附件中央地质勘查基金项目预算标准二〇〇九年十二月说明一、为加强中央地质勘查基金项目资金管理,保障项目顺利实施,提高资金使用效益,根据国家有关制度、办法和规定,结合中央地质勘查基金项目预算管理要求,国土资源部中央地质勘查基金管理中心组织制定了《中央地质勘查基金项目预算标准》。二、本预算标准适用于中央地质勘查基金项目概、预算编制、审查及管理。三、本预算标准是根据中央地质勘查基金项目特点和项目预算管理的要求,依据有关规定,运用地质勘查预算定额资料按全成本制定。四、本预算标准由工作手段预算标准、地区调整系数、税金和利润控制标准、预算标准调整方法四部分组成。五、工作手段预算标准包括:地形测绘、地质测量、遥感地质解译、物化探、钻探、山地工程(坑探、浅井、槽探)、岩矿试验、其他地质工作、工地建筑等。六、本预算标准是以全国基础水平为主要依据制定,对不同地区野外工作费用支出的差异,通过地区调整系数进行调整。地区调整系数主要考虑野外施工期、工资水平、运输条件等主要因素。地区调整系数仅适用于地形测量、地质测量、物探、化探、钻探、坑探、浅井、槽探和其他地质工作中的地质勘查工作测量、地质编录、采样、岩矿心保管,除此之外的其他工作均不适用。七、本预算标准中暂缺的工作手段内容,可参考使用相关行业预算(费用)标准。没有可参考使用的行业标准时,可按照有关法律法规和相关财务制度的规定,根据实际情况和有关资料自行测算确定,使用时应说明并附详细测算依据。八、有财政事业费拨款的项目承担单位承担中央地质勘查基金项目时,预算标准按本标准各章节备注的比例调整后执行。九、项目承担单位应当取得的利润和应当依法缴纳的税金按本标准第十一章规定的控制标准计算。十、本预算标准可在国土资源部中央地质勘查基金管理中心同意后,按本标准第十二章规定方法进行调整更新。十一、本预算标准由国土资源部中央地质勘查基金项目管理中心负责解释。目录第一章地形测绘····························································1第一节地形测量·····················································1第二节制图························································4第二章地质测量··························································10第一节专项地质测量·············································10第二节专项水文地质、生态环境地质测量··················11第三节专项工程地质、环境地质、地质灾害测量·········13第三章遥感地质解译···················································15第四章物化探·····························································16第一节地形等级划分·············································16第二节物探······················································17第三节化探······················································34第四节物化探测网与剖面布设·································39第五章钻探·····························································41第一节矿产地质钻探·············································41第二节水文地质钻探·············································45第三节地热钻探···················································49第四节工程地质钻探·············································50第六章山地工程··························································52第一节坑探······················································52第二节浅井······················································54第三节槽探······················································56第七章岩矿试验··························································57第一节岩矿分析···················································57第二节化探分析···················································63第三节土壤分析···················································66第四节水质分析···················································70第五节光谱半定量分析··········································73第六节非金属矿物性测试·······································74第七节煤质分析···················································77第八节岩矿鉴定与试验··········································80第九节选冶试验···················································86第八章其他地质工作···················································87第九章工地建筑··························································88第十章地区调整系数···················································89第十一章利润和税金控制标准·······································90第十二章预算标准更新方法··········································91·1·第一章地形测绘第一节地形测量一、控制测量(一)工作内容踏勘,选点,埋石,造标,量距,观测,计算,资料整理等全部工作。(二)困难类别困难类别特征说明Ⅰ1.平地或比高在100m以内的丘陵区,地貌基本完整2.地物较少的地区,建筑物20%以内,行人车辆较少的城镇工厂区3.通视条件好4.交通比较方便Ⅱ1.比高在100~200m之间,有少量冲沟雨裂,挖掘开采区2.人工建筑物较多的地区,建筑物在30%以内,行人车辆较多的城镇工矿区3.20%面积有高杆作物、林地4.通行有困难的水网、沼泽、梯田区Ⅲ1.海拔1500~2000m之间,比高在200~300m之间,梯田密集无规则,地貌较复杂2.农村居民地密集地区,人工建筑物较多、较乱的工矿区,一般等待可持续作业的城镇工矿区3.蒿草、高杆作物大面积连片、林木覆盖面积在40%以内4.测区内存在车辆难以通行的水网、沼泽、沙漠地区Ⅳ1.海拔2000~2500m以内,比高在300~400m之间,挖掘开采区、冲沟雨裂密集区、地貌破碎的山区2.中等发达城镇,行人车辆来往频繁,街巷深窄,影响正常作业的城市工矿区3.蒿草、高杆作物、森林覆盖面积在60%以内4.测区内车辆不能到达,通行完全靠步行的地区·2·Ⅴ1.海拔2500m以上,比高在400m以上,地貌特别破碎的高山区、冲沟雨裂特别密集的地区、特别复杂的石林、石峰地区等2.发达城市区,管线纵横交错,行人车辆密度高,严重影响正常作业的城市工矿区3.通视极困难,灌木林、高杆作物、森林覆盖面积在60%以上4.交通特别困难的悬崖陡壁,石林、石山较多地区,密集的带刺灌木林、多层植被密集区,极难通行的喀斯特区注:困难特征符合其中一条的,即可执行相应类别。(三)控制测量预算标准单位:元测量方法技术条件计量单位困难类别ⅠⅡⅢⅣⅤ导线测量一级导线km18522084236927733327二级导线km13021457165919402329水准测量二等km14721653188222012642三等km73782894211011326四等km371415472553662图根km187210236278332GPSC级网点475357776930901011142D级网点40954910589170729191E级网点33123973476857227439注:1.本标准用于不以测图为目的的控制测量。当工程远景需要明确控制面积大于测图正常布网的,测图范围以外的控制工作量可按本标准执行。2.有财政事业费拨款的项目承担单位,按本标准的66%执行。·3·二、地形测量(一)工作内容基本控制测量,图根测量,测图,计算,资料整理,绘图并提供100份以内印刷纸图。(二)困难类别困难类别特征说明同控制测量。(三)地形测量预算标准单位:元/km2比例尺困难类别ⅠⅡⅢⅣⅤ1:100004061528171279978149681:5000694590251218717021255321:200019444252783412847666714981:1000300293903652698737781106671:500442845756977715108803163207注:1.数字化测图,按本标准提高30%。2.采用航测方法时,本标准包括摄影资料费。3.地形图草测按本标准的65%计算。4.有财政事业费拨款的项目承担单位,按本标准的66%执行。·4·第二节制图一、地形图编绘(一)工作内容资料搜集,展点,拼贴,编绘,照相,填表,整饰,校验,印刷全过程。(二)困难类别困难类别特征说明Ⅰ1.地形平坦、等高线图形简单、土壤植被单一、符号简单的地区,或有大片沙漠、戈壁、草原、沼泽、森林的平坦地区2.有少量简单图形的居民地、线状地物稀少、有零星独立地物的地区,或有少量坎子、河流的大片水田地区Ⅱ1.平缓的丘陵区,山脚或居民地与线状地物稀疏、有少量独立地物或勘探工程的地区2.水网中有稀疏的河滩、沙地、沼泽或少量沙丘的平坦沙地或高原风蚀残丘区Ⅲ1.轮廓简单的街区及少量散列房屋的居民地,道路网中等密度,有少量路堤、路堑的丘陵地区2.地貌切割中等,有部分断崖雨裂,并有轮廓较简单的土壤、植被分布的中山区3.水网密度中等且有少量围堤、水工建筑物且有其它独立地物的平坦地区,或居民地、道路网较稠密的平坦地区4.中等密度的小沙丘地、多垄沙地、新月形沙地或海滩、沼泽、芦苇地区或勘探工程较多的山地或田坎较多的平地Ⅳ1.居民地面积较大的城镇和工矿区,独立地物较多、线状地物较密的地区2.地物切割剧烈,断崖、雨裂多,水系稠密的地区,或分布密集的沙丘、沙垄或新月形沙地的地区3.水网交错复杂、水工建筑细小且多,或有大量的河流叉道、牛轭湖及小湖泊、池塘密布的丘陵地区4.道路网发达、田坎稠密的丘陵地区或勘探工程密布的山地,或居民地、道路网稠密、沟渠呈网状分布的平坦地区·5·Ⅴ1.居民地、水系很密,道路
