STANDARDFOROATSCXS201-1995Adoptedin1995.Amendedin2019.CXS201-199521.SCOPEThisStandardappliestooatgrainsasdefinedinSection2intendedforprocessingfordirecthumanconsumption.ThisStandarddoesnotapplytoAvenanuda(hullessoats).2.DESCRIPTIONOatsaredefinedasthegrainsofAvenasativaandAvenabyzantina.3.ESSENTIALCOMPOSITIONANDQUALITYFACTORS3.1Qualityfactors–general3.1.1Oatsshallbesafeandsuitableforprocessingforhumanconsumption.3.1.2Oatsshallbefreefromabnormalflavours,odours,livinginsectsandmites.3.2Qualityandsafetyfactors–specific3.2.1Moisturecontent14.0%m/mmaxLowermoisturelimitsshouldberequiredforcertaindestinationsinrelationtotheclimate,durationoftransportandstorage.3.2.2ErgotSclerotiumofthefungusClavicepspurpurea0.05%m/mmax3.2.3ToxicornoxiousseedsTheproductscoveredbytheprovisionsofthisStandardshallbefreefromthefollowingtoxicornoxiousseedsinamountswhichmayrepresentahazardtohumanhealth.–Crotalaria(Crotalariaspp.),Corncockle(AgrostemmagithagoL.),Castorbean.(RicinuscommunisL.),Jimsonweed(Daturaspp.),andotherseedsthatarecommonlyrecognizedasharmfultohealth.3.2.4FilthImpuritiesofanimalorigin(includingdeadinsects)0.1%m/mmax3.2.5Otherorganicextraneousmatter1.5%m/mmaxwhichisdefinedasorganiccomponentsotherthanediblegrainsofcereals(foreignseeds,stems,etc.).3.2.6Inorganicextraneousmatter0.5%m/mmaxwhichisdefinedasanyinorganiccomponent(stones,dust,etc.).4.CONTAMINANTS4.1HeavymetalsOatsshallbefreefromheavymetalsinamountswhichmayrepresentahazardtohumanhealth.4.2PesticideresiduesOatsshallcomplywiththosemaximumresiduelimitsestablishedbytheCodexAlimentariusCommissionforthiscommodity.5.HYGIENE5.1ItisrecommendedthattheproductcoveredbytheprovisionsofthisStandardbepreparedandhandledinaccordancewiththeappropriatesectionsoftheGeneralPrinciplesofFoodHygiene(CXC1-1969),andotherCodesofPracticerecommendedbytheCodexAlimentariusCommissionwhicharerelevanttothiscommodity.5.2Totheextentpossibleingoodmanufacturingpractice,thecleanedproductshallbefreefromobjectionablematter.CXS201-199535.3Whentestedbyappropriatemethodsofsamplingandexamination,theproduct,aftercleaningandsorting,andbeforefurtherprocessing:–shallbefreefrommicro-organismsinamountswhichmayrepresentahazardtohealth;–shallbefreefromparasiteswhichmayrepresentahazardtohealth;and–shallnotcontainanysubstanceoriginatingfrommicro-organismsincludingfungiinamountswhichmayrepresentahazardtohealth.6.PACKAGING6.1Oatsshallbepackagedincontainerswhichwillsafeguardthehygienic,nutritional,technological,andorganolepticqualitiesoftheproduct.6.2Thecontainers,includingpackagingmaterial,shallbemadeofsubstanceswhicharesafeandsuitablefortheirintendeduse.Theyshouldnotimpartanytoxicsubstanceorundesirableodourorflavourtotheproduct.6.3Whentheproductispackagedinsacks,thesemustbeclean,sturdy,andstronglysewnorsealed.7.LABELLINGInadditiontotherequirementsoftheGeneralStandardfortheLabellingofPrepackagedFoods(CXS1-1985),thefollowingspecificprovisionsapply:7.1NameoftheproductThenameoftheproducttobeshownonthelabelshallbe“oats”.7.2Labellingofnon-retailcontainersInformationfornon-retailcontainersshalleitherbegivenonthecontainerorinaccompanyingdocuments,exceptthatthenameoftheproduct,lotidentificationandthenameandaddressofthemanufacturerorpackershallappearonthecontainer.However,lotidentificationandthenameandaddressofthemanufacturerorpackermaybereplacedbyanidentificationmark,providedthatsuchamarkisclearlyidentifiablewiththeaccompanyingdocuments.8.METHODSOFANALYSISANDSAMPLINGSeerelevantCodextextsonmethodsofanalysisandsampling.CXS201-19954ANNEXInthoseinstanceswheremorethanonefactorlimitand/ormethodofanalysisisgivenitisstronglyrecommendedthatusersspecifytheappropriatelimitandmethodofanalysis.Factor/DescriptionLimitMethodofanalysis1Minimumtestweight:Theweightofahundredlitrevolumeofoatsexpressedaskilogramsperhectolitre.Atleast46kg/hlThetestweightshallbetheweightperISO7971-1986oranyotherequipmentgivingequivalentresultsexpressedaskilogramsperhectolitreasdeterminedonatestportionoftheoriginalsample2Hull-lessandbrokenkernels(kernelswithnohullsandbrokenofanysize).5%m/mmaxTobedeveloped3Ediblegrainsotherthanoats(wholeoridentifiablybroken).3%m/mmaxTobedeveloped4Damagedkernels(includingpiecesofkernelsthatshowvisibledeteriorationduetomoisture,weather,disease,insects,mould,heating,fermentation,sproutingorothercauses).3%m/mmaxTobedeveloped5Wildoats:AventafatuaorAventasterilis.0.2%m/mmaxTobedeveloped6Insectboredkernels:kernelswhichhavebeenvisiblyboredortunnelledbyinsects.0.5%m/mmaxTobedeveloped7Blemishedgrains,i.e.grainswithstainedhullsduetotheactionofclimaticfactors.TobedecidedTobedeveloped
