Issue1241Standard4.2.4STANDARD4.2.4PRIMARYPRODUCTIONANDPROCESSINGSTANDARDFORDAIRYPRODUCTS(Australiaonly)PurposeandcommentaryThisStandardsetsoutanumberoffoodsafetyrequirements,includingtheimplementationofdocumentedfoodsafetyprogramsfordairyprimaryproduction,collection,transportationandprocessing.However,thisStandarddoesnotapplytoretailsaleactivities.Chapter3ofthisCodecoversretailsaleactivities.TableofProvisionsDivision1–Preliminary1Interpretation2ApplicationDivision2–Dairyprimaryproductionrequirements3Controllingfoodsafetyhazards4Specificrequirements5Tracing6SkillsandknowledgeDivision3–Dairycollectionandtransportation7Controllingfoodsafetyhazards8Specificrequirements9Producttracing10Timeandtemperaturecontrols11SkillsandknowledgeDivision4–Dairyprocessing12Application13Controllingfoodsafetyhazards14Producttracing15Processingofmilkanddairyproducts16ProcessingofdairyproductstomakecheeseandcheeseproductsClausesDivision1–Preliminary1Interpretation(1)Unlessthecontraryintentionappears,thedefinitionsinChapters2and3ofthisCodeapplytothisStandard.(2)InthisStandard–AuthoritymeanstheState,TerritoryorCommonwealthgovernmentagencyoragencieshavingthelegalauthoritytoimplementandenforcethisStandard.FederalRegisterofLegislativeInstrumentsF2012C00458Issue1242Standard4.2.4controlmeasuremeansameasurethatprevents,eliminatesorreducestoanacceptablelevel,afoodsafetyhazard.dairyprimaryproductionmeanstheproductionofmilkorcolostrumforfurtherprocessingforhumanconsumptionandincludesthekeeping,grazing,feedingandmilkingofanimalsandthestorageofmilkonthepremisesatwhichtheanimalsweremilked.dairyprimaryproductionbusinessmeansabusiness,enterpriseoractivitythatinvolvesdairyprimaryproduction.dairyprocessingincludesthemanufactureofdairyproducts.dairyprocessingbusinessmeansabusiness,enterpriseoractivitythatinvolvesdairyprocessing.dairyproductsinclude–(a)milk;and(b)colostrum;and(c)liquidmilkproducts;and(d)creamandthickenedcream;and(e)butter,butterconcentrate,buttermilk,concentratedbuttermilk,dairyblend,ghee,andanhydrousmilkfat(butteroil);and(f)casein,caseinate,andcheese;and(g)whey,wheycreamandconcentratedwheycream;and(h)culturedmilkandyoghurt;and(i)ice-creamandice-creammix;and(j)buttermilkpowder,lactosepowder,milksugar,powderedmilk,skimmilkpowder,wheypowder,milkproteinpowderandothermilkconcentrates.dairytransportbusinessmeansabusiness,enterpriseoractivityinvolvingthecollectionandtransportofmilkfromthedairyprimaryproductionbusinesstotheprocessingbusinessorthetransportofbulkmilkordairyproductsbetweendairyprocessors.inputsincludesanyfeed,waterandchemicals,includingagriculturalandveterinarychemicals,usedinconnectionwiththeprimaryproductionofmilkorcolostrum.2Application(1)Deleted(2)ThisStandarddoesnotapplyinNewZealand.(3)ThisStandarddoesnotapplytoretailsaleactivities.Division2–Dairyprimaryproductionrequirements3ControllingfoodsafetyhazardsAdairyprimaryproductionbusinessmustcontrolitspotentialfoodsafetyhazardsbyimplementingadocumentedfoodsafetyprogram.4Specificrequirements(1)Forclause3,thecontrolmeasuresmustmanagethehazardsarisingfrom–(a)inputs;and(b)thedesign,construction,maintenanceandoperationofpremisesandequipment;and(c)milkinganimals;andFederalRegisterofLegislativeInstrumentsF2012C00458Issue1243Standard4.2.4(d)personsinvolvedinmilking;and(e)milkingpractices.(2)Forclause3,thecontrolmeasuresmustalso–(a)includesupportprogramsthatensurethatpremisesandequipmentarecleanandsanitaryandthatpestsarecontrolled;and(b)ensurethatmilkiscooledandstoredatatemperaturethatpreventsorreducesthegrowthofmicrobiologicalhazardsinthemilk;and(c)ensurethatmilkforhumanconsumptionisonlysourcedfromhealthyanimals.5TracingAspartofthedocumentedfoodsafetyprograminclause3,adairyprimaryproductionbusinessmusthaveasystemthatenablesthetracingof–(a)inputs;and(b)animalstobemilked;and(c)themilkproduced.6SkillsandknowledgeAdairyprimaryproductionbusinessmustensurethatpersonsundertakingprimaryproductionactivitieshaveskillsandknowledgeoffoodsafetyandhygienematterscommensuratewiththeirworkactivities.Division3–Dairycollectionandtransportation7ControllingfoodsafetyhazardsAdairytransportbusinessmustcontrolitspotentialfoodsafetyhazardsbyimplementingadocumentedfoodsafetyprogram.8SpecificrequirementsForclause7,thecontrolmeasuresmustmanagehazardsarisingfrom–(a)transportvehicles,equipmentandcontainersusedinthecollectionandtransportofthemilkordairyproduct;and(b)personsengagedinthedairytransportbusiness;andmustincludeasupportprogramthatensuresthatthefoodcontactsurfacesoftransportvehicles,andequipmentandcontainersusedincollectingandtransportingofthedairyproductsarecleanandsanitary.9ProducttracingAspartofthedocumentedfoodsafetyprograminclause7,adairytransportbusinessmusthaveasystemtoidentifytheimmediatesupplierandimmediaterecipientofthedairyproduct.10TimeandtemperaturecontrolsAdairytransportbusinessmusttransportdairyproductsusingtimeandtemperaturecontrolsthatpreventorreducethegrowthofmicrobiologicalhazardsintheproduct.11SkillsandknowledgeAdairytransportbusinessmustensurethatpersonsundertakingmilkordairyproductco
