I印度高科技人才培养研究——以印度印度理工学院为例摘要独立后,为促进社会经济发展,印度非常重视科技进步,特别是高科技进步。长期以来印度政府非常重视人才在高科技发展中的地位和作用,加强科技人才培养,逐渐形成颇具特色的高科技人才培养战略。为了适应科技特别是高科技发展对人才需要的变化,印度还积极地调整科技人才培养战略和机制,使之很快成为了世界高科技人才培养的大国。其中,印度理工学院是“印度科学皇冠上的一颗明珠”,1950年印度独立后成立至今,经过五十余年的发展,七所印度理工学院为印度实现阶段的科学技术进步、工业化发展、人才储备做出了重要贡献。印度理工学院成功借鉴麻省理工学院的人才的培养模式,结合国家和社会发展的需要,充分发挥语言和数学的基础优势,尤其是印度政府多次颁布理工学院法案,将印度理工学院发展为世界知名大学,造就了在计算机、软件设计、金融、证券、工商管理等领域的大批尖端人才,这些人才活跃在美国、欧美等多个国家的技术领域和管理部门,并有多人担任重要职务和,但也造成了印度理工学院大批优秀人才的外流。目前,印度理工学院在全球理工院排名中位居第三,仅次于美国麻省理工学院和加州大学的伯克里分校,成为世界知名的一流理工大学。正如孟买地方管理委员会主席教授所说“印度理工学院大学体系是印度民族引以为豪的一颗宝石。一所印度理工学院的工学士商标可能是印度独立以来第一个具有象征意义的商标。”论文首先从历史的角度归纳了印度高等教育的历史演变和印度理工学院在印度高等教育体系中的类型和地位,然后阐述了印度理工学院的形成和创立,在此基础上重点论述了印度理工学院的人才的培养体系,包括培养目标、学科设置、课程体系、国际合作与科研项目,并选取代表性典型院校马德拉斯分校和德里分校为个案进行重点分析,并探讨了印度理工学院面临的困境,人才外流问题和政府干预日趋加重,归纳出印度理工学院成功的影响因素,其中印度政府的支持与政策导向起到了关键作用,最后总结出印度理工学院发展给我们的启示与借鉴。关键词:印度理工学院人才培养高科技IIResearchontheCultivationofHighTechTalentsinIndia--ACaseStudyofIndianInstitutetofTechnologyinIndiaABSTRACTInordertopromotesocialandeconomicdevelopment,Indiaattachesgreatimportancetotheprogressofscienceandtechnology,especiallytheprogressofhightechnology.Inordertopromotethedevelopmentofscienceandtechnology,especiallythehighandnewtechnology,theIndiagovernmentattachesgreatimportancetothepositionandfunctionofthetalentsinthedevelopmentofhightechnology,strengtheningthecultivationofscientificandtechnologicaltalents,andgraduallyformingacharacteristichigh-techtalentcultivationstrategy.Inordertomeettheneedsofthedevelopmentofscienceandtechnology,especiallythedevelopmentofhigh-techtalents,Indiaalsoactivelyadjustthestrategyandmechanismofscientificandtechnologicalpersonneltraining,sothatitwillsoonbecometheworld'shigh-techtalenttraining.Amongthem,IndianInstitutetofTechnologyisapearlonthecrownofScienceinIndia,aftertheestablishmentoftheIndiaindependence,afterfiftyyearsofdevelopment,thesevenIndianInstitutetofTechnologyIndiatoachievescientificandtechnologicalprogress,industrialdevelopment,talentreservesmadeanimportantcontribution.IndianInstituteofsuccessfromMassachusettsInstituteoftechnologytalent`trainingmode,combinedwiththeneedsofnationalandsocialdevelopment,givefullplaytothelanguageandmathematicsonthebasisoftheadvantages,especiallytheIndiangovernmentpromulgatedseveralScienceInstituteofTechnologyAct,willIndiaInstituteofdevelopmentfortheworldfamousuniversity,createdinthefieldofcomputer,softwaredesign,finance,securities,businessIIImanagementandotherlargenumberofcutting-edgetalent,thesepeopleactiveintheUSA,EuropeandtheUnitedStatesandothercountriesofthetechnicaldepartment,andmanypeopleasanimportantpositionand,butalsocausedtheIndianInstituteofInstituteofalargenumberofoutstandingtalentsoutflow.Atpresent,theIndianInstitutetofTechnologyintheGlobalInstituteofscienceandengineering,rankingthird,aftertheUnitedStates,MassachusettsInstituteofTechnologyandtheUniversityofCalifornia,Bekir,becametheworld'sleadingscienceandtechnologyuniversity.AsprofessoroftheMumbailocalmanagementcommittee,said,theuniversitysystemofIndianInstitutetofTechnologyisagemofIndia'snationalpride.ABachelorofEngineeringinIndianInstitutetofTechnologyisprobablythefirstsymbolofIndia'sindependence.Firstly,fromahistoricalperspective,summarizesthetypesandstatusofthehistoryandevolutionofIndianInstitutetofTechnologyofIndiahighereducationinIndiahighereducationsystem,andthendescribestheformationoftheIndianInstitutetofTechnologyandfoundedonthebasisofthis,discussesthesystemoftalentscultivationofIndianInstitutetofTechnology,includingtrainingobjectives,curriculumsetting,curriculumsystem,internationalcooperationandscientificresearchproject,andselecttherepresentativecollegesatMadrasandDelhiasacasetofocusonanalysis,anddiscussestheIndianInstitutetofTechnologydilemma,thebraindrainproblemandgovernmentinterventionisbecomingmoreandmoreserious,summedupthefactorsaffectingthesuccessofIndianInstitutetofTechnology,whichsupportandpolicyguidanceofthegovernmentofIndiahasplayedakeyrole,finallysummarizesandreferencestothetheEnlightenmentofthedevelopmentofIndianInstitutetofTechnology.Keywords:IndianInstitutetofTechnology,personneltrainingIV目录摘要...........................................................IAbstract.......................................................II目录.........................................................IV第1章结论......................................................11.1选题缘由.................................................11.2文献综述.................................................31.2.1国内先行研究.......................................31.2.2国外研究现状.......................................51.3研究思路和方法...........................................71.4研究的意义...............................................71.4.1实践意义...........................................71.4.2理论意义...........................................7第2章相关的概念界定............................................92.1人才的涵义...............................................92.2高科技的涵义.............................................92.3高科技人才的涵义.........................................92.4人才培养的相关概念.............................
