1目录总则·····························································3项目部管理人员基本管理规定·······································4项目部管理人员分工表·············································6项目部考勤及作息制度·············································7项目部岗位责任制·················································9一.项目经理···················································9二.项目副经理·················································9三.项目技术负责人·············································9四.项目施工员·················································10五.项目质量检查员·············································10六.项目预算员·················································10七.项目材料员·················································11八.项目安全员·················································12九.项目资料员·················································13十.项目专署设备及水电管理人员·································13十一.项目仓库保管人员·······································14十二.项目财务人员···········································14十三.项目办公室人员·········································15办公室制度······················································16材料管理制度····················································18一.材料管理工作程序···········································18二.材料使用管理规定···········································20三.材料设备采购成本控制·······································22机具、设备管理制度···············································24一.机具、设备需求计划········································242二.机具、设备进场··············································24三.机具、设备的保管及使用······································24四.机具、设备的检查与维护·····································25五.机具设备的退场·············································25劳务用工管理制度··················································26一.通用劳务管理规定···········································26二.项目直属零工管理规定·······································27库房管理制度······················································28施工现场例会制度··················································29施工现场例会制度··················································29施工现场质量管理制度··············································30施工现场安全生产管理制度··········································34施工现场文明施工制度··············································35施工现场临时用电管理制度··········································36门卫管理制度······················································37治安保卫管理制度··················································38工地食堂卫生制度··················································39施工现场消防管理制度··············································40施工现场消防管理制度··············································41附表3总则为提高永华建筑公司的项目管理水平,着眼公司的长远发展,保证各项工作的健康、有序运行,确实做到“有章可循,违章必究”,特编制本管理制度;本规定适应项目部内部员工及与项目部有合同关系的所有人员;本制度为项目部基本的管理制度,各部门需根据各自部门的岗位职责,制定本部门详细的管理规定,并报总经理批准后实施;本制度原则上允许因工作水平原因造成工作失误,不允许为了个人利益对集体利益造成伤害,允许第一次犯错误,不允许第二次犯错误,杜绝第三次犯错误;项目部全体人员学习公司规章制度,甲方合同、分包合同、材料合同等,以及施工计划网络图、进度计划等,对整个工程状况做到心中有数;4项目部管理人员基本管理规定1、所有员工须严格遵守项目部制定的有关规章制度。2、严格遵守作息时间,提高工作效率,工作时间内不做与工作无关事宜。上班时间保持良好的工作状态,不把个人情绪带到工作中来,更不能以不佳的情绪对待同事和相关单位人员。3、做好自己的本职工作,认真履行自己的岗位职责,及时解决施工中存在的问题,不允许拖沓、敷衍了事,做到日事日清。4、管理人员在管理过程中应恪守良好的职业操守,不得徇私舞弊、吃拿卡要。此类现象一经发现,严惩不殆。所有员工有责任和义务维护项目部的利益。5、服从管理,领导安排的工作付诸行动,工作完成情况及时汇报。6、处理好公司内部、与业主、监理、各班组及相关人员之间的关系:7、公司各员工之间应当宽容大度,坦诚相待,团结协作,互帮互助,立志建立起一个温馨、和睦的大集体。8、对业主以及监理,应当做到不卑不亢,给对方以足够的尊重,理性处理,尽力与其搞好关系,尽最大努力保证公司的最大利益.9、进入工地的各施工班组为集体中的一员,应一视同仁,尽力为其提供最为周到的服务,对于其合理要求,力争克服一切困难给予解决,实在解决不了的应当向其说明原因。如若双方发生冲突,力争协商解决,坚决杜绝武力事件。10、严禁打架斗殴、酗酒,违反者视情节严重,一次罚款100~500元,相关费用直接从工资中扣除511、项目部财、物妥善保管,工具设备用完后及时入库。12、奖罚制度:为保证项目管理规范化、制度化,项目部将采取相应的奖惩措施。对于自觉维护项目利益者进行奖励,对于违章及损害项目利益者按相关规定进行处罚。13、绩效考核制度:为激发员工的工作热情,主动的开展工作,建立“能者多劳,多劳多得”的薪酬机制,项目部定期对员工的表现进行考核,考核结果与工资挂钩。14、所有员工,特别是年轻员工应积极学习,不断丰富自己、提高业务水平,尽快成为一名优秀的管理、技术人才。员工在工作过程中互相学习、取长补短,有经验老同志有义务帮代年轻员工。学习时间根据现场施工实际情况进行调整,原则上每周六晚上2小时学习时间.本规定适应项目内部所有员工。6项目部管理人员分工表序号姓名岗位职责联系电话1项目经理负责项目全面工作2项目副经理项目生产管理3技术负责人项目技术管理4预算员预算管理5土建施工员土建施工、资料填写等工作6质量员项目质量7材料员材料及后勤管理8机械设备员机械设备管理9财务管理人员项目部日常财务管理工作10办公室人员办公室工作11安全员现场安全、保卫12安装施工员安装施工、资料填写等工作13资料员资料报送与回复714库管员仓库管理备注:所有项目人员均有责任参与现场安全管理项目部考勤及作息制度1.为了加强项目部的规范化管理,保证工程的顺利进行,特制定本规定如下:项目部内部管理人员考勤由项目经理负责,签字核实后,交由财务存档,作为员工当月工资结算的依据,并纳入员工考核体系。(考勤表-附件1)。2.作息时间作息时间表83.请假制度:原则上不允许无故请假,不请假私自外出者罚款50元并通报批评。确实需要请假外出者,须填写相关请假表格,说明外出办事地点、时间、内容,报项目经理批准。4.迟到、早退处罚规定无正当理由推迟上班或提前下班的;五分钟以内为迟到或早退,超过五分钟的,按旷工处理;迟到或早退一次罚款20元;一个月迟到或早退5次者,追加旷工一天;5.旷工无故离开工作岗位2小时为旷工;旷工一天扣罚两天基本工资;连续旷工超过三天作自动离职处理;项目部岗位责任制为规范项目管理,做到分工明确,责任到人特制定本制度,望项目部员工认真履行好自己的岗位职责。各岗位职责如下:一、项目经理1.认真贯彻国家有关政策方针、法规及公司制定的各项规章制度维护企业及员工的利益,确保工程建设合法有序。2.编制总进度计划、网络计划大纲、质量大纲及施工组织设计大纲,经批准后不断采取预防纠正措施,在实施过程中确保符合要求。3.负责项目的各项管理策划,建立并完善项目各项管理体系,明确项目管理人员的职责,保证公司管理方针和项目管理目标的实现对承建项目的实施全面负责。94.主持项目工作会议,及时评审、研讨工程进展状况,处理业主、监理、质检、设计等部门的重要信函,协调各方关系。5.科学管理进入项目的人、财、物资源,组织好人力、物力、和机械设备的调配与供应,及时解决工程中出现的主要问题6.调度、协调好参加施工的各分承包方,使之有序合理的进行工作,负责对分承包方进行监督和评审。7.作为项目部质量安全第一责任人,严格按国家有关质量、安全检查标准组织施工,杜绝重大质量、安全事故发生。8.负责项目管理人员的考核,制定并落实奖罚措施。9.定期向公司有关部门汇报工作。二、项目副经理1.协助项目经理做好项目部日常生产、管理以及安全管理工作;2.做好项目部团队建设;三、项目技术负责人1.全面负责项目部的技术管理工作,组织施工管理人员按图纸、施工规范、操作规程、质检标准及有关技术文件进行施工管理;2.组织编制项目总、月、周计划、施工组织设计、施工方案、图纸会审、技术交底等工作;3.深入施工现场指导施工,对进度、安全、质量等进行督促和监督,确保计划落实;4.组织材料计划、机具设备计划的编制;5.主持主要分部分项工程的质量检查和质量分析会议,及时解决工程中发现的问题,负责一般质量事故的处理,避免出现大的质量事故;6.定期主
