1分类号学校代码10495ＵＤＣ密级公开硕士学位论文提升民警沟通能力5W1H培训项目的探索与实践研究作者姓名：学号：指导教师：学科门类：管理学专业：工商管理研究方向：人力资源管理完成日期：二零一六年三月2WuhanTextileUniversityM.E.DissertationStudyon5W1HtrainingprojectforimprovingthecommunicationcapabilityofpoliceCandidate：Supervisor：Time:Mar20163独创性声明本人郑重声明：所呈交的学位论文，是本人在导师的指导下，独立进行研究工作所取得的成果。除文中已经注明引用的内容外，本论文不包含任何其他个人或集体已经发表或撰写过的作品成果。对本文的研究作出重要贡献的个人和集体，均已在文中以明确方式标明。本人完全意识到本声明的法律结果由本人承担。学位论文作者签名：签字日期：年月日学位论文版权使用授权书本学位论文作者完全了解武汉纺织大学有关保留、使用学位论文的规定。特授权武汉纺织大学可以将学位论文的全部或部分内容编入有关数据库进行检索，并采用影印、缩印或扫描等复制手段保存、汇编以供查阅和借阅。同意学校向国家有关部门或机构送交论文的复印件和磁盘。（保密的学位论文在解密后适用本授权说明）学位论文作者签名：导师签名：签字日期：年月日签字日期：年月日4摘要随着我国经济发展水平不断提高，社会文明的不断发展，同时基尼系数不断减少，广大人民群众对法治文明的要求越来越高。党的十八大以来，我国的法治文明程度在提高，提倡重视社会治理，提出了顶层设计、五位一体治理和绿色GDP等理念。但是在城市发展过程中，调整当地经济产业布局、城市建设规划布局时，免不了产生人民群众的自身利益和城市发展之间的矛盾。民警往往行使着维护社会稳定、处置复杂矛盾的第一线。在近年来出现的强拆、涉众型经济案件等引发的群体性事件的同时，又发生了多起民警执法受袭事件等等，而且此类事件的发生具有突发性和较大的社会影响力。此外，群众对民警的执法、管理和服务要求日益增加，警民关系产生的问题也越来越多。自媒体时代的受热追捧，网络传播的即时性随时可能引起“蝴蝶效应”的产生。正如案件的片面化虚假化负面报道，足以毁掉民警长期以来努力在人民群众中建立起来的良好形象。针对这些问题，本文基于改善警民关系，以群众工作为基础，以问题为导向，深挖警民关系现状产生的原因，采取切实可行的措施，通过5W1H培训项目的探索实践和研究，同时结合了学习理论、人力资本理论以及学习型组织理论，建立民警的沟通能力培训工作，实现民警沟通能力的提升，构建和谐警民关系，对新时期警民关系的构建有着重大而积极的现实意义。本文通过对近年来国内国际民警沟通能力的研究现状，借鉴国内外的研究成果，结合自身实际工作经验，通过对一线民警的培训前调查走访、数据统计分析、掌握警民关系的现状与存在问题、剖析存在问题的原因及民警对沟通的需要等汇总数据，把MBA课程中关于管理沟通的要素和管理沟通的知识，引入民警沟通能力培训的系统中，通过各种情境下对5W1H培训项目展开培训模型的设计，用视频记录已生成案例的全过程，并进行回放、分析和总结。对5W1H培训项目培训后民警沟通能力的变化，与群众沟通的主动性、沟通的顺利程度及沟通对象的反应等方面进行回访、评估，再通过研究大量的相关文献进行佐证，对提高民警群众沟通能力进行研究。通过5W1H培训项目在江干区公安分局实践，对民警在各种执法执勤等警务活动中的沟通有针对性开展培训，有效提升民警与群众之间的沟通能力，对5W1H培训项目进行探索实践和绩效评估，对破解如何加强警民关系的难题具有较强的现实意5义。关键词：民警沟通能力培训5W1H项目6AbstractAlongwiththecontinualdevelopmentofChina’seconomyandsocialcivilization,theGinicoefficienthasbeengrowingandpeople’sexpectationfortheruleoflawbecomesmoreandmoreurgent.Sincethe18thCPCNationalCongress,thelevelofrulingbylawhasbeenrisingandmoreemphasisisputonthesocialgovernance,ideassuchasthetop-leveldesign,five-in-oneadministrationmodeandgreenGDPetc.havebeenraised.However,inthisurbanizationprocess,conflictsbetweentheinterestsofpeopleandurbandevelopmentarealmostinevitableinadjustingthelocaleconomicandindustrylayoutsandurbanconstructionplans.Policemenarealwaysinthefrontlineofmaintainingsocialstabilityanddealingwithcomplexconflicts.Whengroupeventstriggeredbyforceddemolitionsandpubliceconomiccasesoccurredinrecentyears,multipleeventsofattackingpoliceandobstructinglawenforcementshappenedandoftenfeaturedabruptnessandenormoussocialinfluences.What’smore,people’sexpectationforgoodlawenforcements,administrationandservicesofpolicewasincreasing,whilemoreproblemsrelatedtopolice-peoplerelationshipemerged.Theattentiondrawnfromthewemediaandtheinstantaneityofnetworkcommunicationcouldeasilybringaboutthe“butterflyeffect”.Somepejorativenegativereportsweresufficienttodestroythegoodimagebuildupthroughlong-termendeavorsofpolice.Toaddresstheseproblems,weexploreddeepdowntherootsofpolice-peoplerelationshipaimingtoimprovetherelationshipandmasswork,orientedbyproblemsandadoptedpracticalmeasures.Throughthepracticeandstudyof5W1Htrainingprograms,thecommunicationskillsofpolicemencouldbeimprovedandanewtypeofharmonyrelationshipcouldbeachieved.Ithasgreatandactivepracticalsignificancetoconstructthenewpolice-peoplerelationshipinnewtimes.Ourstudyinvestigatedthecurrentsituationsofcommunicationskillsofpolicemenathomeandabroad,referredtotheresearchresultsathomeandabroad,combinedthepracticalexperienceofourselves,andthusgraspedthecurrentsituationandproblemsexistingintherelationship,analyzedthereasonsforthemandneedsforimprovingcommunicationskills,withmethodsofinvestigationandvisitsbeforetraining,andstatisticalanalysisofdata.ThestudyalsoincorporatedtheelementsandknowledgeofMBAcoursesaboutcommunicationmanagementwiththetrainingprogramsofpolicemenforcommunicationskills,designedthemodelsof5W1Htrainingprogramsindifferentscenarios,videorecordedthewholeprocessesofmaturecasesandplayedthemback,analyzedandconcluded.Thechangesofcommunicationskills,initiativesofpolicemento7communicatewithpeople,thesmoothnessandresponsesofthecommunicationobjectswereallevaluatedandverifiedwithsubstantialdocumentstostudyhowtoimprovecommunicationskillsofpolicemenwithpeople.Throughthepracticeof5W1HtrainingprogramsinthePoliceBranchBureauofJiangganDistrictandthespecifictrainingsessionstowardsthelawenforcementsofpolicemen,thecommunicationskillsofpolicemenwithpeopleweregreatlyimproved.Andithasgreatpracticalsignificanceforexploringthe5W1Htrainingprograms,performanceevaluationandsolutionstoeasethepolice-peopletenseness.KeyWords:Policemen,CommunicationSkills,Training,5W1Hprogram8目录1绪论...............................................................................................................................................11.1研究背景...........................................................................................................................11.2研究目的与意义...............................................................................................................21.3研究内容与方法..................................................................................
