,-U.S.ATOMICENERGYCOMMISSIONREGULATORYGUI#DIRECTORATEOFREGULATORYSTANDARDSREGULATORYGUIDE1.41PREOPERATIONALTESTINGOFREDUNDANTON-SITEELECTRICPOWERSYSTEMSTOVERIFYPROPERLOADGROUPASSIGNMENTSA.INTRODUCTIONGeneralDesignCriterion1,QualityStandardsaiRecords,ofAppendixAto10CFRPart50,GeneiDesigu'CriteriaforNuclearPowerPlants,requiresthstructires,systems,andcomponentsimportanttosafebetestedtoqualitystandardscommensuratewitht]importanceofthesafetyfunctionstobeperformeCriterionXl,TestControl,ofAppendixBto10CFPart50,QualityAssuranceCriteriaforNuclearPowPlantsandFuelReprocessingPlants,requiresthatateprogrambeestablishedtoassurethatalltestingrequiritodemonstratethatstructures,systems,ajcomponentswillperformsatisfactorilyinserviceidentifiedandperformed.Foron-siteemergencypowsystemsdesignedinaccordancewithRegulatoryGuid1.6and1.32(SafetyGuides6and32)thisgui4describesanacceptablemethodofcomplyingwithtlCommission'sregulationswithrespecttoverifyingtlproperassignmentsofredundantloadgroupstotirelatedon-sitepowersources.TheAdvisoryCommitt,onReactorSafeguardshasbeenconsultedconcerniithisguideandhasconcurredintheRegulatorypositioB.DISCUSSIONAnon-siteelectricpowersystemdesignedaccordancewithRegulatoryGuides1.6and1.32(SafeiGuides6and32)willconsistofredundantpowsourcesandloadgroupsthatareindependentofeacother.Suchadesignwillconformtotheprovisions4Section5.2.2(5)ofIEEEStd308-1971.'Sectic5.2.2(5)states:AuxiliarydevicesthatarerequiredIoperatedependentequipmentshallbesuppliedfromrelatedbussectiontopreventthelossofelectricpowiIIEEEStd308-1971,CriteriaforClassIEElectricSysteiforNuclearPowerGeneratingStations.CopiesmaybeobtainfromtheInstituteofElectricalandElectronicsEngineeUnitedEngineeringCenter,345East47thStreet,NewYoiN.Y.10017.inoneloadgroupfromcausingthelossofequipmentinanotherloadgroup.TheindependenceamongAdredundanton-sitepowersourcesandtheirloadgroups.alshouldbesuchthatthesuccessfuloperationofanyatpowersourceanditsloadgroupisinnowayaffectedbytythepartialorcompletefailureofanyotherpowersourceheanditsloadgroup.d.'RSincethereliabilityofanon-sitepowersystemoferthekinddiscussedinthisguideispredicatedonthe.stexistenceofthisindependence,asuitablepreoperational-dtesttodetectanylackofindependenceshouldbeidperformed.Asaminimum,asuitabletestshouldassureisthateachredundanton-sitepowersourceanditsloadergroupcanfunctionwithoutanydependenceuponanyesotherredundantloadgrouporportionthereof.dehelieC.REGULATORYPOSITIONheDeAspartoftheinitialpreoperationaltestingprogram,nigandalsoaftermajormodificationsorrepairstoan.facility,thoseon-siteelectricpowersystemsdesignedinaccordancewithRegulatoryGuides1.6and1.32(SafetyGuides6and32)shouldbetestedasfollowstoverifytheexistenceofindependenceamongredundanton-siteinpowersourcesandtheirloadgroups.ty1.Theplantelectricpowerdistributionsystem,ernotnecessarilyincludingtheswitchyardandthestartup:handauxiliarytransformers,shouldbeisolatedfromtheofoff-sitetransmissionnetwork.Preferably,thisisolationinshouldbeeffectedbydirectactuationofthe.0undervoltage-sensingrelayswithintheon-sitesystem.a2.UndertheconditionsofC.1.above,theon-siteerelectricpowersystemshouldbefunctionallytestedsuccessivelyinthevariouspossiblecombinationsofnspowersourcesandloadgroupswithalld-candon-siteeda-cpowersourcesforoneloadgroupatatimers,completelydisconnected.Eachtestshouldinclude*k,injectionofsimulatedaccidentsignals,startupoftheUSAECREGULATORYGUIDESCopiesofpublishedguidesnmybeobtainedbyrequestindicatingthedivisionsdesiredtotheUS.AtomicEnergyCommission,Washington,D.C.20645,RegulatoryGuidesarissuedtodescribeandmakeavailabletothepublicAttention:DirectorofRegulatoryStendards.CommentsandsUggestionsformethodsamccptabletotheAECRegulatorystaffofimplementingspecificpartsofImprovementsintheeguidesaencouragedendshouldbesenttotheSecretarytheCommission'sregulations,todelineatetechniquesusedbythestaffinoftheCommission.US.AtomicEnergyCommission,Washington,D.C.20645,evluatingspedficproblemsorpostulatedaccidents,ortoprovideguidancetoAttention:Chief,PublicProceedingsStaff.applicants.RegulatoryGuidesarenotsubstitutesforregulationsandcompliancewiththemisnotrequired.MethodsandsolutionsdifferentfromthosesetoutinTheguidesareissuedinthefollowingtanbroaddivisions:theguideswillbeacceptableiftheyprovideabasisforthefindingsrequisitetotheissuanceorcontinuanceofapermitorlicensebytheCommission.1.PowerReactors6.Products2.ResearchandTestReactors7.Transportation3.FuelsandMaterialsFacilities8.OccupalionalHealthPulloedguideswillberevisedperiodically,asappropriate,toaccommodate4.EnvironmentalandSiting9.AntitrustReviewcoronstandtoreflectnewinformationorexperience.5.MaterialsandPlantProtection10.General3/16/73DEon-sitepowersource(s)andloadgroup(s)undertest,sequencingofloads,andthefunctionalperformanceoftheloads.Eachtestshouldbeofsufficientdurationtoachievestableoperatingconditionsandthuspermittheonsetanddetectionofadverseconditionswhichcouldresultfromimproperassignmentofloads,e.g.,thelackofforcedcoolingofavitaldevice.3.Duringeachtest,thed-candon-sitea-cbusesandrelatedloadsnotundertestshoul
