-1-兰州新区宗家梁(棚改)安置房(一标段)项目多塔作业防碰撞方案编制:审核:批准:中铁二十局集团兰州新区宗家梁(棚改)安置房工程项目二〇一六年五月五日-2-目录第一节编制说明及编制依据···················································1一、编制说明··································································1二、编制依据··································································1第二节工程概况··································································1第三节多塔作业的要点·························································2一、塔吊布置及规范·························································2二、多塔工作特点····························································3三、危险源分析及对应安全措施··········································3四、安全技术措施····························································4五、塔司及信号工的基本要求·············································5六、作业具体规定····························································6七、多塔运行的控制·························································7八、设备日常检查及维修保养·············································8第四节管理措施及职责·························································9一、项目部塔机运行岗位职责·············································9二、安装单位的安全管理职责···········································10三、建立附着升节审批制度··············································11四、塔吊管理································································11五、特种作业人员管理····················································11六、作业中应遵守的规定:··············································12七、组织管理································································12第五节恶劣气候条件施工····················································13第六节安全事故应急预案····················································14一、目的······································································14二、应急预案施救项目的具体施救方法·······························15三、应急准备································································16四、应急响应································································17第七节附图······································································18-3-一、《塔吊平面布置图》·················································18二、《塔吊立面布置图》·················································18兰州新区宗家梁(棚改)一标段项目经理部多塔作业防碰撞方案-1-第一节编制说明及编制依据一、编制说明此方案为我单位的地车库、商业及主体结构,塔吊施工阶段制定的多塔作业防碰撞方案,在实际使用和塔吊顶升时,除了考虑单塔作业时的各种事项外,还应积极与临近塔吊联系、协调,着重注意群塔作业的相互协调、配合,合理安排好塔吊的作业,确保安全。所有塔吊的安装、运行、拆卸以及顶升必须向政府主管部门备案,取得许可后方可实施。二、编制依据1、《特种设备安全监察条例》((2009修正)国务院令第549号);2、《建筑起重机械安全监督管理规定》(中华人民共和国建设部令第166号;3、《起重机械安全监察规定》(国家质量监督检验检疫总局令第92号);4、《建筑机械使用安全技术规程》JGJ33-2001;5、《塔式起重机安全规程》GB5144-2006;6、《建筑施工安全检查标准》JGJ59-2011;7、《起重机械安全规程》GB6067;8、现场的施工平面布置图和施工组织设计;9、兰州新区宗家梁(棚改)安置房设计图纸;10、塔吊使用说明书。第二节工程概况兰州新区宗家梁(棚改)安置房项目部一标段,本工程由新区城投房地产开发有限公司兴建,由中国市政西北设计研究院有限公司设计,监理单位为甘肃三轮建设项目管理公司,由中铁二十局集团承建,本工程位于兰州市新区纬九路以南,纬十一路以北,经三路以东,经三支路以西区域。本工程由1#、2#、3#、4#楼、商业区及地下车库组成,建筑面积85360.29兰州新区宗家梁(棚改)一标段项目经理部多塔作业防碰撞方案-2-㎡,1#楼建筑主楼部分,为地下2层,地上17层现浇钢筋混凝土剪力墙结构,其中,-2层为甲类核5及人防,层高4.5m,-1层为管道夹层,层高2.1m。一层商业为4.5m,2-4层为商业,层高4.2m,5-17层为住宅,层高均为2.9m。2#、3#、4#主楼部分:地下2层,其中-1层为管道夹层,结构层高为2.1m,-2层平时为丙类库房,地上1-16轴线为18层住宅,17-32轴线为17层,其中1-2层为商业,层高分别为4.5m、4.2m;3层以上为住宅,层高2.9m,主楼部分采用现浇钢筋混凝土剪力墙结构,主楼高度52.5m。裙楼部分为二层商业,层高分别为4.5m、4.2m。采用全现浇钢筋混凝土框架结构,裙房总高度为9m。裙楼及主楼地下室防水等级为I级,按照建设单位要求,防水材料统一采用丙纶布。根据现场实际情况,塔吊配置如下:编号型号首次安装高度最终安装高度臂长1#QTZ8040m70m56m2#暂未施工3#QTZ6340m70m50m4#QTZ6335m65m50m第三节多塔作业的要点一、塔吊布置及规范由于我项目施工工期较紧。除2#楼的施工高压线影响以外,其余1#、3#、4#主楼及车库都要进行施工,因此规划安装3台塔吊以满足现场生产需求,符合防碰《建筑塔式起重机安全规程》的标准:两台起重机之间的最小架设距离应保证处于低位的起重机的臂架端部与另一台起重机的塔身之间至少有2m的距离;处于高位的起重机(吊钩升至最高点)与低位的起重机之间,在任何情况下,其垂直方向的间隙不得小于2m。由于场地限制原因,相邻交叉区域塔机采取高低位作业,加强管理、协调兰州新区宗家梁(棚改)一标段项目经理部多塔作业防碰撞方案-3-沟通,增加指挥人员,以保证安全施工。二、多塔工作特点1、塔机数量多。在有限的区域内,合理组织我现场塔吊之间协调共同作业。2、为确保施工质量和工期,各施工区之间的资源平衡及协调各作业班组、各机组之间的配合,对塔机管理提出了更高的要求。3、塔吊数量较多,相邻塔机的塔臂高度必须有高度差,且回转不得碰撞相邻塔机;各塔机的自由高度和锚固后顶升高度不同,要求各塔机在有限的范围内不得违章作业。三、危险源分析及对应安全措施根据现场塔机布置及周围环境,分析其使用过程中存在的危险源及可能导致危险的情形,针对危险情形拟采取的主要措施如下表,各塔机分别依据具体情况采取相应安全措施。危险源分析及对应安全措施表:序号危险源可导致危险的情形主要安全措施1群塔作业1、相邻塔机起重臂处于同一水平高度,起重臂相撞1、塔机高度错开2、实行塔机升节审批制度2、两塔同时进入交叉区域,起重臂与钢丝绳或吊物相撞1、制定交叉区域作业规则;2、设置交叉区域回转报警装置;3、加强指挥,向作业人员安全交底3、作业过程中塔吊吊钩未升到安全高度突然失电,风力推动塔机向相邻塔机旋转相撞1、配备回转刹车备用电源;2、备用限制回转的木楔;3、实施突然停电应急措施;4、非工作状况塔机钩未1、塔机吊钩停置安全区域;兰州新区宗家梁(棚改)一标段项目经理部多塔作业防碰撞方案-4-停置在安全范围,风力推动塔机起重臂与钢丝绳相撞2、向作业人员安全交底;3、监督检查;2塔机顶升加节项升加节过程中发生大臂相互碰撞1、定专人审批各塔顶升加节2、建立顶升加节审批制度3、顶升时现在专人负责监视4、与之干涉的相邻塔机停止作业3现场道路吊物在其上空运转时,发生高空坠物1、吊物不超越围墙,严禁墙外吊物2、设置小车幅度报警装置;4临时设施1、吊物在其上空运转时,发生高空坠物1、搭设双层硬质安全防护棚;2、吊运过程中,吊物避开临时设施;2、工作中突然停电,吊物撞击临建设施1、吊物向临时设施方向运动时,限用高速或提前减速;2、执行突然停电应急措施;5已建及在建筑物1、起重臂高度低于建筑物时直接撞击建筑物1、划定工作区域,配备专人指挥;2、对回转进行限位,限制工作区域;3、设置塔机临近回转限位点报警装置。设置限位点标识;四、安全技术措施(1)、相交塔机高度错开,为确保交叉作业安全,3#、4#楼塔吊高差始终保持至少5m(2个标准节)高差。(2)、增设回转刹车备用电源即蓄电池,塔吊在工作状况进对其进行充电。工作中突然停电,吊钩未提升到位时,应使用备用电源进行回转制动。(3)、每台塔机上预备木楔,遇停电情况除利用备用电源回转制动外,还应及时将回转齿圈与回转小齿轮用木楔楔紧,防止风力推动起重臂旋转碰撞其他塔机或建筑物。来电时将吊钩收回后应及时将木楔松脱。兰州新区宗家梁(棚改)一标段项目经理部多塔作业防碰撞方案-5-(4)、设置塔机交叉区域回转报警装置。利用回转多功能限位开关触点与电铃连接,塔机旋转至交叉区域时限位触点动作,电铃报警,提醒司机与指挥;塔机已进入危险区域,应谨慎操作;电铃延时断电自动断电;(5)、搭设现场临时道路及临时设施安全防护棚,防护范围以塔机起重臂覆盖范围的道路长度,临时设施全部搭设防护棚。(6)、设置障碍灯,夜间施工时,红色障碍灯必须打开。提醒夜间施工塔机保持安全距离。(7)、各塔机运行过程中为防止发生碰撞、围墙外回转及变幅,各栋号塔机必须按规定轨迹及角度运行作业。(8)、塔机附着完毕顶升时,由总监审批,同时告知其它各塔机施工单位,并根据各塔机的运行状况进行合理安排,项目部与安装公司共同确认附着位置及加节高度后,填写附着升节报批表,报监理单位项目总监审批,同意后方能实施安装作业。五、塔司及信号工的基本要求1、司机人员需经医疗部门检查,必须身体合格方
