Issue1411Standard1.5.3STANDARD1.5.3IRRADIATIONOFFOODPurposeThisStandardprohibitsirradiationoffoodunlessanexpresspermissionisgiven.AllpermissionsintheStandardaresubjecttodosagerequirements,andonlyapplywhereirradiationisundertakenforapermittedpurpose.Irradiationoffoodsmustbecarriedoutinfacilitiesthatareappropriatelylicensedandregisteredforthepurposeofirradiation.TherearevariousState,Territory,Commonwealth,NewZealandandInternationallawsgoverningradiationcontrol,andtheoperationofirradiationfacilities.OtherrelevantCodesofPracticesuchastheCodexAlimentariusGeneralStandardforIrradiatedFoods1983,anditsassociatedCodeofPracticefortheOperationofIrradiationFacilitiesUsedfortheTreatmentofFoods,alsoapplytoirradiationprocesses.TableofProvisions1.Definitions2.Generalprohibitiononirradiationoffood3.Permittedsourcesofradiation4.Foodspermittedtobeirradiated5.Permissiontoirradiate6.Labelling7.RecordkeepingClauses1DefinitionsInthisStandard–irradiationmeanstheprocessingoffoodbysubjectingittotheactionofionisingradiation,butdoesnotincludeionisingradiationimpartedtofoodbymeasuringorinspectioninstruments,and‘irradiate’and‘irradiated’havecorrespondingmeanings.2GeneralprohibitiononirradiationoffoodFoodmustnotbeirradiatedunlessthereisaspecificpermissioninthisStandardtoirradiatethefood.3PermittedsourcesofradiationWherethisStandardpermitsafoodtobeirradiated,theionisingradiationmustbeeither–(a)gammaraysfromtheradionuclidecobalt60;or(b)X-raysgeneratedbyorfrommachinesourcesoperatedatanenergylevelnotexceeding5megaelectronvolts;or(c)electronsgeneratedbyorfrommachinesourcesoperatedatanenergylevelnotexceeding10megaelectronvolts.4FoodspermittedtobeirradiatedAfoodlistedincolumn1oftheTabletothisclausemaybeirradiated,providedthat–(a)irradiationisonlycarriedoutforapurposeorpurposeslistedincolumn3oftheTabletothisclause;andFederalRegisterofLegislativeInstrumentsF2013C00303Issue1412Standard1.5.3(b)theabsorbeddoseofradiationisnotbelowtheminimumdosevalueorabovethemaximumdosevaluespecifiedincolumn2oftheTabletothisclause.Tabletoclause4Column1Column2Column3FoodMinimumandMaximumDose(kGy)PurposeBreadfruitCapsicumCarambolaCustardappleLonganLitchiMangoMangosteenPapaya(Pawpaw)PersimmonRambutanTomatoMinimum:150GyMaximum:1kGyPestdisinfestationforaphytosanitaryobjective.HerbsandspicesasdescribedinSchedule4toStandard1.4.2Herbalinfusions–fresh,driedorfermentedleaves,flowersandotherpartsofplantsusedtomakebeverages,excludingteaMinimum:noneMaximum:6kGyControlofsproutingandpestdisinfestation,includingcontrolofweeds.HerbsandspicesasdescribedinSchedule4toStandard1.4.2Minimum:2kGyMaximum:30kGyBacterialdecontamination.Herbalinfusions–fresh,driedorfermentedleaves,flowersandotherpartsofplantsusedtomakebeverages,excludingteaMinimum:2kGyMaximum:10kGyBacterialdecontamination.5Permissiontoirradiate(1)Apermissiontoirradiateafoodisnotapermissiontoirradiatethefoodmorethanonce.(2)However,subclause(1)doesnotprohibittheirradiationofafood–(a)whichispreparedfrommaterialsthathavebeenirradiatedatlevelsnotexceedinginanycase1kGy;or(b)whichcontainslessthan50g/kgofirradiatedingredients;or(c)wheretherequiredfulldoseofionisingradiationisappliedtothefoodindivideddosesforaspecifictechnologicalreason.6Labelling(1)Thelabelonapackageofirradiatedfoodmustincludeastatementtotheeffectthattheirradiatedfoodhasbeentreatedwithionisingradiation.Examples:‘TREATEDWITHIONISINGRADIATION’‘IRRADIATED(nameoffood)’FederalRegisterofLegislativeInstrumentsF2013C00303Issue1413Standard1.5.3(2)Thelabelonapackageoffoodcontaininganirradiatedfoodasaningredientorcomponent,mustincludeastatementthattheingredientorcomponenthasbeentreatedwithionisingradiation,eitheraspartofthedeclarationofthatingredientorcomponentinaningredientlistorelsewhereonthelabel.(3)Whereanirradiatedfood,orafoodcontaininganirradiatedfoodasaningredientorcomponent,isnotrequiredtobearalabelpursuanttoclause2(1)ofStandard1.2.1,theremustbedisplayedonorinconnectionwiththedisplayofthefoodastatementthatthefoodhasbeentreatedwithionisingradiation,orthatitcontainsaningredientorcomponentthathasbeentreatedwithionisingradiation,asthecasemaybe.7Recordkeeping(1)Recordsmustbekeptatafacilitywherefoodisirradiatedinrelationto–(a)thenatureandqualityofthefoodtreated;and(b)lotidentification;and(c)theminimumdurablelifeofthefoodtreated;and(d)theprocessused;and(e)compliancewiththeprocessused;and(f)theminimumandmaximumdoseabsorbedbythefood;and(g)anindicationwhetherornottheproducthasbeenirradiatedpreviouslyandifso,detailsofsuchtreatment;and(h)dateofirradiation.(2)Therecordsrequiredtobekeptbysubclause(1)mustbekeptforaperiodoftimethatexceedstheminimumdurablelifeoftheirradiatedfoodby1year.FederalRegisterofLegislativeInstrumentsF2013C00303Issue1414Standard1.5.3{THISPAGEINTENTIONALLYLEFTBLANK}FederalRegisterofLegislativeInstrumentsF2013C00303
