1黄台电厂“以大代小”城市供热工程HuangtaiPowerPlant’sUrbanThermalPowerSupplyProjectwithLargerReplacementUnitsforSmallerUnits-中国清洁机制发展(CDM)大会能源效率分会企业的发言一、项目单位简介Introductionofenterprise山东黄台电厂位于济南市东郊,始建于1958年9月,是山东电网主力电厂之一,也是省内第一座高温高压火力发电厂。现有七炉八机,#1-4机组为3×25MW和1×50MW,5、6#机组为2×100MW,#7、8机组为2×300MW。经六期扩容改造,现在装机总容量达到1005MW,年发电量50-60亿千瓦时。2003年发电58.19亿千瓦时,实现利税23469万元、利润8872万元,对地方财政上缴利税每年在1.2亿元左右。ShandongHuangtaiThermalPowerPlant,locatedintheeasternsuburbofJinan,wasbuiltinSept.1958.ItisoneofthemajorpowerplantsforShandongpowergridandalsothefirsthigh-temperatureandhigh-pressurefossil-firedpowerplantinShandong.Itnowhassevenboilers,eightgeneratingunits,where#1-4generatingunitshavethecapacityof3×25MWand1×50MW,#5-6generatingunitshavethecapacityof2×100MW,and#7-8generatingunitshavethecapacityof2×300MW.Throughsixphases’expansionandrenovation,thetotalinstalledcapacityhasreached1005MW,andtheannualgeneratingcapacityis5-6billionkilowatthours.In2003,theelectricitygenerationwas5.819billionkilowatthours,bringingprofitsandtaxesuptoRMB234.69millionandprofitsuptoRMB88.72millionandcontributingtothelocalfinanceaboutRMB120millionastaxes.自1992年起,为适应济南市热力市场的需要,黄台电厂分别对#1-6机组实施热电联产改造,形成了目前720吨/时供热能力,承担着向济南市区东部集中供热的任务,采暖供热面积约800万平方米,是济南市最大的热源厂。热源的供热范围东至高新区、南至经十东路、西至泉城广场、北至小清河,供热面积约130平方公里。Since1992,ShandongHuangtaiThermalPowerPlanthasrenovated#1-6generatingunitsforco-generationtoadapttothedemandsofJinanthermalpowermarket.NowShandongHuangtaiThermalPowerPlanthasaheatsupplycapacityof720t/handundertakesthemissionofheatsupplyforeastJinanwiththetotalheatingareaabout8millionm2.ItisthebiggestthermalpowerplantinJinan,withthermalpowersupplyscopestretchingtotheHigh-TechZoneintheeast,toJingshiDongRoadinthesouth,toQuanchengSquareinthewestandtoXiaoqingheRiverinthenorth.Theheatsupplyareatotalsabout130squarekilometers.一、项目单位简介一、项目单位简介Overviewofenterprise二、项目简介Projectintroduction1、建设内容及规模:本工程计划建设2台供热能力为400吨/时的300MW等级燃煤供热机组,替代超期服役、环保设备不完善的#1-6机组,替代热负荷720吨/时,新增供热能力160吨/时。同时利用逐步成熟的技术对现有的#7、8机组进行供热改造,再增加供热能力660吨/时。1.Constructioncontentsandscale:Itisplannedthattwo400t/h300MWclasscoal-firedthermalpowergeneratingunitswillbebuilttoreplace#1-6generatingunitsbeyondtheirservicelifewiththethermalloadof720t/h.Inthemeanwhile,thenewlyaddedheatsupplycapacityis160t/h.Inthemeanwhile,#7and#8generatingunitswillberenovatedwithgraduallymaturetechnologiestoaddanotherheatsupplycapacityof660t/h.届时,黄台电厂总装机容量1260MW,总供热能力达到1460吨/时。本工程在黄台电厂原有厂区进行建设,充分利用本厂现有的铁路专用线、煤场、灰场和公用设施,不新增建设用地。按照发电行业设计规定,本工程新建机组运行期为30年。ThenShandongHuangtaiThermalPowerPlantwillhaveatotalinstalledcapacityof1260MWandatotalheatsupplycapacityupto1460t/h.ThisprojectwillmakeuseoftheexistingplantsiteofShandongHuangtaiThermalPowerPlantandmakesfulluseoftheexistingrailwaysiding,coalyard,ashyardandcommonfacilities.Noadditionalconstructionareaisrequired.Accordingtothepowerplantdesignspecifications,thenewgeneratingunitsforthisprojecthaveaservicelifeof30years.二、项目简介二、项目简介Projectoverview2、采用的技术:根据本工程热负荷和电力负荷的分析,结合我国锅炉、汽轮机等主设备生产和机组运行管理的情况,本期工程采用引进技术型国产300MW亚临界参数供热机组。2.Technologies:Basedontheanalysisonthermalloadandelectricalloadofthisproject,coupledwiththemajorequipment(suchasboilerandsteamturbine)productionandgeneratingunitoperationmanagement,thisprojectadoptsdomestic300MWsubcriticalthermalpowergeneratingunitswithimportedtechnologies.二、项目简介二、项目简介Projectoverview2工程年均热效率将达到50.5%,满足济南市东部地区供热的需求;同时采用高效脱硫、脱氮及中水利用技术,降低污染物排放,实现资源循环利用,符合国家产业政策。Theaverageannualthermalefficiencyoftheprojectwillbeupto50.5%,enablingtheprojecttosatisfytheheatdemandsofeastJinan.Inthemeanwhile,highlyefficientdesulfurizationanddenitrogenationtechnologiesandreclaimedwaterutilizationwillbeadoptedtolowerpollutionemissionandrealizecyclicutilizationofresourcessoastoconformtonationalindustrypolicies.二、项目简介二、项目简介Projectoverview3、当前项目进展情况:在各级部门的关心支持下,该项目前期工作进展顺利,2003年6月完成项目初步可行性研究工作,2004年9月山东省发改委同意黄台电厂以大代小城市供热工程项目立项,开展可行性研究工作。3.Currentprogressofproject:Withsupportfromvariouslevelsofagencies,theearlystageofthisprojecthasbeencarriedoutsmoothly.InJune2003,theProjectFeasibilityStudywascompleted.InSept.2004,ShandongDevelopmentandReformCommissionapprovedtheregistrationofShandongHuangtaiThermalPowerPlant’sUrbanThermalPowerSupplyProjectwithlargerreplacementunitsforsmallerunitsandonconductingfeasibilitystudies.二、项目简介二、项目简介Projectoverview按照《企业投资电力工程项目核准细则》的要求,该工程必须具备8个专题报告和22个政府部门对项目的批复文件。截止到目前,,环境影响评价报告、水土保持报告、热网报告、接入系统报告、水资源论证报告、地质灾害评价报告、地震安全性评价报告等7个专题报告已通过相关部门的评审并获得批复文件;AccordingtotheApprovingRulesonEnterpriseInvestmentintoPowerPlantProjects,eightspecialreportsmustbeinplaceforthisprojectalongwithprojectapprovalsfrom22governmentalagencies.Uptonow,sevenspecialreportsareavailable,includingtheEnvironmentalImpactAssessmentReport,WaterandSoilConservationReport,ThermalPowerGridReport,GridConnectionSystemReport,WaterResourcesArgumentationReport,GeologicHazardAssessmentReportandSeismicSafetyAssessmentReport.TheReportshavebeensubmittedtotherelevantauthoritiesforreviewandtheapprovalshavebeenobtainedaccordingly.二、项目简介二、项目简介Projectoverview2005年7月,国家电力规划设计总院对项目可行性研究报告组织审查,并以发电发规[2005]382号文件下发了《关于印发山东黄台电厂以大代小
