RegulatoryguidesareissuedtodescribeandmakeavailabletothepublicsuchinformationasmethodsacceptabletotheNRCstaffforimplementingspecificpartsoftheNRC’sregulations,techniquesusedbythestaffinevaluatingspecificproblemsorpostulatedaccidents,anddataneededbytheNRCstaffinitsreviewofapplicationsforpermitsandlicenses.Regulatoryguidesarenotsubstitutesforregulations,andcompliancewiththemisnotrequired.MethodsandsolutionsdifferentfromthosesetoutintheguideswillbeacceptableiftheyprovideabasisforthefindingsrequisitetotheissuanceorcontinuanceofapermitorlicensebytheCommission.Thisguidewasissuedafterconsiderationofcommentsreceivedfromthepublic.Commentsandsuggestionsforimprovementsintheseguidesareencouragedatalltimes,andguideswillberevised,asappropriate,toaccommodatecommentsandtoreflectnewinformationorexperience.WrittencommentsmaybesubmittedtotheRulesandDirectivesBranch,ADM,U.S.NuclearRegulatoryCommission,Washington,DC20555-0001.Regulatoryguidesareissuedintenbroaddivisions:1,PowerReactors;2,ResearchandTestReactors;3,FuelsandMaterialsFacilities;4,EnvironmentalandSiting;5,MaterialsandPlantProtection;6,Products;7,Transportation;8,OccupationalHealth;9,AntitrustandFinancialReview;and10,General.Singlecopiesofregulatoryguides(whichmaybereproduced)maybeobtainedfreeofchargebywritingtheDistributionServicesSection,U.S.NuclearRegulatoryCommission,Washington,DC20555-0001,orbyfaxto(301)415-2289,orbyemailtoDISTRIBUTION@NRC.GOV.ElectroniccopiesofthisguideandotherrecentlyissuedguidesareavailableatNRC’shomepageat(DraftwasissuedasDG-1079)CRITERIAFORPOWERSYSTEMSFORNUCLEARPOWERPLANTSA.INTRODUCTIONGeneralDesignCriterion17,“ElectricPowerSystems,”ofAppendixA,“GeneralDesignCriteriaforNuclearPowerPlants,“to10CFRPart50,“DomesticLicensingofProductionandUtilizationFacilities,”requiresanonsiteelectricpowersystemandanoffsiteelectricpowersystemtobeprovidedtopermitfunctioningofcertainstructures,systems,andcomponents.Inaddition,GeneralDesignCriterion18,“InspectionandTestingofElectricPowerSystems,”ofAppendixAto10CFRPart50specifiesrequirementsforperiodicinspection,testing,andtestabilityofelectricpowersystems.ThisregulatoryguidedescribesamethodacceptabletotheNRCstaffforcomplyingwiththeNRC’sregulationsforthedesign,operation,andtestingofelectricpowersystemsinnuclearpowerplants.Specifically,itprovidesguidanceformeetingtheGeneralDesignCriteriaforthesafety-relatedportionsofsystemsandequipmentinthealternatingcurrentpowersystems,directcurrentpowersystems,andinstrumentationandcontrolpowersystems.Theinformationcollectionscontainedinthisregulatoryguidearecoveredbytherequirementsof10CFRPart50,whichwereapprovedbytheOfficeofManagementandBudget(OMB),approvalnumber3150-0011.TheNRCmaynotconductorsponsor,andapersonisnotrequiredtorespondto,arequestforinformationoraninformationcollectionrequirementunlesstherequestingdocumentdisplaysacurrentlyvalidOMBcontrolnumber.*IEEEstandardsmaybepurchasedfromtheIEEEServiceCenter,445HoesLane,Piscataway,NJ08855.1.32-2B.DISCUSSIONIEEEStd.308-2001,“CriteriaforClass1EPowerSystemsforNuclearPowerGeneratingStations,”*waspreparedbyWorkingGroup4.1ofSubcommittee4,“AuxiliaryPower,”ofIEEENuclearPowerEngineeringCommitteeandwasapprovedbytheIEEEStandardsBoardonDecember6,2001.Thisstandardprovidesguidanceonthedesignofnuclearpowerplantelectricalpowersystemsthatarespecificallyrelatedtoprotectionofthehealthandsafetyofthepublic.Themajorroleofthesafety-relatedpowersystemistoprovideelectricpowertothereactortripsystem,engineeredsafetyfeatures,andauxiliarysupportingfeatures;therefore,thesafety-relatedpowersystemisanauxiliarysupportingfeature.Thesafety-relatedpowersystemismorecomplexthanotherauxiliarysupportingfeatures;itcanprovidepowertobothsafety-relatedandnon-safety-relatedloads.IEEEStd.308-2001provides(1)theprincipaldesigncriteriaandthedesignfeaturesforthesafety-relatedpowersystemsthatenablethesystemstomeettheirfunctionalrequirementsundertheconditionsproducedbythepostulateddesignbasisevents,(2)methodsfortestsandsurveillanceofthesafety-relatedpowersystems,(3)criteriaforsharingsafety-relatedpowersystemsinmulti-unitnuclearpowerplants,and(4)provisionsfordocumentationofthesafety-relatedpowersystems.Section7.1ofIEEEStd.308-2001statesthatsharedClass1E(safety-related)powersystemsarepermissibleinmulti-unitstationsprovidedcertainrigorousconditionsforsharingaremet.However,RegulatoryGuide1.81,“SharedEmergencyandShutdownElectricSystemsforMulti-UnitNuclearPowerPlants,”statesthatdcpowersystemsinmulti-unitnuclearpowerplantsshouldnotbeshared.Sharingofdcpowersystemsandtheirinteractionsbetweenunitscouldcompromisesafeshutdown.Rather,independentdcpowersystemsforeachunitofmulti-unitstationshavethefollowingadvantages:(1)theyaresimple;(2)theyprovideoverallexcellence;(3)theyarelesspronetoerrorandthusprovideoverallreliability;and(4)theyinvolvesimplifiedmaintenanceandoperation.Inadvancedreactors,suchasAP600/AP1000orSWR1000designs,dcpowersys
