧发电厂安装工程施工组织设计编制:审核:批准:浙江省工业设备安装集团有限公司2013年4月目录第一章、编制依据·······················································1第二章、工程概况·······················································11、基本概况··························································12、设备环境简介······················································13、垃圾数据··························································2第三章、安装范围及主要设备描述····································21、安装范围··························································22、垃圾焚烧装置······················································23、余热锅炉··························································54、烟气净化系统······················································75、汽轮发电机组······················································76、高低压配电室······················································87、热控······························································88、管道······························································8第四章、施工部署·······················································81、施工组织结构······················································82、机电安装工程流程简图·············································103、劳动力计划分布表·················································114、施工临时设施·····················································125、施工进度计划表···················································126、施工保证措施·····················································137、施工主要机械配备计划表···········································148、设备材料管理及供应···············································159、安装与其他单位的配合·············································1610、文明施工、环境保护及保证措施·····································16第五章、工程质量控制及保证措施···································181、质量方针和目标···················································182、质量管理体系·····················································233、施工过程控制·····················································204、本工程施工拟用的验收标准·········································255、回访、保修·······················································25第六章、安全施工及保证措施········································261、安全管理责任体系·················································262、安全保证措施·····················································263、施工现场临时用电·················································274、冬雨季施工·······················································275、安全员管理·······················································27第七章、主要施工方案及概述········································28第八章、机电安装工程厂区平面布置图······························30第1页共31页第一章编制依据1、国家颁发的有关规范、规程和标准2、施工合同:《临安绿能环保垃圾焚烧发电项目机电安装工程承包合同》3、设计图纸:重庆钢铁集团设计院的设计图纸及各厂家提供的图纸4、本公司发布的质量体系文件及相关的技术管理标准5、临安垃圾焚烧发电项目工程现场勘察第二章工程概况一、基本情况1、工程名称:临安绿能环保垃圾焚烧发电项目机电安装工程2、业主单位:临安绿能环保垃圾焚烧发电有限公司3、设计单位:重庆钢铁集团设计院4、工程地点:临安市锦南街道上畔村南面5、监理单位:南京苏安建设监理咨询有限公司6、工程质量:合格工程二、设备环境简介垃圾焚烧炉型:SLP3C二段往复式机械炉排焚烧炉,由逆推段和顺推段组成。余热锅炉型号:SLC225-4.0/400单锅筒自然循环水管锅炉及汽轮发电机组。1、环境条件垃圾焚烧装置和余热锅炉布置方式:室内布置。地震设防烈度:7度场地类别:II类2.设备使用条件2.1主燃料:城市生活垃圾(设计点的低位热值的6280kJ/kg)2.2辅助燃料:0#柴油2.3锅炉给水品质:除盐水参见《火力发电厂机组及蒸汽动力设备水汽质量》(GB/12145-1999)2.4噪音标准厂房(噪音源1m处)‹85db(A)厂界(噪音源50m处)白天‹65db(A)夜间‹50db(A)2.5运行方式:每天24小时连续运行2.6供电条件:电压为了220V∕380V交流三相四线制,电源频率50HZ。第2页共31页三、.垃圾数据3.1适用垃圾低位热值范围:最高工况:7500kJ/kg设计工况:6200kJ/kg最低工况:4186kJ/kg3.2垃圾由汽车运到处理厂后倒入垃圾仓内。垃圾新入仓的垃圾在仓内存放3天后就可入炉燃烧。垃圾在仓内存放时经过发酵、排出渗滤水后可提高进炉垃圾的热值,又使垃圾容易着火燃烧。在仓内,用吊车的抓斗将垃圾送至炉前料斗。第三章、安装范围及主要设备描述1、安装范围包括2×225吨/日垃圾焚烧和1×7.5MW凝汽式汽轮发电机组及其配套的公用设施配套工程。锅炉为杭州锅炉厂设计制造的SLC225-4.0/400单锅筒、自然循环水管、炉排式垃圾焚烧锅炉。其中公共配套设施包括:高低压配电间、空压站、除尘系统、除氧器、汽水取样加药、杂项管道、飞灰固化系统、锅炉给水系统、除渣系统等设备的安装。2、垃圾焚烧装置二段往复式垃圾焚烧炉分为逆推段和顺推段两个燃烧区域,其主要流程为:抓斗将垃圾从垃圾坑送入落料槽,在给料机的推送下进入炉膛落在倾斜的逆推炉排上,垃圾在床面上不断翻滚、搅拌,完成干燥、着火和燃烧过程,随后在逆推炉排的末端经过料层调节装置和一段落差掉入倾斜的顺推炉排床面上继续燃尽,最后灰渣经出渣井、出渣机排出炉外。以下是对各部件的描述:1.1落料槽落料槽将抓斗投入的垃圾暂时储存,再送入焚烧炉内燃烧。落料槽主要由六大件组成,包括落料槽上部前壁、落料槽上部后壁、落料槽上部侧壁2件(分左右件)、落料槽中间部及水夹套、破桥装置等。其中落料槽的上部前壁和侧壁采用的钢板材质为16Mn的钢板以保证落料槽和水夹套的耐磨性。落料槽中间部装有液压挡板门,在焚烧炉启停时及紧急状态下需关闭时用。落料槽采用水冷方式,可避免垃圾受热自燃。设垃圾破桥装置可有效解决运行中发生的垃圾搭桥现象。1.2给料平台给料平台主要由给料平台支架、滑动平台、料斗后罩、小滑靴、推料器油缸、连杆机构等部件组成。滑动平台将从落料槽下来的垃圾推入炉膛,落入逆推炉排的床面上。滑动平台采用10mm厚的16Mn钢板组件,给料平台推料器液压缸的行程分两组,一组900mm行程用于焚烧炉启动及停炉时的推料,另一组为正常运行条件下的推料,通常设定在200至500mm范围内,两组行程开关可在现场或主控室切换。滑动平台分两组,由两支油缸同步推动。给料平台下部设置了四只收集斗,可将平台第3页共31页上的垃圾渗滤液收集后排出。1.3逆推炉排本体逆推炉排本体主要由炉排支架、炉排组件、限位器、滚轮装置、拉杆装置、风室密封装置、固定密封箱、侧补偿装置等组成。逆推炉排面呈25°倾斜布置,固定炉排片和活动炉排片以交错方式配置,活动炉排的最大行程为420mm。整个炉排框架主要由中央构架和侧面构架组成,安装在焚烧炉的支撑梁上。炉排分为两列,分别由一支油缸驱动,且相位相反。炉排片采用耐热铸钢制成,顶端设有出风孔,炉排片在横向方向以螺栓连接,一端固定,整体向另一侧膨胀。在炉排的两侧设有机械补偿装置,保证炉排片在受热状态下始终紧贴侧摩擦块,杜绝非正常的漏风现象。逆推炉排尾部设有料层调节装置,可以根据入炉垃圾的特性以及燃烧状况调节料层的高度。1.4顺推炉排本体顺推炉排本体由顺推炉排支架,挡料装置,驱动装置,活动支架,炉排组件,末级炉排支座,侧补偿装置、支撑滚轮装置以及导向装置等部件组成。顺推炉排布置在逆推炉排调节装置出口下方,为垃圾的燃尽段。顺推炉排呈10°倾斜布置,分两列,用两支油缸驱动,采用刚性同步方式。顺推炉排片的材质、形状以及炉排片在横向上的热膨胀结构均与逆推炉排片相类似。顺推炉排片的外形以及炉排片横向的热补偿装置结构均与逆推炉排相类似。1.5风室及放灰通道风室及放灰通道由逆推风室、顺推风室、逆推吹灰管、顺推吹灰管及相应附件等部件组成。逆推和顺推炉排下部为九个独立的风室,各风室之间互不窜风,各风室设有独立的调节门。逆推炉排风室采用特殊设计的扇形风门,横向相邻风室的扇形风门通过外侧布置的电动执行机构进行驱动以实现风量调节。顺推炉排的进
