U.S.NUCLEARREGULATORYCOMMISSIONMarch2009Revision2REGULATORYGUIDEOFFICEOFNUCLEARREGULATORYRESEARCHTheNRCissuesregulatoryguidestodescribeandmakeavailabletothepublicmethodsthattheNRCstaffconsidersacceptableforuseinimplementingspecificpartsoftheagency’sregulations,techniquesthatthestaffusesinevaluatingspecificproblemsorpostulatedaccidents,anddatathatthestaffneedsinreviewingapplicationsforpermitsandlicenses.Regulatoryguidesarenotsubstitutesforregulations,andcompliancewiththemisnotrequired.MethodsandsolutionsthatdifferfromthosesetforthinregulatoryguideswillbedeemedacceptableiftheyprovideabasisforthefindingsrequiredfortheissuanceorcontinuanceofapermitorlicensebytheCommission.Thisguidewasissuedafterconsiderationofcommentsreceivedfromthepublic.Regulatoryguidesareissuedin10broaddivisions—1,PowerReactors;2,ResearchandTestReactors;3,FuelsandMaterialsFacilities;4,EnvironmentalandSiting;5,MaterialsandPlantProtection;6,Products;7,Transportation;8,OccupationalHealth;9,AntitrustandFinancialReview;and10,General.ElectroniccopiesofthisguideandotherrecentlyissuedguidesareavailablethroughtheNRC’spublicWebsiteundertheRegulatoryGuidesdocumentcollectionoftheNRC’sElectronicReadingRoomat’sAgencywideDocumentsAccessandManagementSystem(ADAMS)at(DraftwasissuedasDG-1198,datedMay2008)PHYSICALMODELSFORDESIGNANDOPERATIONOFHYDRAULICSTRUCTURESANDSYSTEMSFORNUCLEARPOWERPLANTSA.INTRODUCTIONThisguidedescribesthedetailanddocumentationofdataandstudiesthatanapplicantshouldincludeinthepreliminaryand/orfinalsafetyanalysisreport(PSAR/FSAR)tosupporttheuseofphysicalhydraulicmodeltestingforpredictingtheperformanceofhydraulicstructuresandsystemsfornuclearpowerplantsthatareimportanttosafety.Hydraulicstructuresaredefinedasanythingthatcanbeusedtodivert,restrict,stop,orotherwisemanagethenaturalflowofwater.Theregulatorypositionofthisguideisapplicableonlytophysicalmodelsusedtopredicttheactionorinteractionofsurfacewaterswithfeatureslocatedoutsidethecontainment.Therecommendationsofthisguidedonotapplytointernalplantsystemsorstructures.Title10,Paragraph50.34(a)(3)(ii),oftheCodeofFederalRegulations(10CFR50.34(a)(3)(ii))requiresthatthePSARincludeinformationonthedesignbasesofthefacilityandtherelationofthedesignbasestotheprincipaldesigncriteria.Inpart,10CFR50.34(a)(4)requiresapreliminaryanalysisoftheadequacyofstructures,systems,andcomponentsprovidedforthepreventionofaccidentsandthemitigationoftheconsequencesofaccidents.Additionally,10CFR52.47(a)and10CFR52.79describetherequiredtechnicalcontentofthefinalsafetyanalysisreport(FSAR)thatmustaccompanyapplicationsforearlysitepermits,standarddesigncertifications,andcombinedlicensesfornuclearpowerplants.Thisregulatoryguidecontainsinformationcollectionrequirementscoveredby10CFRParts50and52thattheOfficeofManagementandBudget(OMB)approvedunderOMBcontrolnumbers3150-0011and3150-0151respectively.TheNRCmayneitherconductnorsponsor,andapersonisnotRev.2ofRG1.125,Page2requiredtorespondto,aninformationcollectionrequestorrequirementunlesstherequestingdocumentdisplaysacurrentlyvalidOMBcontrolnumber.B.DISCUSSIONPhysicalhydraulicmodelsareoftenusedtopredictprototypeperformanceindesigningandrehabilitatinghydraulicstructures.Thephysicalmodelingstudiesultimatelyincreasethesafetyofthehydraulicstructuresbyidentifyingandeliminatingpotentialproblems,thusreducingconstructionandmaintenancecosts.Theyareparticularlyusefulwherehydraulicstructuresandsystemsareofunusualdesignorconfigurationandhydraulicparameterscannotbeadequatelyevaluatedbystate-of-the-artanalyticalorcomputationalmethods.Furthermore,physicalmodelswillincorporatetheappropriategoverningequationswithoutthesimplifyingassumptionsthatareoftennecessaryinanalyticalornumericalmodels.Physicalhydraulicmodelsmayalsobeusedtoestablishconservativeandreasonabledesignoroperatingbasesforsites,structures,orsystemsinvolvingthermalanderosionalproblems.Examplesoftypesofphysicalmodelingstudiesofhydraulicstructuresandsystemsfornuclearpowerplantsinclude,butarenotconfinedto,thefollowing:•intakestructuresandpumpimpellerflowcharacteristics,•dischargestructures,•energyandwavedissipationstructures,•spillwayandtailwaterratingsfordams(waterlevelanddischargerelations),•releaseofwaterresultingfromdamfailures,•wavepropagationandrunuponacoastalstructure,includingtsunamieffects,•stabilityofstructurewhenexposedtowavesandprotectionfromwaves,•erosionanddepositioninstreamsandotherwaterbodiesandprotectionfromtheseprocesses,•flowpatternsanddispersionanddissipationofheatedorcontaminatedeffluentsinreceivingwaterbodies,•heatdissipationinreceivingwaterbodies,•responseofmooredfloatingbodiestoincidentwavesystems,and•responseofharborstowaves.TheapplicantshouldincorporatetheinformationdescribedintheregulatorypositioninthePSAR/FSARasrequired.However,thestaffrecognizesthatitwillnotalwaysbepossibletoincorporatesuchinformationintheinitialapplicationforareactorlicense,sincestudiesofthistypemaynotbeundert
